Roll Call: Chairperson Kok Wan Mah, present Vice - Chairperson Dan Finley, present Committee Member Gary Brook, absent Committee Member Janice Sorrentino, present Assistant to the City Clerk Sean Beaudet, present Assistant to the City Clerk Rachel Sergent, present A moment of silence was followed by the Pledge of Allegiance. Office Of The City Clerk Requesting The Bicycle And Pedestrian Advisory Committee Review And Approve The Wednesday, March 25, 2015 Bicycle And Pedestrian Advisory Committee Regular Meeting Minutes. "I MOVE TO APPROVE THE MEETING MINUTES, AS IS." MOTION BY VICE - CHAIRPERSON DAN FINLEY. SECONDED BY COMMITTEE MEMBER SORRENTINO. DISCUSSION. VOTE: CHAIRPERSON MAH: AYE VICE - CHAIRPERSON FINLEY: AYE COMMITTEE MEMBER SORRENTINO: AYE MOTION CARRIED. 400. REPORTS Vice - Chairperson Dan Finley asked who maintains the portions of the Trail located behind Indian Trails Middle School and Keeth Elementary School. Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department replied that the City is the entity that maintains the Trail within the City limits. Further discussion. Vice - Chairperson Finley followed by asking about the Plante Property Development and how it would affect that area. Mr. Stevenson responded, "They are looking to open up some Trails from their project, so as the kids can walk through there to both schools and not have to get out on the main roadways and so forth." Furthermore, Mr. Stevenson added, "I don't know whether it will change any of the existing Trail or not, Mr. Finley, but we will certainly take a look at that, and be cognizant of that and I will bring up the stripping issue to our Urban Beautification people who will be responsible for, through Public Works, getting that taken care of for you." Comments continued. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE REGULAR MEETING -JUNE 17, 2015 PAGE 3 OF 5 REGULAR AGENDA REGULAR 600. Community Development Department — Planning Division Community Development Department - Planning Division Wishes To Discuss The Draft Wayfmding Design Manual With The Bicycle And Pedestrian Advisory Committee. Mr. Stevenson presented this Agenda Item, referenced the "Wayfinding Signage" booklet and stated, "We wanted to give you an update, and as of today we're still working this thing through DOT (Department of Transportation), trying to speed up our Consultant, the National Sign Plazas — certainly before our next meeting, but hopefully within the next thirty (30) days, to get this thing finalized and bring us back something, and I will probably send you the update in an email on that, because we're to the point where we want to go ahead and get some of these things in the ground, especially the `Tier 1' signage and the `Tier 2' signage and work with some of the businesses in the Town Center; and working to get some of the `Tier 3' signage that we've talked about in the ground as well." Further brief remarks. Chairperson Mah asked about the "Tier 3" signage and whether it would be funded by the Town Center tenants or by the City of Winter Springs. Mr. Stevenson responded, "The maintenance management company has indicated they have some funds to do this; and we'd certainly be looking - at the very least, partnering with them on this `Tier 3' signage. It is primarily to benefit the business owners or their tenants. We haven't worked out all the details." Furthermore, Chairperson Mah inquired, "At this point, do you have an estimate on the cost to manufacture and install this signage ?" Mr. Stevenson noted that there were some design changes that had brought the costs down and pointed out, "We were funding this and had funded in the budget twenty -five thousand to thirty thousand dollars ($25,000.00 - $30,000.00) a year, which would give us a start." Discussion ensued. REGULAR 601. Community Development Department — Planning Division Community Development Department- Planning Division Wishes To Discuss The Proposed Town Center Signage With The Bicycle And Pedestrian Advisory Committee. Mr. Stevenson presented this Agenda Item and mentioned that Staff was looking to have three (3) separate areas for signage on State Road 434 in the Town Center; and pointed out the locations of three (3) proposed signs, which included one (1) having an LED (Light Emitting Diode) component as well as static signage that would be located on the corner of State Road 434 and Tuskawilla Road. The other two (2) signs would only have a static component to them along the road frontage. Mr. Stevenson responded, "We are trying to work with twelve feet (12')." Discussion ensued on lighting of the proposed signage and traffic flow into the Town Center; and Chairperson Mah then asked about the schedule of the reconstruction on the northwest corner on Tuskawilla Road and State Road 434. Mr. Stevenson noted that it would commence in the next couple of months. Discussion. REGULAR 602. Community Development Department — Planning Division Community Development Department- Planning Division Wishes To Discuss The Town Center With The Bicycle And Pedestrian Advisory Committee. The discussion on this Agenda Item began with Mr. Stevenson who explained the plans to link the Trail, adding Trail signage, and to place QR (Quick Response) codes on the trail signage for advertising. He pointed out, "`Tier 1' being the main signage along (State Road) 434, the major roads, `Tier 2' being what you see here in the Town Center, `Tier 3' being mostly the pedestrian oriented signage within the Town Center and anywhere else." Further comments. Vice - Chairperson Finley asked about a Trail connection just east of the Town Center. Mr. Stevenson explained that the Trail would continue north, and there could be a small extension close to the Town Center. Furthermore, Chairperson Mah inquired if the location was close to the site of proposed Town Center overflow parking on Tuskawilla Road. Mr. Stevenson noted that "The overflow parking would be north of it — between where we are proposing the amphitheater" and that there would be 160 parking spaces. Further comments followed on future projects close to the Town Center, parking, and ideas for decorative posts. In other City business, Mr. Stevenson addressed the Bicycle and Pedestrian Advisory Committee on the potential plans to link the Cross Seminole Trail and a Trail in the City of Casselberry that ends at the intersection of State Road 434 and North Winter Park Drive; and pointed out the area may include part of the old golf course and would connect somewhere near State Road 419. Further discussion. Related to the terrain of the proposed Trail extension, Chairperson Mah asked if a base map could be provided which would include an outline of the wetlands of the area. Mr. Stevenson responded, "What we can provide is our macro level, Conservation Overlay from the Comp[rehensive] Plan and from the FLUM (Future Land Use Map), and that's really just areas of greater concern that involves a little more study to determine whether they really are hydric or not."
