Torcaso at 7:30 p.m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present The invocation was given by City Manager Richard Rozansky. The pledge of allegiance to the flag was led by Commissioner Cindy Kaehler. Motion was made by Commissioner Trencher to approve the minutes of January 26, 1987. Seconded by Commissioner Jacobs. Discussion. Vote on the motion:Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried. Public Input: Kitty Degrenia, the Highlands, spoke about the"rezoning"of the Highlands Village I by the School Board. She also spoke about the proposed planned unit development ordinance and that she had many comments on that. Dr. Wilson from the Emergency Medical Center in the Winter Springs Centre spoke about his need for more signs. General Agenda Planning and Zoning Board Recommendations of Jan. 28, 1987: Addition of 1.83 acres at Light Industrial Land Use Classification-east side of Belle Ave., south of S.R. 434 (Williams). Addition of 1.17 acres at Light Industrial Land Use Classification -east side of Belle Ave., south of S.R. 434 (Lonsway-South-eastern Surveying). Motion was made by Commissioner Kulbes that we take Items A.l. and 2 and combine them and accept the recommendations of the Planning and Zoning Board for the change of land use to Light Industrial classification. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried. First Reading of Ord. No. 369, amending the Comprehensive Plan in accordance with F.S. 163.3187; providing for the addition of annexed property to the Land Use Map at Light Industrial Classification, etc. (Williams): Motion was made by Commissioner Jacobs to read Ord. No. 369 by title only on first reading. Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; motion carried. The It was decided that there acquires any property. Winter Springs Water & Sewer - Grant/Operations: Mayor Torcaso called a Workshop Meeting for Thursday, Feb. 19th to discuss the Utility Company. Community Development Block Grant: The City Planner, Jacqueline Koch, discussed the status of the ,grant. The Commission was in favor of submitting a project and to request our share of the funding. Reports: Manager Rozansky reported he has received the bill amount of $13,789 for the 12 mgd expansion study. tell them we decline the capacity. from the City of Orlando in the Manager Rozansky said he would Manager Rozansky reported he sent a Notice of Objection to the County in reference to their proposed impact fee ordinance and also a letter was sent to the Chairman of the Board of County Commissioners, Fred Streetman, outlining all our objections. Commission Seat I - Cindy Kaehler: Commissioner Kaehler asked how much land is in Seminole County and how much is un- incorporated. She also asked that the mosquito spray truck be directed to Sugarcreek. Mrs. Kaehler also reported we are still working on the Oak and Mockingbird situation for the drainage easement and that it will be taken care of shortly. Commission Seat II - Arthur Hoffmann: Commissioner Hoffmann said he visited the Indian Ridge Homeowners Association last week. He said there is a problem with about a dozen homes that the developer built partially which are creating a hazard. Commissioner Kulbes said he will get with the City Manager in reference to procedures to be taken to correcting this situation as per the Southern Standard Building Codes. Commission Seat III - Philip A. Kulbes: Commissioner Kulbes talked about the general cooperative agreement between cities, county and state that was discussed at the Council of Local Governments Meeting. Commissioner Kulbes spoke to the Legislative Delegation about the blinking lights for the school zone for Winter Springs Elementary School on S.R. 434. He presented a petition to them signed by 500 concerned parents and teachers. Regular Meeting, City Commisison, Feb. 9, 1987 Page 3 86-87-8 Commission Seat IV - William A. Jacobs: Commissioner Jacobs asked about the status of the gas company lawsuit. Commissioner Jacobs also asked about the pending legislation in reference to enclaves. Manager Rozansky asked the City Attorney if the Mayor could sign the annexation agreement with the County, and the City Attorney said he could. Commission Seat V - Martin Trencher: Commissioner Trencher asked about the progress of the lighting plan for S.R. 434. Commissioner Trencher also asked if a message could be placed on the message line of the utility bills every month in the war against drugs. Mayor's Office: Mayor Torcaso asked the Commission to come up with figures for salary and expense reimbursement in order to proceed with the ordinance. Mayor Torcaso also spoke about the flooding in the Mt. Greenwood recreational vehicle area and asked if something could be done. Mayor Torcaso thanked Commissioner Kulbes for appearing before the Legislative Delegation in Longwood today. Commissioner Hoffmann spoke in reference to the East Central Florida Regional Planning Council's Comprehensive Plan and pointed out that it should be read over carefully before being accepted.
