Torcaso at 7:00 p.m. Present: Mayor John V. Torcaso Deputy Mayor William A. Jacobs City Manager Richard Rozansky Commissioners: Cindy Kaehler Arthur Hoffmann Philip A. Kulbes 1987-1988 Fiscal Year Budget: The City Manager discussed all revenue estimates including General Fund, Capital Improvements/Capital Equipment, Federal Revenue Sharing fund, Police Education Fund, Special Law Enforcement Trust Fund, 1979 Revenue Bond Issue Sinking Fund (Priority No.1), Sinking Fund Reserve, 1985 Revenue Refunding Bond Issue Sinking Fund (Priority No.2), Sinking Fund Reserve, Transportation Improvements Fund, Winter Springs Employee Fund, Land Acquisition, and the Community Services Trust Grant. He noted that the City estimates for State Revenue Sharing and the sales tax could be as much as $90,000.00 high. Figures received are from an unofficial source; official state estimates should be received before the next Workshop. The Construction Fund was discussed. The City Manager said the County Commission would like a list from all cities of capital improvements to be utilized from the proposed one cent sales tax. There was discussion of the Police Department Budget. The Commission added two officers to the recommended four officers. The Engineering Department was reviewed and there was discussion of an additional engineer. The Building Department Budget was reviewed and the Finance Department also.
