REQUEST:
The Community Development Department is requesting City Commission authorization
to execute a purchase order with Fausnight Stripe & Line Inc. in the amount of $58,917.30,
plus a 10% contingency, piggybacking off Seminole County Contract #IFB- 601738/GMG,
to install a thermoplastic City logo at the center of the Tuskawilla Road / Winter Springs
Boulevard intersection.
SYNOPSIS:
This item provides for the installation of a new thermoplastic City logo at the intersection of
Tuskawilla Road and Winter Springs Boulevard. Tuskawilla Road was recently resurfaced
by Seminole County from SR 434 to approximately Red Bug Lake Road. The resurfacing
involved the removal of the decorative stamped asphalt center circle and crosswalks at the
Winter Springs Boulevard intersection. The decorative crosswalks are being replaced by
Seminole County.
CONSIDERATIONS:
. Seminole County recently removed the decorative stamped asphalt center circle and
crosswalks at the Tuskawilla Road / Winter Springs Boulevard intersection, as part of
the County's resurfacing of Tuskawilla Road.
Seminole County is in the process of installing new decorative thermoplastic
crosswalks at this location, using the City's standard decorative brick pattern that has
been recently installed at several locations, including the SR 434 / Tuskawilla Road
intersection. Installation of the new decorative crosswalks is funded by Seminole
County.

Seminole County will not fund the replacement of the decorative center circle that
was previously installed at this intersection. Staff recommends the City install a new
decorative circle, placed in the same location, using preformed thermoplastic striping,
in the form of the City of Winter Springs logo (See Exhibit A).
The City logo will be a DecoMark Surface Logo, which is manufactured by Ennis-
Flint and installed by Fausnight Stripe & Line Co. The City has used Fausnight for
City -wide striping for several years with no adverse issues. Fausnight also has
previous experience installing the DecoMark Logo and other Ennis -Flint products.
Fausnight is currently working for Seminole County to complete the decorative
thermoplastic crosswalks at this location.
. The City logo will be a variation of four colors and will coordinate with the
decorative thermoplastic crosswalks currently being installed.
The decorative thermoplastic crosswalks and DecoMark logo are constructed of a
similar material, which will allow the logo and crosswalks to be more aesthetically
pleasing, as well as easier to maintain. The logo will be 60 -feet in diameter, which is
approximately the same as the previous center circle. The logo will be oriented such
that it faces vehicles entering the City traveling northbound on Tuskawilla Road (see
Exhibit A).
. Below are some features and benefits of the DecoMark product:
• High skid /slip resistance for pedestrian and vehicle safety
• Flush installation allowing for a smooth surface across the logo
• Longevity of 6 to 8 times longer than paint
• Eliminates maintenance and safety concerns of loose pavers
. The City has requested approval from Seminole County to install the thermoplastic
logo, since Tuskawilla Road is a County right -of -way. City Staff does not anticipate
any objection from the County, based on discussions with County staff, however,
installation cannot occur until the County has issued its approval.
. The custom DecoMark logo has a lead time of 5 -6 weeks from the manufacturer,
therefore installation is planned for late January or February 2018.
. Fausnight Stripe & Line Inc. is currently under a contract with Seminole County for
the installation of Preformed Thermoplastic, which uses the same installation process
as the DecoMark product. The City will piggyback off of Fausnight's current
Seminole County Contract IFB- 601738/GMG for the labor, equipment, and
installation of the product. The material comes at a lump sum cost directly from the
manufacturer to the applicator. A detailed quote is included as Exhibit B.
FISCAL IMPACT:
The project cost is $58,917.30 plus a 10% contingency, for a total authorization of
$64,809.03, funded by the Infrastructure Surtax Fund (One Cent Sales Tax - 3rd
Generation).
