CONSENT 301. Information Services Department Scan with your smart device to view electronically REQUEST: The Information Services Department requests Commission to approve the renewal and payment of the annual Cisco Smartnet maintenance agreement through Veytec, Inc., in the amount of $28,967.26, utilizing State of Florida Contract # 43220000-WSCA-14-ACS, and to authorize the City Manager and City Attorney to prepare and execute all necessary documents. FISCAL IMPACT: The fiscal impact is $28,967.26. This is a budgeted and recurring item and will be paid from Information Services maintenance budget. RECOMMENDATION: The Parks and Recreation Department recommends the City Commission authorize the purchase of two Parks and Recreation trucks from State Contract in the amount of $55,228.84 to be funded from a supplemental appropriation from the General Fund. Parks and Recreation Department Scan with your smart device to view electronically REQUEST: The Parks and Recreation Department is requesting the City Commission authorize the City Manager to execute the attached agreement, as prepared by the City Attorney, between the City of Winter Springs and the Oviedo-Winter Springs Chamber of Commerce for the 10th Annual Winter Springs Festival of the Arts. FISCAL IMPACT: City Parks and Recreation and Public Works services estimated at $1,600. City Public Safety Services not to exceed $5,500. Blumberg Blvd. rental revenue received by the City is $800 per the agreement. Office of the City Manager Scan with your smart device to view electronically REQUEST: The City Manager requests that the City Commission confirm and extend the Declaration of Emergency approved by Deputy Mayor Carroll on September 8, 2017 due to Hurricane Irma. FISCAL IMPACT: There is no direct fiscal impact related to the City Commission’s adoption of Resolution No. 2017- 11. However, additional expenditures of City funds will continue and be authorized by the City Commission and City Manager to deal with the aftermath of Hurricane Irma. RECOMMENDATION: Staff recommends that the City Commission approve Resolution No. 2017-11 confirming and extending the Declaration of Civil Emergency initiated by Deputy Mayor Carroll on September 8, 2017 due to Hurricane Irma. CITY OF WINTER SPRINGS, FLORIDA AGENDA CITY COMMISSION SPECIAL MEETING – SEPTEMBER 18, 2017 PAGE 8 OF 17 PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 400. Finance and Administrative Services Department Scan with your smart device to view electronically REQUEST: The City Manager is requesting that the City Commission hold a Public Hearing relative to the approval of Resolution 2017-06, which establishes the Tentative Operating Millage Rate for Fiscal Year 2017-2018 for the City of Winter Springs at 2.4300 mills which is 6.15% more than the rolled- back rate of 2.2893 mills and the Tentative Voted Debt Service Millage Rate for Fiscal Year 2017- 2018 for the City of Winter Springs at 0.0600 mills. FISCAL IMPACT: The decision to levy an operating millage rate of 2.4300 mills as opposed to the rolled-back rate of 2.2893 mills will result in additional ad valorem General Fund revenue of approximately $291,000 (net of statutory discount). In August, each property owner was notified of this public hearing via the TRIM (Truth in Millage) notice as distributed by the Seminole County Property Appraiser. Upon approval and adoption of Resolution 2017-06, the appropriate advertising will run in the Orlando Sentinel on September 21, 2017 which will reflect the tentative millage rates for Fiscal Year 2017-2018 and announce the final Public Hearing for September 25, 2017 at 5:15 p.m. CITY OF WINTER SPRINGS, FLORIDA AGENDA CITY COMMISSION SPECIAL MEETING – SEPTEMBER 18, 2017 PAGE 9 OF 17 RECOMMENDATION: Staff recommends that the Commission adopt Resolution 2017-06 establishing the tentative operating millage rate at 2.4300 mills and tentative voted debt service millage rate at 0.0600 mills for fiscal year 2017-2018 and authorizing the City to advertise in a newspaper of general circulation the City’s intent to hold public hearings to adopt final millage rates and final budget in compliance with Florida Statute 200.065. Sample Motion: I move to approve Resolution 2017-06 establishing the tentative fiscal year 2017-2018 operating millage rate for the City of Winter Springs at 2.4300 mills and the voted debt service millage rate at 0.0600 mills; and announcing that the operating millage rate of 2.4300 mills is 6.15% greater than the rolled-back rate of 2.2893 mills and authorizing advertisement of the City’s intent to hold public hearings to adopt the final millage rates and budget. It is recommended that the Commission adopt Resolution 2017-07 establishing the tentative  budget for Fiscal Year 2017-2018 as approved by the Commission; and authorize the City to advertise its intent to hold public hearings to adopt final millage rates and final budget and to include a budget summary in a newspaper of general circulation in compliance with Florida Statute. Community Development Department Scan with your smart device to view electronically REQUEST: The Community Development Department requests that the City Commission hold a Public Hearing to consider the First Reading of Ordinance 2017-15 for the proposed Five-Year Capital Improvements Program for FY 2017/2018 through FY 2021/2022. FISCAL IMPACT: The Capital Improvements Program (CIP) is a schedule of major projects planned over the next five years in order to maintain levels-of-service in transportation, stormwater, water, sewer, parks, and solid waste. There is no fiscal impact directly associated with this agenda item, as the CIP is a planning document that does not appropriate funding or authorize projects. The projects listed in the first year of the CIP (FY 2017/18) are included in the FY 2018 budget. RECOMMENDATION: Staff recommends the City Commission approve the First Reading of Ordinance 2017-15 for the proposed Five-Year Capital Improvements Program for FY 2017/2018 through FY 2021/2022. Community Development Department Scan with your smart device to view electronically REQUEST: The Community Development Department requests the City Commission hold a Public Hearing to consider Second Reading and adoption of Ordinance 2017-17, and a corresponding Annexation Agreement, for the proposed annexation of one parcel of land comprising approximately 2.92 acres, located at 300 West S.R. 434 and currently owned by Metro Church of Christ, Inc. FISCAL IMPACT: Based on the size and assessed value of the existing property, the annual tax revenue to the City is estimated to be $4,500. Future improvements to the property, in conjunction with Hobbs & Associates’ use of the land as a professional office, will likely increase the future annual tax revenue to the City. FISCAL IMPACT: The proposed single-family residence and ADU will increase the taxable value of the property. Community Development Department Scan with your smart device to view electronically REQUEST: The Community Development Department requests the City Commission conduct a Public Hearing for consideration of First Reading of Ordinance No. 2017-16 updating the City's Police, Fire, and Parks and Recreation Impact Fees. FISCAL IMPACT: The new impact fee rate schedule reduces Police and Fire Impact Fees for all residential and commercial land uses, which are offset by corresponding reductions in both the number and cost of future expenses planned to be funded by Police and Fire Impact Fees. The Parks and Recreation Impact Fee slightly increases, based on the need for additional funding to complete the planned improvements to the Parks and Recreation system. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information.
