HomeMy WebLinkAbout2018 02 12 Consent 305 Professional Offices at Winding Hollow Site AcceptanceCOMMISSION AGENDA ITEM 305 February 12, 2018 Regular Meeting Informational Consent X Public Hearings Regular KS City Manager is Department REQUEST: The Community Development Department requesting the City Commission: 1) validate the Staff recommendation finding The Professional Offices at Winding Hollow (east side) sitework to be built in substantial accordance with the Final Engineering plans, subject to the enclosed punchlist; and 2) accept the public infrastructure improvements for ownership and maintenance. SYNOPSIS: Sitework for The Professional Offices at Winding Hollow project is substantially complete and has been conditionally approved by the applicable City Departments. This agenda item provides the site acceptance necessary before a final certificate of occupancy can be issued by the Building Official. CONSIDERATIONS: APPLICABLE CODE: Section 9 -178. Required Improvements to be completed prior to building on lots; exceptions. (c) Where the building official has an authoritative method of assurance that the improvements will be completed in accordance with approved plans, such as withholding occupancy, the building official may issue building permits upon advising the developer that all or partial occupancy will be restricted until satisfactory completion of the improvements has be accomplished. Consent 305 PAGE 1 OF 2 - February 12, 2018 (d) ... Certificates of occupancy will not be issued until all improvements are accepted by the city commission. SUMMARY: The Professional Offices at Winding Hollow project consists of three 3,500 SF single - story office buildings located on the east side of Winding Hollow Boulevard, south of S.R. 434. The Final Engineering Plans were approved by the City Commission at the December 4, 2013 City Commission meeting. Sitework commenced in September 2014 and building construction started soon thereafter; however, construction stopped in 2015 and the project ownership was taken over by a bank. In April 2017, a new developer, Coberturas Medicas of Florida, acquired the property and resumed construction of the approved plans. The three buildings are expected to be complete and occupied within the next several months. This agenda item is for the conditional acceptance of the site improvements. The sitework has been constructed in substantial compliance with the Final Engineering plans approved by the City Commission, except as noted on the attached punchlist, Exhibit A. All items on the punchlist must be complete, subject to Staff approval, prior to issuance of the certificate of occupancy. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission validate the Staff recommendation finding the Professional Offices at Winding Hollow sitework to be built in substantial accordance with the Final Engineering plans, subject to satisfactory completion of the remaining open punchlist items. Exhibit A - Site Acceptance Punchlist Consent 305 PAGE 2 OF 2 - February 12, 2018 EXHIBIT A Tuesday, January 30, 2018 City of Winter Springs Offices at Winding Hollow (East) Items to Complete (This is not a final punchlist): • FDEP Sanitary Sewer Certification • Record drawings • Engineer of Record Certification • SJRWMD Certification • Two -Year Maintenance Bond and Bill of Sale for utilities to be turned over to the City (Potable Water, Sanitary Sewer, Reclaimed Water) Additional Items to Complete • Provide riprap at the stormwater pond outfall, per the plans • Grade east side of property per the engineering drawings • Install site lighting, per the plans • Remove all excess sediment from stormwater structures • Remove safety and silt fence when sod is established • Install fence on retaining wall, per the plans • Clean up all trash from the site and wetland area. This also includes the area on the south side of the CMU wall • Lower all cleanouts to grade • Complete landscaping • Complete irrigation • Repair leaking backflow devices • Paint fire hydrant, Sherwin Williams Safety Yellow • Install and paint valve covers and concrete collars at all shutoff valve locations • Restore the irrigation and landscaping along Winding Hollow Blvd • Install detectable warnings • Asphalt raveling at the east side of the driveway where it meets the parking lot • There is a missing Type C inlet on the North East corner of Bldg #3 and it appears the storm pipe configuration was installed differently than the final engineering plans. These changes will need to be shown on the asbuilts.
