HomeMy WebLinkAbout2017 12 11 Consent 301 Resolution 2017-15 for Joanne DalkaCOMMISSION AGENDA ITEM 301 Informational Consent X Public Hearings Regular December 11, 2017 KS Regular Meeting City Manager Department REQUEST: The City Manager requests that the City Commission approve Resolution Number 2017- 15 recognizing Information Services Department Director Joanne Dalka upon her retirement. SYNOPSIS: The City Commission is very appreciative of all of the employees who faithfully serve the citizens and City Commission of the City of Winter Springs. For long - serving employees, the City Commission has expressed their interest in presenting such employees with a Resolution at a City Commission Meeting. In such cases, a Resolution is submitted to the City Commission on the Consent Agenda for approval. Upon approval of such Resolution by the City Commission, the applicable employee is usually presented with a Resolution at a future City Commission meeting during the "Awards and Presentations" portion of a meeting; however, due to the abbreviated City Commission Holiday schedule, Staff is asking that upon approval of Resolution 2017 -15, that this Resolution be presented to Ms. Dalka sometime during this City Commission Meeting. CONSIDERATIONS: Information Services Department Director Joanne Dalka began her career with the City of Winter Springs on September 24, 1987, as a Records Clerk with the Police Department. Three years later in 1990, Ms. Dalka was promoted to Computer Systems Manager for the Police Department. Subsequently, in 1995, Ms. Dalka served as Management Information Technician for the City, then promoted again in 1996 as Data Processing Consent 301 PAGE 1 OF 3 - December 11, 2017 Manager for the City, then in 2000, was named the City's Information Services Manager, and then in 2002, was promoted to the position of Information Services Department Director. During these years, in addition to her full -time jobs with the City of Winter Springs, Ms. Dalka earned an Associate in Arts Degree as well as an Associate in Science Degree (Networking Technology) from Seminole Community College; and then earned her Bachelor of Applied Science (B.A.S.) Degree from the University of Central Florida. Ms. Dalka also completed the required coursework and received the coveted Certified Public Manager (CPM) designation from Florida State University. Additionally, as a complement to Ms. Dalka's responsibilities with the various roles she served, Ms. Dalka was a Member of Florida Local Government Information Systems Association (FLGISA), and completed various educational coursework over the years including Police application and database courses through the University of North Florida, FEMA Emergency Management, Unix Administration, and Microsoft Networking. Ms. Dalka has been responsible for City computers, telecommunications, network and related infrastructure, and the following highlights from Ms. Dalka's career are just a few of her many impressive major accomplishments: • Implemented Police Department's first computerized records and Computer Aided Dispatch (CAD) system • Established the City's Computer Services Department • Teamed up with Police Department to facilitate their first Mobile Computer Terminals (MCTs) in Police Cars • Established the City's first website • Collaborated with the Office of the City Clerk Office on the City's Records Management and Imaging Initiative • Coordinated various fiber projects including connectivity amongst City buildings for phone and data, and integration with Seminole County's Fiber Optic Network which also provided connectivity to the Seminole County Sheriff's Office. • Via the efforts of her talented staff, successfully guided the replacement of the City's outdated phone system with newer VolP technology, replaced separate Financial and Permitting systems with one cohesive ERP system; implemented Commission Meeting streaming audio, eAlerts notifications, and the City's Facebook page; and improved efficiencies by automating numerous processes such as the City Commission Agenda, City Commission Agenda Items, and many internal processes which were made available on the City's internal SharePoint site. Furthermore, during her tenure, Ms. Dalka has written a number of Requests for Proposals (RFP's) and has worked with legal counsel on the writing and implementation of various City policies. Ms. Dalka is to be commended for her valued service and dedication to the City of Winter Springs as an important Department Director who has been instrumental in moving the City forward in various aspects of technology in many, many ways. Resolution Number 2017 -15 is being submitted for the City Commission's consideration and potential approval. Consent 301 PAGE 2 OF 3 - December 11, 2017 There is no fiscal impact to Resolution 2017 -15 being approved. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission approve Resolution Number 2017 -15 in honor of Information Services Department Director Joanne Dalka. ROW THEREFORE, BE IT RESOLVED by the City Commission of the City of Winter Springs, Florida as follows: SECTION I — Upon the occasion of JOANNE DALKA'S retirement, the Mayor and Commission, City Manager, and Staff of the City of Winter Springs wish to recognize and honor her for her excellent level of distinguished service to the residents of Winter Springs through her 30 years of esteemed exemplary service. SECTION II — That this Resolution commending the services of JOANNE DALKA be recorded upon the official Public Records and Minutes of the City Commission of the City of Winter Springs, Florida. SECTION III — That a copy of the Resolution be forwarded to JOANNE DALKA with our sincerest and heartfelt thanks for her numerous and valued important contributions.
