Torcaso at 7:30 p. m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Linda Barnby,I',present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present For the Invocation Commissioner Kaehler asked for a moment of silent prayer. The pledge of allegiance to the flag was led by Commissioner Arthur Hoffmann. Approval of minutes of June 8, 1987: The first motion on Page 5 should read "Motion failed". Motion was made by Commissioner Kulbes to approve the minutes of June 8th as amended. Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; motion carried. There was no public input. Planning & Zoning Board Recommendations of June 10, 1987: 1. Request of Raymond and Martha Denton to annex 6.85 acres north of Old Sanford- Oviedo Road (Lot 12, Entz.Farms Add.No. 2, P.B. 5, Pg.9): Motion was made by Commissioner Jacobs to approve the recommendation to annex 6.85 acres requested by Raymond and Martha Denton. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried. 2. Request of Billy R. Martin to annex 1.5 acres on south side of Florida Ave. (Lots 9 and 10, Blk. D, Flamingo Springs, P.B. 8, Pg. 72): Motion was made by Commissioner Jacobs to approve the recommendation to annex 1.5 acres requested by Billy R. Martin. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried. First Reading of Ord. No. 386 to require each candidate seeking office of Commissioner, Mayor or any other elective office to be a resident for one year prior to qualifying,etc.: Motion was made by Commissioner Jacobs to read Ord. No. 386 by title only on first reading. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried. Attorney Barnby read Ord. No. 387, amending Sec. 14-3.1 entitled "Dividing Platted Property", etc.: Motion was made by Commissioner Hoffmann to read Ord: No. 387 by title only on first reading. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried. Attorney Barnby read Ord. No. 387 by title only on first reading. City Manager Richard Rozansky: 1. Bids-Defibrillator: Motion was made by Commissioner Jacobs to accept the bid from Physio Control in the amount of $6,750.00. Seconded by Commissioner Trencher. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; motion carried. Semi-automatic Pistols: Motion was made by Commissioner Jacobs to accept the City Manager's recommendation to accept the bid from Oaks Wholesale in the amount of $8,840.00. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Kaehler, aye; Commisisoner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried. Seminole County Road Impact Fees - letter of 6/l7/87-Asst. County Administrator: Pam Hastings from the County Administrator's Office was present and explained the reason the 3 month inter local agreement was being offered was because it was being offered to the other two cities. The Commissioners again expressed their objections and asked for a meeting with the County to negotiate with them. Motion was made by Commissioner Trencher to invite the Seminole County Board of Commissioners to spend an evening with our City Commission to discuss the inter- local agreement. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried. Request permission to remove clay/fill-Winter Springs Commerce Center-Sec.9-5 of the City Code: Motion was made by Commissioner Jacobs to grant the request of Mr. Dittmer per his letter of June 17, 1987 to remove the fill within one year and the soil be removed, not moved and not stockpiled. Seconded by Commissioner Trencher. Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, no; Commissioner Hoffmann, aye; motion carried. Monthly reports have been distributed. Commission Seat I - Cindy Kaehler: Commissioner Kaehler about the water still overflowing in Hacienda Village. She asked the status of the light at Hayes Road and S. R. 434. Commissioner Kaehler also spoke about the lake behind her home needs cleaning. Motion was made by Commissioner Jacobs to confirm the appointment of Harry Reid to the Board of Adjustment. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried. Commission Seat II - Arthur Hoffmann: Commissioner Hoffmann asked about the schedule for mosquito spraying; he said the Oak Forest Homeowners have asked for a light on Winter Springs Boulevard and Tuscawilla Road; Commissioner Hoffmann spoke about the possible referendum on the optional gas tax and that the City should be looking at the infra-structure needs and what the money could be used for. Commission Seat III - Philip A. Kulbes: Commissioner Kulbes reappointed Taru Joshi to the Planning & Zoning Board and Al Girda to the Board of Adjustment. Motion was made by Commissioner Jacobs to confirm the appointments of Taru Joshi to the Planning and Zoning Board and Al Girda to the Board of Adjustment. Seconded by Commissioner Trencher. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; motion carried. Commissioner Kulbes spoke about the need for more practice fields in the City. He asked Mr. Whitsett to ask the Superintendent of Schools and the Principal if the City improves the fields, could the City then use them. Commissioner Kulbes reported that a team from Winter Springs, consisting of 7 and 8 year olds compiled a record of 20 and 0 and won the national league championship. Commissioner Kulbes requested the City to authorize him to present the players with a small token of appreciation and the amount of $80.00 for trophies. The Commission was in agreement. Commission Seat IV - William A. Jacobs: Motion was made by Commissioner Jacobs to appoint Terry L. Donnelly of the Highlands to the P~anning and Zoning Board. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Kaehelr, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried. Commission Seat V - Martin Trencher: Commissioner Trencher asked the status of the lights on SR 434 and spoke about the infestation of frogs on his property. Mayor's Office: Motion was made by Commissioner Jacobs that we approve the polling places as defined in the memorandum to the Mayor and Commission from the City Clerk dated June 18, 1987. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried.
