HomeMy WebLinkAbout1984 01 31 City Commission Workshop Minutes . . . WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS JANUARY 31, 1984 The Workshop Meeting was called to order by Mayor John V. Torcaso. Roll Call: Mayor John V. Torcaso, present Deputy Mayor Buck Adkins, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Jim Hartman, present Inez Linville, present William Jacobs, present Leanne Grove, present Medical Clinic: Mr. Rudy Orefice of Health Comm Services, Inc., 1612 E. Colonial Drive, Suite 202, Orlando, Fl., spoke to the Commission about a proposed free standing emergency clinic for the City of Winter Springs. He said they believe a facility like this is needed in our community because of the anticipated growth and the distance iesidents have to travel to receive emergency care. They are looking for the Commission's support for an emergency clinic. After discussion, the Commission was in favor of an emergency clinic for the City. Architectural Agreement for municipal complex: Manager Rozansky said he discussed the Jan. 9th letter with Mr. Binford, and Mrs. Luttrell is very adamant about her position. She will sell the property for $18,965.52 per acre, 7.55787 acres, $143,338.93. Mrs. Luttrell will pay the standard closing costs and a survey would be included in the contingencies. Manager Rozansky will have a contract for the Commission's review and approval for the Feb. 14th meeting. Manager Rozansky will talk to Winter Springs Development Corp. in reference to conveyance of property to the City of Winter Springs. Attorney Kruppenbacher had some concerns with Sections 1.7 and 14.4.1 of the Standard Form of Agreement Between Owner and Architect. The Commission reviewed Sec. 1.7 Additional Services. Attorney Kruppenbacher asked Mr. Monday to commit to writing that he would inspect the project every other day or every few days. Mr. Monday said he would inspect the project every day when needed, and every two or three days or at least twice a week. In paragraph 1.7, the City Attorney asked Mr. Monday to add, "they will only be incurred if you have the written authorization first", after "they shall be provided if authorized or confirmed in writing by the Owner". In Article V, Reimbursable Expenses, the City Attorney asked Mr. Monday to add that the only expenses reimbursable would be expenses with prior approval. In Sec. 5.1.4 the City Attorney asked Mr. Monday to add "in writing" after "If authorized in advance by the Owner". In Sec. 14.4.1 - The sentence "For employees of the firm two and one-half (2~) times their base pay plus amenities, to be changed to"Architects $35.00 per hour/Draftsmen $25.00 per hour". . . .
