HomeMy WebLinkAbout2018 03 26 Regular 502 Self Storage FacilitiesCOMMISSION AGENDA ITEM 502 Informational Consent Public Hearings Regular X March 26, 2018 SB BF Regular Meeting City Manager Department REQUEST: The Community Development Department providing information to the City Commission regarding the location of self -storage facilities within the City. SYNOPSIS: At the February 26, 2018 City Commission Meeting, the Commission requested information regarding the current status of self storage facilities in the City, including potential future locations of such facilities. CONSIDERATIONS: . Self storage is an industry in which storage space, in the form of garages, rooms, lockers, containers, and/or outdoor space, also known as "storage units," is rented to tenants, usually on a short-term basis. The term "self storage" is often used interchangeably with the terms "self-service storage" and "mini storage." . Currently, the City of Winter Springs only allows for self storage facilities as a permitted use in the C-3 zoning district, of which no properties within the City are currently zoned, and in the Oviedo Marketplace PUD. . There are currently two self storage facilities located in the City of Winter Springs (see Attachment A): 1. The Public Storage facility located on SR 434 west of Moss Road, which is a nonconforming use; and 2. The new Morningstar Storage (Red Bug Self Storage) facility located in the Oviedo Marketplace PUD Regular 502 PAGE 1 OF 3 - March 26, 2018 Additionally, there are at least eight existing self storage facilities in the surrounding area, outside of the City limits, located within approximately two -miles of the City boundary (see Attachment A). . Attachment B shows the non-residential zoning districts where self storage facilities could be considered either as a permitted or conditional use. These zoning districts include: C-1, C-2, C -C, I-1, Town Center, and GID. Modern self -storage facilities in this general area tend to be located in close proximity to arterial roads, which typically provide good visibility and easy access for many surrounding residents. In reviewing the possible expansion of self -storage in Winter Springs, the Commission could consider requiring specific design standards, such as: 1. Storage facilities must be multi -story structures designed to emulate multi- family or office buildings compatible and in harmony within the surrounding area. 2. Storage facilities must be designed to ensure that access to the individual storage units shall only be gained from the interior of the building(s) or site. 3. The main entrance of the storage facility for design purposes must be located at ground level and facing the street. 4. If the storage facility abuts a residentially zoned property or existing residential development, the facility loading bays, entrances, docks or doors shall not be located on any side abutting the residentially zoned property or residential development and shall not be visible from said residential property. 5. Entry gates shall be constructed of high quality materials and shall be compatible and in harmony with the design and materials of the facilities and site. Decorative metal or wrought iron fences are preferred. Chain-link or similar fences, barbed wire or razor wire fences and walls made of precast concrete are prohibited. Fences or walls are not allowed between the main or front building on the site and the street. 6. Storage facility buildings shall be surfaced in high quality materials compatible and in harmony with the site. Unfaced concrete block, painted masonry, tilt -up and pre -cast concrete panels and prefabricated metal sheets are prohibited. Prefabricated buildings are not allowed. 7. Exterior colors, including and internal corridors or doors visible through windows, shall be muted tones. 8. The facade of the storage facility building shall have exterior vertical surfaces with at least fifty (50) percent of the area covered by a material or combination of materials such as decorative brick veneer, stone, stucco, textured block or similar decorative materials. All materials shall be of high quality. 9. Storage facility buildings shall be clad with a mix of durable, low maintenance materials that convey the appearance of high quality. 10. Storage facilities resembling long, traditional warehouse buildings are prohibited. 11. Streetscape landscaping required by the City Code shall not be fenced. 12. Electrical service to the storage units shall be for lighting and climate control only. No electrical outlets are permitted inside individual storage units. If the City Commission seeks to expand the potential locations for self storage facilities, preventing a proliferation of self storage facilities may become a concern. Regular 502 PAGE 2 OF 3 - March 26, 2018 Conditions that could be implemented to prevent a proliferation of self storage facilities include siting requirements such as: 1. Requiring a self storage property to be located within a certain distance of a State Road 417 Interchange. 2. Requiring a minimum air line distance between a proposed self -storage facility and any existing self -storage facility. FISCAL IMPACT: There is no direct fiscal impact related to the City Commission's consideration of this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission review the information provided and provide further direction to Staff regarding the location of self -storage facilities within the City.
