In a 1:30 am. vote, commissioners delayed sending the 435-acre project to the state for review,leaving plans for the mall and surrounding development in limbo. One option being considered by developers of Oviedo Crossing, which includes the 1.2 million-square-foot mall north of Red Bug Lake Road, is annexing into Oviedo sooner than planned.That would take final ap- proval of the project out of the county's hands. Commissioners warned that becoming part of Oviedo before a final county OK would be counter- productive and could lead to legal challenges.Oviedo has planned all along to annex the mall site after the county gives its blessing. However,Mike Bryant of The Rouse Co.,the mall builder,said,"We're not going to do anything rash." Although all five said they want the mall,Commis- sion Chairman Randy Morris and commissioners Win Adams and Daryl McLain voted against moving the project forward,citing nagging traffic problems. Commissioners Pat Warren and Dick Van Der Weide voted in favor of sending it to the state De- partment of Community Affairs for review. Adams and McIain's votes were reversals from last week, when both supported Oviedo Crossing as members of the East Central Florida Regional Plan- ning Council.
