From Tuscawilla to the Ranchlands, Winter Springs
is up to its neck in drainage problems.
Aggravated by summer rains, flooding has damaged
roads and swamped homesites. Some of the flooding
problems were inherited by the city and date back six
years or more.
In Tuscawilla unit two, the city is spending $48,000
to install underdrains along portions of Oscelot Trail
and Deer Run. The two streets were deteriorating rap-
idly as a result of poor drainage.
In Tuscawilla unit four, bad drainage has ruined
portions of two city roads — Northern Way and Win-
ter Springs Boulevard. Winter Springs Development
Co. has agreed to pay for new asphalt surfacing but

deteriorate after use by heavy machinery — years,
after they were accepted by Winter Springs.
The city has also become more vigilant in its ap-
proval of final plats. When the Winter Springs Devel-
opment Co. recently requested final plat approval for
one section where it planned to build model homes,
the city council withheld approval until the developers
furnished complete soil samples to Clark, Dietz-Engi-
neering,the city's consultant.
The soil samples showed that a proposed road
would have been cut too deep and too close to ground
water. After the samples were analyzed, the develop-
ers were obliged to change the elevation of the road
by several feet.
In the current Ranchlands drainage dispute, the city
would not issue building permits to Maronda Homes,
Inc. until the Florida Land Co. improves drainage
problems affecting to roads and right-of-ways in sec-
tion 10.
"We've been trying to get tough on these drainage
problems," notes Winter Springs Mayor Richard Ro-
zansky. "In this Ranchlands section we're allowing
nothing to be built until the drainage is taken care of."
To head off possible drainage problems, the city has
also asked its engineering consultant to either approve
or disapprove engineering work on proposed roads
and construction without tagging on long lists of
conditions.
