HomeMy WebLinkAbout2017 12 11 Consent 307 Water Treatment Plant #1 Shade StructuresCOMMISSION AGENDA ITEM 307 Informational Consent X Public Hearings Regular December 11, 2017 KS LR Regular Meeting City Manager Department REQUEST: The Utility Department requesting approval to purchase shade structures for Water Treatment Plant #1, to protect the Ion Exchange (IEX) electrical panel equipment and chemicals from sunlight, from Dittmer Architectural Aluminum of Winter Springs in the amount of $41,500.00 plus a 10% contingency. SYNOPSIS: This project consists of installing a Ditt -Deck Extruded Aluminum Walkway Cover and Screen System approximately 64 square feet (and approximately 344 square feet of vertical Z -blade louvers) using Stretch 60 deck, 4 "x6" and 6 "x6" beams; 4 "x4 ", 4 "x6 ", and 6 "x6" columns, column base plates and F -6 fascia with an A -31 clear anodized finish on all aluminum components. The 8'- 0 "x8' -0" (approximately 64 total square feet) of walkway cover system is to protect the electronic monitoring panel. CONSIDERATIONS: This project is needed to provide shade for the Water Treatment Plant #1 Ion Exchange (IEX) electronic equipment and chemicals in the northeast and southwest corners, respectively. The shade will protect the liquid chlorine and corrosion control inhibitor from sunlight, preventing accelerated deterioration and helping to maintain effective strength of the chemicals. The shade covering the electrical panel equipment has a touch - screen Operator interface that is not designed to be in direct sunlight. This shade structure will protect the screen from sunlight, and maintain the intended service life of the equipment. CPH assisted with the scope of services and the selection of contractors. This is a design- Consent 307 PAGE 1 OF 2 - December 11, 2017 build job engineered to meet required wind loads and consists of 100% structural aluminum. Quotes were solicited from three vendors. Dittmer Architectural Aluminum was the low bidder at $41,500.00. Estimated City building permit fees are approximately $800. FISCAL IMPACT: The cost of this project is $41,500.00 plus permit fees of approx. $800 and a 10% contingency and is funded by existing Utility Enterprise Fund Construction in Progress (CIP) line code. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission authorize the purchase of shade structures for Water Treatment Plant #1 from Dittmer Architectural Aluminum of Winter Springs in the amount of $41,500.00 plus a 10% contingency, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. Local Product Approval is not available or included. Miami -Dade NOA is not available or included. Our Florida Licensed Professional Engineer will provide signed and sealed calculations verifying the structural compliance with the Florida Building Code. Although Walt Dittmer & Sons, Inc. is submitting this proposallbid form, we reserve the right to fully review and annotate, it necessary, the complete contractual requirements provided at the issuance of a Purchase Order or Subcontract. We are classified as a dual operator, as a manufacturer we pay Use Tax on the fabricated cost of our materials. As our contracts include our product and installation, we are also considered a real property contractor and tax exemption certificates do not apply. Our Professional Liability Insurance limit is $1,000,000.00, if required and is a "claims made" policy. Pollution Insurance coverage is not required for our scope and is not provided or included in our proposal. Riggers Insurance coverage is not required for our scope of work and is not provided or included in our proposal. Insurance ISO Forms GC2010 & 2037 will be provided in the most current ISO version (07 -04) as issued by our Insurance Company. Our Surety is excluded from participation in any warranty, including finish, exceeding One (1) Year. Deposit is nonrefundable. Progress payments will be invoiced based upon each project's Schedule of Values as determined by WDS, Inc. PROTECTION OF WORK:. We shall not be responsible for damages to our work resulting from carelessness or mistreatment on the part of anyone not in our employ. When our work is turned over to you as "finished" you shall thereafter assume the duty of protecting and caring for same, and any protection required for our work after it is finished by us shall be provided by you. WORKING HOURS: All work done under this contract is to be done during regular working hours unless otherwise provided herein. BACKCHARGES: Any charges against us for labor or materials supplied by you will not be paid by us unless some have been ordered in writing by ourselves and the amount of charges for some approved by our foreman on the job at the time such materials, services or labor were supplied. BOND: If a surety band is required in connection with this contract, the amount of premium must be added to the contract price. GUARANTEE: befective materials covered by our guarantee shall be repaired or replaced, but this guarantee shall not form the subject of a claim for labor or other expenditures incurred by the purchaser or any other party in consequence of such defect_ A standard one (1) year guarantee is included.
