WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS MAY 2, 1984 The Workshop Meeting was called to order by Mayor John V. Torcaso at 3:00 p. m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor Buck Adkins, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Jim Hartman, present Inez Linville, present William Jacobs, present Leanne Grove, present Also present: Gordon Monday, Hampton, Monday & Associates Gary Akers, Southeast Municipal Bonds Police Chief John Govoruhk City Engineer/Public Works Director Charles Hassler Presentation, Gordon Monday, Municipal Complex: Gordon Monday said the last meeting was on Feb. 23, 1984, at which time a determina- tion was made of the number of offices and their size. That square footage was approximately 22,000 square feet and approximately 100 parking spaces allowed for. Since that time a survey of the property has been done showing that the subject property is approximately 7.5557 acres and it is adequate for the municipal facilities complex. Mr. Monday showed a site plan with the police access on the right, the public access in the center and city hall employees on the left. A 120 foot wide right of way has been taken into account because SR 434 will be widened in the future. . Mr. Monday said they came out with a total of 60,650 square feet comprising a two phase type building, one story building in the front and two pods off the back which would be two stories and 108 parking spaces in the front and 160 spaces in the back. He showed the floor plan of the city hall, police station and commission chambers and lobby, and anticipated the cost at $60.00 per sq. foot, approximately 1.4 million dollars. He said it is time to hire a soils engineer and to start thinking about an interior designer. He said it would not be necessary to go through the competitive negotiations for the soils engineer, but would be necessary for the interior designer. Mr. Monday said he would like to sit on the selection committee and will do that for free. Mr. Monday said he would need 12 to 14 weeks to do the construction drawings and then put it out for bid which will take about a month. Construction could start in 4 to 5 months and would take about 9 to 10 months to complete. Manager Rozansky said we should close on the 17th and have the appraisal within the next week. Mr. Monday said he would send us photographs of the building. Mr. Monday said the air conditioners would be roof mounted. Status/Schedule for Bond Issue - Southeast Municipal Bonds: Mr. Gary Akers, Southeast Municipal Bonds talked about the schedule for completion of the bond issue. He said there have been no appeals, and the appeal period expired last week. They are now in a position to sell the bonds. Southeast has submitted the bonds to two bond insurers and the bond issue has been given a AAA rating. . . . . . . . ... Workshop Meeting, City Commission, May 2, 1984 Page 2 Mr. Akers said he would have a resolution drafted by bond counsel for awarding the sale of the bonds, an official statement which is the offering document and a purchase agreement to sell the bonds at the meeting on Tuesday, May 8, 1984.
