SPECIAL MEETING CITY COMMISSION CITY OF WINTER SPRINGS SEPTEMBER 10, 1984 The Special Meeting was called to order by Mayor John V. Torcaso at 7:30 p. m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor Buck Adkins, present City Manager Richard Rozansky, present City Attorney Tom Lang, present Commissioners: Jim Hartman, present Inez Linville, absent William Jacobs, present Leanne Grove, present Also present: Police Chief John Govoruhk Fire Chief Charles Holzman Finance Harry Martin The pledge of allegiance to the flag was led by Mayor John V. Torcaso. Public Hearing on 1984-1985 Fiscal Year Tentative Budget: Mayor Torcaso recessed the Commission Meeting and opened the Public Hearing. Manager Richard Rozansky said the purpose of the Hearing was to hold the tentative budget hearing in accordance with F.S. Chap. 200.065(2)(c). This year's total tentative budget is $6,815,110.54. The proposed millage rate is the rolled back rate and therefore, there is no tax increase. . Major revenues are Federal Revenue Sharing which is $46,415.00; State Sales Tax, $445,372.00; State Revenue Sharing $372,216.00; Local Option Gas Tax, $155,885.00; Capital Improvements $148,739.00. The Budget as proposed supports the Police Department, Fire Department, Paramedic Program, Public Works and all Staff offices. The major programs in the budget are Capital Improvements $148,739.00; drainage, $29,000; renovation of Fire Stations 1 and 2, $25,000; renovation of this civic center, 25,000; Reserve of $69,739.00; Transportation Improvement Fund, $155,885.00; of this we have resurfacing of selected roads $95,280.00, road construction-Wade Street, $54,200.00; this leaves a reserve of $6,405.00. With Federal Revenue Sharing funds of $62,415.00 we plan to purchase two vehicles for Police Department; for Public Works a truck, $10,000.00 and various equipment, $16,000.00; Building Department, one pickup truck $8,000; Recreation $15,000 to complete this park. Personnel wise the Budget funds 75 employees and includes the 4% pension contribution for each employee. Salary Adjustments - City t1anager 15%; Police and Fire Chiefs 10%; Public Works/ City Engineer, Building Official, Director of Administration and City Clerk, 8%; for all other employees a cost of living allowance of 5% and longevity 2%. Final Budget Hearing will be 7:30 p. m. on Monday, September 24, 1984 at City Hall. No one from the audience spoke. Mayor Torcaso closed the Public Hearing and reconvened the Commission Meeting. . The total budget is $6,815,110.54. The millage rate will generate 11% of the General Fund Budget or $2,528,292.46, or 4% of the entire Budget. . 1/ .l . ,.. In discussion Manager Rozansky said we adopted the proposed millage rate on July 24, 1984. There is no tax increase. We adopted the rolled back rate. Vote on the motion: Commissioner Grove, aye; Commissioner Hartman, aye; Commissioner Adkins, aye; Commissioner Jacobs, aye; motion carried.
