SYNOPSIS: Section 2-28(k), Winter Springs Code requires the City Clerk to create and maintain a short public input form, subject to the City Commission’s approval. The form is used during City Commission meetings. The City Clerk is presenting a revised public input form for the City Commission’s consideration and approval. CONSIDERATIONS: 1. Section 2-28(k), Winter Springs Code, requires the City Clerk to create and maintain a short public input form, subject to the City Commission's approval. 2. In furtherance of this Ordinance, Staff worked with the City Attorney to prepare a revised public input form after the adoption of Ordinance No. 2016-09, and that form was approved by the City Commission. 3. In some cases, the City Clerk’s office has had difficulty providing follow-up to constituents because the form was completed by the constituent in an illegible manner. 4. In order to make it easier for staff to follow-up with constituents, the City Clerk’s office would [[2168,2494,2317,2551][12][B,I,][Times New Roman]]Please like to make two modifications to the current public input form: (1) highlight the language “ [[300,2552,804,2609][12][B,I,][Times New Roman]]print clearly and neatly! [[804,2552,859,2609][12][B,I,][Times New Roman]]”; and (2) add an optional box for the person’s phone number. 5. In the past, the City Commission has expressed some hesitancy about requiring personal phone numbers on the public input form due to public record disclosure requirements, especially when the person’s phone number is unlisted. Given these previous concerns, the City Clerk’s request is to make it optional as to whether the person wants to provide the City with a follow-up phone number. FISCAL IMPACT: There is no additional Fiscal Impact with the approval of this Agenda Item. Speaker Card/Public Input forms are printed in house as needed, and costs for paper were budgeted for this Fiscal Year. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.
