HomeMy WebLinkAbout2018 01 22 Consent 301 One Year Extension for Engineering ServicesCOMMISSION AGENDA ITEM 301 Informational Consent X Public Hearings Regular January 22, 2018 KS BF Regular Meeting City Manager Department REQUEST: The Community Development Department requesting City Commission approval to extend the existing continuing services agreements for civil engineering services with Pegasus Engineering, CPH, and CDM Smith by one year to February 2019. SYNOPSIS: The City's current agreements with Pegasus Engineering, CPH, and CDM Smith for civil engineering continuing services expire in February 2018. All three firms have provided satisfactory service to date, and Staff is requesting extending all three agreements by one year to February 2019. CONSIDERATIONS: . At the December 8, 2014 City Commission meeting, the Commission authorized entering into continuing services contracts with Pegasus Engineering LLC, CPH Corp., and CDM Smith, Inc. for general civil engineering services. These three firms were recommended by Staff and approved by the City Commission after a qualifications -based selection process was performed under Request for Qualifications #01 /15BF. All three contracts were signed in February 2015 and had an initial three -year term that expires in February 2018. . Civil engineering continuing services contracts are intended for project assignments where the estimated construction cost is not to exceed $2.0 million and for professional studies where the total fee is not to exceed $200,000, in compliance with the Consultants Competitive Negotiation Act (CCNA), Florida Statute 287.055. The Consent 301 PAGE 1 OF 2 - January 22, 2018 City utilizes its continuing services engineering consultants for the majority of project assignments, including engineering work on stormwater, transportation, site design, and utility projects. The current agreements provide the option to extend the term for an additional three (3) years based on satisfactory performance. All three firms have provided satisfactory performance on various civil engineering and related project assignments. . Projects will continue to be assigned based on a "best fit" approach that best matches the needs of a particular project with the expertise of the consulting firm, rather than applying a fixed rotation approach. The extensions will be documented using the City's standard one -page amendment form. FISCAL IMPACT: No funding is required to execute the continuing services agreement extensions with the three consultants. Funding for project assignments performed under these agreements will follow the City's normal budgeting and approval process. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission approve extending the continuing services agreements for civil engineering services with Pegasus Engineering, CPH, and CDM Smith by one year to February 2019.
