Jacobs at 7:30 p.m. Roll Call: Mayor John V. Torcaso, absent Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present The pledge of allegiance to the flag was led by Deputy Mayor William A. Jacobs. Mr. Dale Christianson, Thistle Place, Winter Springs, asked to speak to the Commission to apprise them of a rezoning that is taking place in the City of Casselberry. The property is approximately 50 acres and is located east of North Winter Park Drive, north of Seminola Boulevard, west of Sunset Drive. The property is to be rezoned high density residential. Mr. Christianson said the Planning Department of the City of Casselberry has expressed an interest in recommending access almost exclusively on Sunset Drive. The City of Casselberry will be required to advertise when the meeting will be held at which time the City will be able to voice their objection. Mr. Christianson also spoke about a drainage problem in that area, and it was suggested our City Engineer look into that problem. First Reading of Ord. No. 377, rezoning Lot 4, less the west 50 ft. and Lot 5, Entzminger Farms Add. No.2, from R-U to C-2 - 14.5 acres on Old Sanford-Oviedo Road at Wade St. (The Grove Counseling Center, Inc.) First Reading of Ord. No. 378, rezoning Lot 3 and the west 50 ft. of Lot 4, Entzminger Farms Add. No.2, from R-U to C-2 - 8 acres on north side of Old Sanford-Oveido Road (Gerald Korman): Motion was made by Commissioner Trencher to read Ord. No. 377 and 378 by title only on first reading. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Trencher, aye; motion carried. Attorney Kruppenbacher read Ord. No. 377 and 378 by title only on first reading. Public Hearing on Requests for Amendments to Comprehensive Plan-Future Land Use Element - Adopted Land Use Map - LPA Recommendations of March 25 and April 22, 1987: a. Request of Jack H. Zimmer to classify as Light Industrial Land Use property annexed in Nov. 1986 - 10 acres on east side of US 17-92, north side of Florida Ave. b. Request of Herbert and Roberta Henson to classify as Light Industrial Land Use property being annexed - 10 acres on south side of SR 434 east of SR 419 inter- section. c. Request of Charles o. Cottle, Jr., to reclassify property to Light Industrial Land Use - 5 acres on south side of SR 434 approximately one mile east of SR 419. Blumberg to reclassify property to light Industrial Land Use - 8 acres north of SR 434-Tuscawilla Road intersection. e. Request of William R. Miller to reclassify property to Commercial Land Use - 17 acres on west side of SR 434 across from City Hall. Deputy Mayor William Jacobs recessed the Commission Meeting and opened the Public Hearing on requests for amendments to the Comprehensive Plan. The City Planner, Jacqueline Koch, explained this is the first of two allowed sets of amendments to the Comprehensive Plan annually, which affects anything over three acres Commercial and five acres Residential. Each request was discussed separately. Larry Dunn, Longwood, spoke for Items b spoke for item e. Deputy Mayor William reconvened the Commission Meeting. No one and c. Jacobs spoke against any request. Mr. Mr. Miller, Altamonte Springs, closed the public hearing and Motion was made by Commissioner Kulbes that the requests (Items a,b,c,d,and e) are consistent with the Comprehensive Plan and therefore that advice of the City's intent to so classify the property be transmitted to the Department of Community Affairs for its review. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried. It was announced that another public hearing will be held by the Commission to review comments from the State prior to final action on these amendments. Public Hearing on Ordinance No. 372 annexing into City Lot 25, Block D, D.R. Mitchell's Survey of the Levy Grant, P.B. 1, Page 5 - 10 acres on south side of SR 434 east of SR 419 (Henson). Second Reading: Attorney Kruppenbacher read Ord. No. 372 by title only on second reading. Deputy Mayor William Jacobs recessed the Commission Meeting and opened the public hearing. No one spoke for or against the ordinance. Deputy Mayor Jacobs closed the public hearing and reconvened the Commission Meeting. Motion was made by Commissioner Trencher to adopt Ord. No. 372 on second reading. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried. Resolution No. 570, supporting the swap of state owned muck farmlands in the Everglades for mucklands around Lake Apopka, and Apopka-Beauclair Canal, etc.: Motion was made by Commissioner Trencher to read Resolution No. 570 by title only. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried. Attorney Kruppenbacher read Resolution No. 570 by title only. Motion was made by Commissioner Kulbes to adopt Resolution No. 570. Seconded by Commissioner Trencher. Discussion. Attorney Kruppenbacher gave a brief report on the lawsuit with the Gas Company. He said he would bring back a written agreement at the next meeting. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried. Motion was made by Commissioner Hoffmann to read Resolution No. 571 by title only. Seconded by Commissioner Kulbes. Discussion. There was discussion of allowing senior citizens the use of the Civic Center one full day each week, preferably on Thursdays. It was suggested this be discussed at the Regular Meeting on May 11th at which time Mr. Whitsett, Recreation Director, will be presenting the proposed summer recreation program.
