SYNOPSIS: The Community Development Department has received the Final Engineering and Aesthetic Review Plans for PetSuites Pet Resort & Spa, a pet boarding facility consisting of one 14,244 square -foot building located on the southeast corner of the SR 417 / SR 434 interchange. Previously Approved Development permits such as conditional use, waiver, or variance (if any): Not Applicable e Development Agreements (if any): Not applicable e Pending Code Enforcement Actions (if any): Not applicable e City Liens (if any): Not applicable APPLICABLE LAW, PUBLIC POLICY, AND EVENTS: Home Rule Powers Winter Springs Code of Ordinances City of Winter Springs Comprehensive Plan FINAL ENGINEERING PLAN AND AESTHETIC REVIEW PLAN DEFINITION AND REQUIRED ACTION: The PetSuites Final Engineering and Aesthetic Review were submitted in accordance with City Code Sections 9 -71 through 9 -74. City Code Sections 9 -71 through 9 -74 list the submittal process requirements, form and content requirements of submitting final development plans, and required action and approval by the City Staff and City Commission of final development plans. City Code Section 9 -72 requires the review of Final Engineering Plans and Final Aesthetic Plans by City Staff, and presentation before the City Commission and general public at a Public Hearing. The Final Engineering Plans consist of detailed information about the proposed site plan and supporting data, and includes complete construction drawings and details. The Final Aesthetic Review plans consist of color renderings (drawings) of the proposed building and materials, landscaping, and signage. This review of the Final Engineering Plans and Final Aesthetic plans before the City Commission is the final review and public hearing of plans for PetSuites Pet Resort & Spa before pre - construction meetings with City Staff and the developer. DISCUSSION: Aesthetic Review Plans (Exhibit A attached): The proposed project consists of a single one -story barn-style building with a grey gable roof, covered front porch along the exterior front of the building, and two doors that serve as the entry- and exit -ways. The bottom half of the first story is decorated with a stone veneer siding. The building has six windows adorned with shutters that will match the roof, and a decorative upper window that will be overlain by the PetSuites logo. The building is topped with three ornamental cupolas. The proposed building is designed to contribute to the quality architectural styles that are typical of the surrounding area. The proposed building represents a positive addition to the City of Winter Springs, and is a unique design that is harmonious with its surroundings that will add value to the proposed location. Situated at the intersection of two state roads, the design and character of the building and surrounding landscaping may serve as a worthy placemark within the city. The combination of a variety of complementing veneers, ornamental fixtures, and design features make the building consistent with the objective design guidelines in the City Code, as well as an appealing Public Hearings 400 PAGE 2 OF 4 - October 09, 2017 addition to the community. Final Engineering Plans (Exhibit B attached): PetSuites Pet Resort & Spa provides pet boarding, daycare, and grooming services for dogs and cats. The plans depict one 14,244 square foot single -story building with a parking lot at the front and east sides of the building. The parking lot has a total of 28 parking spaces, including two handicapped spaces. Access to and from the site is from one right -in / right - out driveway connection to SR 434. The west side of the site will contain an approximately 9,100 square foot, fenced, outdoor activity area for the boarded pets. The site is bordered on the west by the SR 417 northbound off -ramp to SR 434, and on the south by a stormwater pond serving SR 417. The east side of the site is bordered primarily by single - family residential housing located outside of the city limits. The proposed site plan provides a 15 -foot landscape buffer on the east, south and west sides of the property. The site will contain a dry stormwater pond on the east and south side of the property, which is sized for stormwater treatment and attenuation based on the applicable City and SJRWMD rules. The PetSuites facility will connect to existing City of Winter Springs water and sewer facilities. The point of water connection will be to an existing 12 -inch City water main on the north side of SR 434. For sewer service, PetSuites will install a private onsite lift station and force main that will connect to the existing City 6 -inch force main located on the south side of SR 434. Through correspondence with the Florida Department of Transportation (FDOT) the applicant is required to provide an eastbound right -turn taper at the driveway approach, similar to other nearby driveways along this segment of SR 434. The applicant is also required to provide a U -Turn lane on SR 434 east of the PetSuites driveway to safely accommodate drivers seeking to travel westbound on SR 434 from PetSuites. The SR 434 improvements are currently under review by FDOT. SR 434 is programmed by Seminole County to be widened from two to four lanes, with the initial study expected to be started in 2017 -18 and the widening to be completed in a 6 -8 year time frame. FISCAL IMPACT: The subject property is proposed to be developed into 14,244 square -foot pet boarding facility, which will provide an increase to the City's taxable value. The potential tax revenue of the proposed project is as follows: . 14,244square foot commercial building = $1,780,500 assessed tax value o $1,780,500/1000 = 1,780.50 o $1,780.50 x 2.4300 = $4,327 o $4,327 (less the 4% statutory discount) = $4,154 tax revenue COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Public Hearings 400 PAGE 3 OF 4 - October 09, 2017 Server; has been sent to applicable City Staff, Media /Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission approve the Final Engineering Plans and Aesthetic Review for PetSuites, subject to the approval from FDOT on the SR 434 improvements.
