CITY COMMISSION
CITY OF WINTER SPRINGS
SEPTEMBER 2, 1986
The Workshop Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor John V. Torcaso at 7:00 p. m.

Full-Scale Amendments to Comprehensive Plan, Land Use Element-Future Land Use Map:
1. Request to amend land use classification of property owned by IGA
Holding Co.-92 acres on east side of Fisher Rd.-Request for Low
Density Residential land use classification to permit R-1AAA zoning.
2. Assignment of Winter Springs land use classification to property
annexed by Ruby Shane in February 1986-4.3 acres on south side
of SR 434 at SR 419 intersection-Request for Commercial land use
classification to permit C-l zoning.
3. Request to amend land use classification of property owned by Avery
Wisdom-3.5 acres on south side of SR 434 at SR 419 intersection-
Request for Commercial land use classification to permit C-l zoning.
4. Winter Springs land use classification to be assigned to property
being annexed by Joel Pipkin-5.45 acres on north side of SR 434 east
of SR 419 intersection -Request for Light Industrial land use
classification to permit C-2 zoning.
5. Winter Springs land use classification to be assigned to property
being annexed by Lewis and Juanita Blumberg-2l acres north of inter-
section of SR 434 and Tuscawilla Rd.-Request for Commercial on SR
434 and for Light Industrial land use classification to permit C-2
zoning on property off highway.
A Special Meeting was called for Sept. 15th for the public hearings on the proposed
changes.
Commissioner Trencher asked the City Attorney to advise the City Commission as to the
proper procedures to make sure they are going in the right direction.
1986-1987 Fiscal Year Budget:
City Manager Richard Rozansky said the following changes were made:
Ad Valorem tax was changed from 543,892 to 725,189 (2 mills)
Cigarette tax was changed from 60,000 to 80,900
State Revenue Sharing was changed 534,800 to 474,580
State Sales Tax was changed from 597,600 to 667,900 and Road and Bridge tax was deleted.
Those adjustments were also changed on Page 17 -69.1 Contingency.
On Page 2, Federal Revenue Sharing was changed from 6,200 to 31,200
On page 15, FRS was changed from 31,200 to 24,000, 63.l-Capital improvements 20,000
and 63.2 Summer Recreation Program.
Page 6, Capital improvement 63.1 $7,200 to finish Fire Stations 1 and 2.

In the Police Department changes were made in the salary line code, FICA and health
insurance.
Manager Rozansky told the Commission that it was time we addressed first response
because there have been changes in the last two or three years since we last
addressed it. We have taken in a lot more territory, we are having commercial
built in the city, the County is getting that new 800 Mega-hurst communication
system and the 911. The Fire Chief and Manager Rozansky both feel the City would
be better served by joining with the County and other sister cities in the First
Response. The Commission concurred that Manager Rozansky proceed with the project.
On Page 7, L.C. 54.4 Certification expense 1300.00 was added;
In the Building Department Commission agreed to add another inspector;
On Page 14, Commission agreed to increase salary of City Clerk 10%; a clerk for
the city clerk's office $13,399.69;
On page 15, it was decided to lease the bus instead of purchasing a bus.
On page 16, changes were made to L.C. 11.1 and 11.12.
On page 19, four police officers will be added, 1 clerk, 1 building inspector and
1 dispatcher.
No changes were made to the Water and Sewer budget.
City Manager Rozansky's salary was changed to 11% increase.
. On Sept. 8 the tentative budget will have to be adopted and the tentative millage rate.
Manager Rozansky said he will bring back a budget at 1.6 mills to 1.65 mills as directed
by the Commission.
Meeting was adjourned 9:40 p. m.
