CITY OF v;INTER SPRINGS
DECEMBER 13, 1976
The Regular Session of the City Council of the City of Winter Springs,
Florida, was called to order by Mayor Troy Piland. The invocation was
given by Councilman Claude Ash. The pledge of allegiance to the flag
was led by Fire Chief Charles Holzman.

made by Councilman Daniels to approve the minutes of November
Seconded by Councilman Ash. Discussion. Vote on the motion:
Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye;
Ash, aye; Councilman Browning, aye; motion carried.
There was not a Planning and Zoning Report due to Councilman Sines absence.
The building Department Report has been distributed and a copy is on file.
Police Department Report, Councilman Hendrix reporting:
The monthly report has been distributed and a copy is on file.
Motion was made by Councilman Hendrix that the Police Department be
authorized to place an ad in the newspaper for bids on the purchase of a
new police vehicle. Seconded by Councilman Browning. Discussion. Diotion
was withdrawn by Councilman Hendrix, and the second was withdrawn by
Councilman Browning.
Under the item of discussion of possible purchase of a new police vehicle
Ghi~~ Govoruhk is to prepare the specifications and present it to City
Council at the next meeting.
Motion was made by Councilman Hendrix that Council authorize the expenditure
necessary for these LEAA Grants to go through:
Purchase order in the amount of $ 678.18 for projector equipment;
Purchase order in the amount of $ 365.45 for educational equipment;
Purchase order in the amount of $2,073.00 for radio equipment;
Purchase order in the amount of $ 377.70 for office equipment;
Purchase order in the amount of $ 360.00 for office equipment;
Purchase order in the amount of $ 379.80 for office equipment;
$econded by Councilman Daniels. Discussion. Vote on the motion;
Councilman Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Browning, aye; motion carried.
Motion was made by Councilman Hendrix that the Police Department be allowed
to purchase a service contract$for the maintenance of police radio equipment
as set out in the attached report. Seconded by Councilman Daniels.
Discussion. Vote on the motion: Councilman Sines, absent; Councilman
Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Browning, aye; motion carried.

Councilman Daniels suggested the City should enter into discussions with
the school board and the D.O.T to ensure safety precautions for the
children when 434 is fourlaned.
Election Report; Councilman Daniels reporting:
At the Election on December 7, 1976 there were 535 votes cast at Fire
Station on Moss Road and 130 votes cast at Fire Station No.2, and 12
absentee votes, making a total of 677 votes cast.
For Council Seat 1, Councilman Sines received 312 votes, Robert Clark,
174 and Stephen Lind 169. Councilman Sines won in Seat 1.
For Council Seat Ill, Councilman Daniels received 353 votes and Margaret
McKibben received 309 votes. Councilman Daniels won in Seat Ill.
For Council Seat V, John Sabatini received 360 votes and Irene Van Eepoel
received 309 votes. John Sabatini won Seat V.
Councilman Daniels reported on franchise fees being charged by Florida
Power Corporation. In January the rate will be adjusted - the franchise
fees will be chargeable to all customers of the power company, not just
the customers in the cities.
Public Works Report, Councilman Ash reporting:
Motion was made by Councilman Ash that we adopt a service contract with
All-Temp in the amount of $785.16 for eight air conditioning units at the
rate of $ 65.43 per month, to be paid from Line Code 3-345. Seconded
by Councilman Browning. Discussion. Vote on the motion: Councilman
Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Browning, aye; motion carried.

Councilman Daniels is to check with the CETA Office to see if they will
fund another employee in the Public Works Department since the resigning
of Mr. Gene Harmon. This will be on the Agenda for next week.
Mr~ Bradshaw reported on the lighting at Sunshine Park and the cost
would be $ 9.72 for each pole, or $ 19.44 per month.
Pxre Department Report, Councilman Browning reporting:
The monthly report has been distributed and a copy is on file. Councilman
Browning commended the Fire Chief for the planning and organization of the
Christmas Parade. Councilman Daniels said the Ladies Auxiliary also need
to be recoginized for raising the money for the candy that was distributed
to the children.
City Attorney Massey read the second reading of Ordinance 146 by title
only. (Amendment to the P.U.D. Ordinance)
Motion was made by Councilman Daniels to adopt Ordinance Number 146 on the
second reading. Seconded by Councilman Ash. Discussion. Vote on the
motion: Councilman Sines, absent; Councilman Hendrix, aye; Councilman
Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried.

Motion was made by Councilman Daniels that we fill the Electrical Inspector's
~osition in the Building Department at the earliest possible date, utilizing
the Title 11, Public Law 94-369 funds to pay the salary of $ 8,000.00.
Seconded by Councilman Hendrix. Discussion. Vote on the motion; Councilman
Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman

The Friday before Christmas and New Year's were designated to be the
Holidays for City Employees this year.
The next City Council Meeting will be on December 201977 at the Community
Building at Sunshine Park.
The Meeting was adjourned.
