WORKSHOP MEETING CITY COUNCIL CITY OF WINTER SPRINGS MARCH 31, 1981 The Workshop Meeting was called to order by Mayor Troy Piland to discuss the proposed ordinance No. 235. Roll Call: Mayor Troy Piland, present Deputy Mayor John Torcaso, present City Manager Richard Rozansky, present Councilmen: Jim Hartman, present Wilfred Arnold, present Martin Trencher, present Maureen Boyd, present Also present were City Engineer Jack Cooper Building Official Ray Bradshaw City Planner Jacqueline Koch Council discussed Section 14-4. Variances. Mayor Piland recommended eliminating sub-paragraphs 2, 3 and 4. Sec. 14-5. Appeals from granting of variances. Council asked this be changed to read the same as Sec. 44.22-Appeals from Decisions of the Board of Adjustment. . Sec. 14-6. Enforcement and penalties. Council asked that Attorney Stalnaker be asked to give a recommendation for this section to conform with Sec. 44.87-Penalty. Council also requested the wording be changed so that both sections will be worded the same. Article II. Procedure for Securing approval of plans and plats. Division 1. Generally Sec. 14-23 - No Change. Sec. 14-30 - No Change. Sec. 14-31. Action on preliminary plan by City Council: Council suggested changing 30 days to 45 days. Sec. 14-32 - No Change. Sec. 14-33 - No Change. Sec. 14-34 ... 14-38. Reserved - No Change. Sec. 14-39. - No Change. Sec. 14-40 - No Change. Sec. 14-41 - Processing of Final Plans Council suggested that sub-paragraph (4) be taken out and reworded as follows: If in the opinion of the Staff there are differences between the final plan from the preliminary plan, then it would automatically go to the Planning and Zoning Board for a review. If there are no changes in the final plan from the preliminary plan, then it would go directly from Staff Review to City Council. . Sec. 14-42. Reserved: . . . . Workshop Meeting, City Council, March 31, 1981 80-81-16 Page 2 Council's recommendation for this section is that if a final development plan has had no activity for two years, it would have to go before Council. Staff was asked to come back with a recommendation. Sub-paragraph 11 under Sec. 14.43 Landscaping plans - Council suggested this be reworded to include more specifics. The next Workshop Meeting Council will review all recommendations they have requested, and continue the review of the proposed Ordinance No. 235. The next Workshop Meeting was called to Tuesday April 7, 7:30 p. m. Also on the agenda will be Discussion of how Council will evaluate the City Manager. Meeting adjourned.9:00 p. m.
