HomeMy WebLinkAbout1987 11 16 City Commission Workshop Minutes - WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS MONDAY, NOVEMBER 16, 1987 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor John V. Torcaso at 7:00 p. m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Linda Barnby, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present Discussion of paving roads in the Ranchlands/Hayes & Wade Intersection: Mayor Torcaso said the purpose of the Workshop Meeting was to discuss paving and drainage of the roads in the Ranchlands and the alignment of Hayes Road and Wade Street. City Engineer Leonard Kozlov gave his presentation. The cost per linear foot would be $63.09 or $31.54 each side. Mr. Kozlov said this is just an estimate and does not include debt service or other costs. There was discussion of land for retention/ detention ponds, how long the project would take; whether to use curbs and gutters or swales; what portion the City would pay and what portion the property owner would pay; what monies could be pledged for this project. .- Mrs. Schneider, Morton Lane, spoke for the paving and thanked the Commission for discussing the project. Mr. Carl Stephens spoke against the paving of roads. Claude Ash, Fisher Road, Ben Morall, Morton Lane and Richard Miller, Williams Road, all spoke in favor of paving the roads. Pete Reizman, Williams Road, Herb Watson, Panama Road, Richard DeFazio, Jackson Circle, John VanEepoel, Trade Winds Road, Sam Musgrove, Panama Road and Emma Smith, Morton Lane, all spoke against the paving. The Commission discussed sending out letters to all property owners asking them if they are in favor of paving the roads, stating the costs and providing all the information. Mayor Torcaso said there will be more Workshops on this issue. Discussion of the realignment of Wade Street and Hayes Road followed. A scaled drawing of the alignment is to be provided and the cost of the acquisition of property is to be looked into. Meeting was adjourned 9:00 p. m. Respectfully submitted, Mary T.
