HomeMy WebLinkAbout1987 08 31 City Commission Workshop Minutes WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS AUGUST 31, 1987 The Workshop Meeting was called to order by Mayor John V. Torcaso at 7:00 p.m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present The Workshop Meeting was called to review the 1987-1988 FY Budget. The Recreation Department Budget was reviewed. The Total General Fund Recreation Budget is $64,930.00. The Federal Revenue Sharing shows $18,266 which may have to be revised because the Moss Road tennis courts are being redone, and if they are not completed, the amount of $9,600.00 will have to be put in there for next year. $8,600 is for the summer youth program for next year. The total Recreation Depart- ment Budget is $83,196.00. In Capital Improvements $48,000 is for some improvements to the Civic Center. The proposed expansion is 30 x 70 ft. Manager Rozansky said we need to hire an architect and an engineer to ensure the building is safe. Commissioner Kulbes suggested a butler building. Commissioner Kaehler suggested looking into the purchase of the Piggly Wiggly Building for a Civic Center. Commissioner Kulbes cautioned about spending a lot of money because we do not yet know how much participation there will be. Manager Rozansky said we are anticipating receiving approximately $2,200 in Federal Revenue Sharing funds and that is to be used for playground equipment, Line Code 64.1, Federal Revenue Sharing. The Utility Budget was then reviewed. Total revenues $2,081,996. Revenues and expenditures were reviewed. Manager Rozansky suggested we have an insurance audit. Commissioner Jacobs suggested a meeting be set up in January to review rates. Manager Rozansky said we are still trying to bring the plant up to standards. There was discussion of salaries and the proposed 7% increase. Commission concurred with 7% increase for department heads and 5% plus 2% for employees. The Tentative Budget Hearing is scheduled for Sept. 14, 1987. The City Manager will distribute an updated version of the tentative budget along with pays cales and capital improvements. The City Manager reported that Doug Taylor asked for an additional maintenance man, and that the City Engineer's time and some of his time are charged to the Utility. It was estimated about 20% of the City Engineer's time and 35% of the City Manager's time is spent on the Utility. Commissioner Kulbes felt we should be more aggressive in the acquisition of land for playgrounds and ballfields. Manager Rozansky noted that a more aggressive program in land acquisition would require an increase in revenue. Commissioner Jacobs spoke about the court hearing he attended where the girl was beaten at Wagner's Curve. Patrolman Wilkins was the patrolman that stopped the Workshop Meeting, City Commission, August 31, 1987 Page 2 two offenders. He is responsible for saving that young girl's life.
