Torcaso at 7:30 p.m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, absent City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present For the invocation Commissioner Hoffmann asked for a moment of silent prayer. The pledge of allegiance to the flag was led by Commissioner Philip A. Kulbes. Motion was made by Commissioner Trencher to approve the minutes of Sept. 28, 1987. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried. Fire Chief Charles Holzman accepted a Certificate of Appreciation from Mayor Torcaso for Lt. David Tryon for his service as a volunteer lifeguard during the summer recreation program. Public Hearing for Ord. No. 399, repealing Art. VI, Division 2, pertaining to the regulation of Signs and adopting new sign regulations, etc. Second Reading: Attorney Kruppenbacher read Ord. No. 399 by title only on second reading. Mayor Torcaso recessed the Commission Meeting and opened the public hearing. No one spoke for or against the Ordinance. Carl Stephens, Ranchlands, spoke in discussion. Mayor Torcaso closed the public hearing and reconvened the Commission Meeting. Motion was made by Commissioner Jacobs to adopt Ord. No. 399. Seconded by Commissioner Trencher. Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried. Public Hearing for Ord. No. 401, providing for new Sec. 5-10, Article I, Chap. 5, Buildings and Building Regulations Accessory Buildings, etc. Second Reading: Attorney Kruppenbacher read Ord. No. 401 by title only on second reading. Mayor Torcaso recessed the Commission Meeting and opened the public hearing. No one spoke for or against the Ordinance. Mayor Torcaso closed the public hearing and reconvened the Commission Meeting. Motion was made by Commissioner Kulbes to adopt Ord. No. 401. Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried. Planning & Zoning board Recommendations of Sept. 30, 1987: Request of James Hatcher for amendment of land use classification of property from Medium Density to Commercial-Lot 10,Block 2, North Orlando 4th Add.-House at 204 Wade Street near S.R. 434: Regular Meeting, City Commission, Oct. 12, 1987 Page 2 87-88-1 The Planning & Zoning Board was tied in their vote EO reclassify the property. The Commission discussed the alignment of Wade Street and Hayes Road and the traffic light. Joann Wilson, agent for the owner, said they would like to put in a real estate office. Motion was made by Commissioner Trencher to postpone this decision pending a Staff report within 30 days as to a recommendation to this Commission concerning the disposition of Wade Street. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; motion carried. Motion was made by Commissioner Jacobs that we refer this to the Planning & Zoning Board for their recommendations on the change of land use on the property as to Wade Street. Seconded by Commissioner Kaehler. Discusion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, no; motion carried. Appointments to Code Enforcement Board: Milo Jones, Lawrence Cerra and Frank Broyles, Resigned (unexpired term ending 1988): Mayor Torcaso recommended Mr. Jim Kaley, 27 Hacienda Village be appointed to the Code Enforcement Board and Mr. Milo Jones and Mr. Lawrence Cerra be reappointed. Motion was made by Commissioner Kulbes that those persons be appointed and re- appointed to the Code Enforcement Board. Seconded by Commissioner .Hoffmann. Discussion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried. Attorney Kruppenbacher reported there was a Hearing on the Seminole County impact fee lawsuit. Commission Seat I - Cindy Kaehler: No report. Commission Seat II - Arthur Hoffmann: Commissioner Hoffmann reported that Seminole Utilities is having a public hearing at the VFW on Thursday, Oct. 15th for a rate increase. Attorney Kruppenbacher said he would have a court reporter present. Commissioner Hoffmann spoke about the letter from Tom Binford concerning the 110 acres that was offered to the City for wastewater effluent spray site and recreational areas, and asked the status of the letter. Commission Seat III - Philip A. Kulbes: Commissioner Kulbes requested the words "Support Senior Center" be placed on the water bills for a month. He also requested they be placed on Seminole Utility bills. Commission Seat IV - William A. Jacobs: No report. Mayor's Office: Resolution No. 578 walvlng the permit fees for signs for candidates for the City of Winter Springs Nov. 3, 1987 Municipal Election: Attorney Kruppenbacher read Resolution No. 578 in its entirety. The Resolution was amended to read: the permit fees for signs for candidates for any November 3, 1987 ballot issue. Motion was made by Commissioner Trencher to adopt Resolution No. 578 as amended. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried.
