HomeMy WebLinkAbout2017 10 09 Consent 305 Integra 360 Phase 1 Conditional Site Acceptance COMMISSION AGENDA Informational Consent ITEM305 > Public Hearings Regular October 09, 2017KSBF Regular MeetingCity ManagerDepartment REQUEST: The Community Development Department requesting the City Commission: 1) validate the Staff recommendation finding the Integra 360 Phase 1 sitework to be built in substantial accordance with the Final Engineering plans, subject to the enclosed punchlist; and 2) accept the Phase 1 public infrastructure improvements for ownership and maintenance. SYNOPSIS: Sitework for Phase 1 of the Integra 360 apartment project is substantially complete and has been conditionally approved by the applicable City Departments. This agenda item provides the site acceptance necessary before a final certificate of occupancy can be issued by the building official for any Phase 1 apartment buildings. CONSIDERATIONS: APPLICABLE CODE: Section 9178. Required Improvements to be completed prior to building on lots; > exceptions. (c) Where the building official has an authoritative method of assurance that the improvements will be completed in accordance with approved plans, such as withholding occupancy, the building official may issue building permits upon advising the developer that all or partial occupancy will be restricted until satisfactory completion of the improvements has be accomplished. (d) … Certificates of occupancy will not be issued until all improvements are accepted by the City Commission. Consent 305 PAGE OF October 09, 2017 13- On January 25, 2016, the City Commission approved a PUD rezoning ordinance, > Development Agreement and Master Plan detailing the future development of the 39.81 acre ICI property consisting of 29.81 acres of multifamily residential > development with a maximum of 340 apartment units and 20, two (2) story carriage home units. This portion of the project is referred to as the "Integra 360" apartment project. The remainder of the ICI property consists of ten (10) acres of commercial/office development with a minimum of 100,000 square feet of commercial/office uses. The ICI property is located on the north side of SR 434, directly across from the Creek's Run subdivision. Final Engineering plans for the Integra 360 project were approved by the City > Commission at the June 13, 2016 City Commission meeting. Sitework commenced in July 2016. The sitework consists of two phases. Phase 1 is the western side of the site and includes the main entrance road, clubhouse building, two apartment buildings, and the carriage units along the main entrance road. This conditional site acceptance agenda item is only for the Phase 1 site infrastructure. A separate Phase 2 site acceptance will be submitted at a later date for City Commission approval, which will include the remainder of the site infrastructure including the eastern entrance roadway and the associated right turn deceleration lane. Integra has obtained the land from the adjacent property owner for construction of the turn lane, and it will be built as part of the Phase 2 site infrastructure, along with the four apartment buildings in Phase 2. This agenda item is for the conditional acceptance of the Phase 1 site > improvements. The sitework has been constructed in substantial compliance with the Final Engineering plans approved by the City Commission. The public infrastructure being conveyed to the City for ownership and maintenance includes roadway, sidewalk, stormwater, water, sewer and lift station components. The Phase 1 site acceptance is subject to completion and acceptance of all items on > the attached punchlist (Exhibit A). No certificates of occupancy for any apartment buildings will be issued until all items on the punchlist are complete. FISCAL IMPACT: There is no fiscal impact associated with this site acceptance. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the Citys Website, LaserFiche, and > the Citys Server. Additionally, portions of this Agenda Item are typed verbatim on the > respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the Citys Website, LaserFiche, and the Citys >> Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowners Associations/Representatives > on file with the City, and all individuals who have requested such information. RECOMMENDATION: Staff recommends that the City Commission: 1) validate the Staff recommendation finding the Integra 360 Phase 1 sitework to be built in substantial accordance with the Final Engineering plans, subject to the attached punchlist; and 2) accept the public infrastructure improvements for ownership and maintenance. Paving was being completed on 10/3 and 10/4. All striping, landscaping, and cleanup to be complete before a Certificate of Occupancy will be issued. Storm video inspection complete and approved  Complete lift station enclosure  Meter and Backflow assemblies to be painted black, per the approved plans  Complete pond grading and install mulch path around the pond per the approved plans.  Complete pond bank grading and stabilization per the approved plans  Install PVC cap at the pond outfall structure  Provide updated survey of the ponds showing the weirs and grading after the washout  repairs Install a water main valve cap and cover at the future connection to the west parcel  Clean up and remove all construction and tree debris from the front parcels  The roundabout signage and pavement markings do not match the engineering  drawings. Temporary signage and striping are acceptable. Repair all cracked sidewalk panels on the main entry way sidewalk  Install conservation area signage  Submit the recorded deed and copy of submitted FDOT permit application for the right  turn deceleration lane at the east entrance roadway Decorative landscaping, irrigation, the final lift of asphalt, and all final striping in the  Phase 1 area shall completed in Phase 2.
