HomeMy WebLinkAbout1981 07 23 City Commission Workshop Minutes Workshop Session City of Winter Springs City Council July 23, 1981 The workshop session was called to order at 6:00 p.m. on July 23, 1981 by Mayor Troy Piland for the purpose of discussing the FY 1981 - 1982 budget. Present: Mayor Troy J. Piland Deputy Mayor John V. Torcaso Councilman Jim Hartman Councilman Maureen Boyd Councilman Martin Trencher Councilman Wilfred Arnold City Manager Richard Rozansky Also Attending: Police Chief John Govoruhk Fire Chief Charles Holzman City Engineer Jack Cooper Building Official Ray Bradshaw It was the consensus of the City Council that all projects for this fiscal year will be funded out of a 2.05 Millage on property taxes and 4% Public Service Tax. The tentative budget submitted to the Council contains a year end reserve in the General Fund of approximately $358,323.00. The Council agreed to fund out of the reserve $60,000.00 for a paramedic program, $5,000.00 for parks and recreation, $9,000.00 for a traffic light at Edgemon Avenue and 434, $108,000.00 for the City Manager's salary and FICA package, and leave $175,000.00 for a reserve. This $175,000.00 contains a contingency of $25,000.00 for revenues that may not be received by the City due to the North Orlando Water and Sewer acquisition. Under the Capital Improvements Fund, $101,000.00 was set aside for Road improvement projects that were requested by the City Manager and the balance of $22,000.00 to be used for the remaining cost of the Edgemon Ave, and 434 traffic light. Federal Revenue Sharing budget was reviewed by the City Council. The Motorcycle requested by the Police Department was not approved. Instead, one additional patrol car will be purchased by the City with the 8,800.00 that was requested for the motorcycle and related equipment. A radio for that car will be funded by transfering $2,200.00 out the $10,000.00 requested for the recreation dept. The City Manager was requested to adjust his budget to allow for the hiring of a patrolman in the Police Department in the first quarter instead of the third quarter of next year. The budget will be resubmitted with the requested changes to the City Council by a week from Friday. A workshop has been scheduled for August 4, 6:00 p.m. at the City Hall to discuss the budget based on the new preliminary figures. Respectfully Submitted, - ~ ~7. 7- .~ alstead, Ast City Clerk
