REQUEST:
The City Manager requests that the City Commission make an appointment to fill the vacant
Commission District Three Seat.
SYNOPSIS:
The City Commission officially declared a Commission District/Seat Three Vacancy at the
February 26, 2018 City Commission Regular Meeting. Additionally, the City Commission
agreed to an official process to fill the Commission District/Seat Three Vacancy with
applications from qualified Commission District Three residents submitted to the City Clerk
by Noon, Friday, March 9, 2018. When the deadline closed, five (5) applications were
submitted and accepted. This Agenda Item is being provided so that the City Commission
can appoint an individual to serve as the Interim Commissioner for District Three.
As Commissioner Jean Hovey was not able to attend the March 12, 2018 City Commission
Regular Meeting, the rest of the City Commission agreed to hold off on making any
Appointment to fill the Commission District Three Seat until their March 26, 2018 City
Commission Regular Meeting.
CONSIDERATIONS:
The tragic passing of Commissioner Pam Carroll was noted and announced at the February
12, 2018 City Commission Regular Meeting.
At their February 26, 2018 City Commission Regular Meeting, as required by the City
Charter, the City Commission officially declared a Commission District/Seat Three
Vacancy. Also at this meeting, the City Commission agreed to an official process to fill the

Commission District/Seat Three vacancy whereby applications from qualified residents of
District Three would be submitted to the City Clerk by Noon, Friday, March 9, 2018.
The following five (5) District Three residents submitted the required application for the
Interim District Three Commission Seat:
Mr. Michael Ferrante
Mr. Kenneth C. Greenberg
Dr. Ted Johnson
Mr. Gerry M. Marino
Mr. Matt Weber
This is an Interim Appointment only, and whomever the City Commission Appoints to this
Interim Commission District Three Seat would serve until an individual is Elected by
Winter Springs' Voters to the District Three Seat on November 6, 2018 and then sworn into
Office later in November of 2018.
The City Commission agreed to make a final decision on the Interim Commission District
Three Seat at their March 26, 2018 City Commission Regular Meeting.
FISCAL IMPACT:
There is no direct fiscal impact related to the City Commission’s consideration of this
Agenda Item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
Once the March 26, 2018 City Commission Agenda goes out, this Agenda Item will be
forwarded to the five (5) individuals who submitted an application for the Interim
Commission District Three Seat and are listed in this Agenda Item.
RECOMMENDATION:
Staff recommends the City Commission discuss and select a resident of District Three to
serve as the Interim Commission District/Seat Three Commissioner as they deem suitable.
