HomeMy WebLinkAbout1987 01 19 City Commission Workshop Minutes . . . WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS JANUARY 19, 1987 The Workshop Meeting was called to order by Mayor John V. Torcaso at 7:00 p.m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Tom Lang, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present Also present were Montye Beamer, Assistant County Administrator and Pam Hastings, Capital Programs Analyst. Montye Beamer discussed the summary of the proposed road impact fees. She said it is anticipated that the impact fee ordinance will be adopted by the County Commission on February 24th, 1987. She presented a map displaying the arterial and collector roads outlining the districts in the County. Montye Beamer also discussed the two options in the inter local agreement. The first option is that the developer/builder provide the City with some type of receipt that the impact fees have been paid directly to the County. The second option is for the City to make the collection and then remit that to the County. The Commissioners asked what rationale Seminole County used in developing different fees for the different districts. Montye Beamer explained the costs for the improve- ments of the collectors in the three districts are different. The Commissioners also questioned the priority of the proposed schedule of construction. Commissioner Trencher asked why the top ten were chosen versus others and if some more information could be provided to the City to justify having fees collected and then having to wait 15 years for the improvements to be made. Ms. Beamer said she could send the actual traffic counts these were based on. In reference to the review requirements Commissioner Hoffmann suggested a committee be set up of at least one member from each city and no more than two members from the County to act as an advisory board to participate in this review, in order to insure some participation in the generation of any changes made. Attorney Lang asked about the money to be collected for the collector trust fund and the money collected for the arterials. Attorney Lang suggested the City should have the right to express their recommendation to the County with regard to vested rights. He also suggested the City should be notified as to what the design plans are for collector roads which will impact the City. The Commissioners again expressed their concerns over the priorities and length of time for the improvements to be made in our City, and the differences in the costs in the districts. Manager Rozansky stated the City was not in favor of collecting the fees. Meeting was adjourned 8:45 p.m. Respectfully submitted, Mary T. Norton, City Clerk
