AUGUST 4, 2015
CALL TO ORDER
The Regular Meeting of Tuesday, August 4, 2015 of the Parks and Recreation Advisory
Committee was called to Order by Chairperson Arnie Nussbaum at 5:31 p.m., in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708).

600. Parks And Recreation Department
The Parks And Recreation Department Is Requesting The Parks And Recreation
Advisory Committee To Discuss Park Improvements And Design At Trotwood
Park.
Mr. Chris Caldwell, Director, Parks and Recreation Department shared some recent
developments including the City Commission approving a design concept from CPH
Engineers, Inc. Discussion ensued on recommended improvements that were suggested to
CPH Engineers, Inc.
Referencing a diagram provided by Staff, Committee Member Art Gallo asked
specifically where the parking lot would be located. Mr. Caldwell explained, "It is south
side of the park, where the pavilion is; right now, there is a small parking lot."
Much discussion followed on estimates of park attendance, that Parks and Recreation
Staff regularly conduct visual observations and attendance counts, that attendance rates
differ throughout various times of the day, how the features of each park affect
attendance, if Grants are available that specifically deal with water, the restrictions of
those Grants, and amenities available near the dock at Trotwood Park.

The Parks And Recreation Department Is Requesting The Parks And Recreation
Advisory Committee To Receive Information Regarding Torcaso Park And To
Discuss The Possibility Of Holding A Workshop, If Needed, In The Near Future.
Mr. Caldwell presented this Agenda Item and mentioned the Land and Water
Conservation Fund Grant that was recently awarded to the City, and indicated that the
City has three (3) years to utilize the funds. Mr. Caldwell noted that there are certain
restrictions for each category.

Mr. Caldwell commented on the Master Plan that was created in 2009 for Torcaso Park,
that it is being comprehensively reviewed to see what has been accomplished since its
inception, and the community surrounding Torcaso Park, specifically their needs and how
they may vary. Mr. Caldwell then suggested holding a meeting to get feedback from the
community. With further remarks, Chairperson Nussbaum and Committee Member Lynn
Dehlinger agreed with the idea of a meeting to solicit input from the residents and
business people.
Next, Committee Member Jim Van Kleunen commented on the thirteen (13) items
presented in the Master Plan and inquired how many have been seen to completion. Mr.
Caldwell responded, "We currently haven't assessed that yet." Mr. Caldwell indicated
Staff is beginning the review process and will be meeting with other Departments.
Chairperson Nussbaum asked if it were possible to get statistics on what is being used the
most at Tarcaso Park before doing a community meeting. Mr. Caldwell said it was, and
further discussion followed on the Master Plan.
Next, possible dates were considered, to include Thursday, November 12, 2015 and
Tuesday, November 17, 2015.
Discussion continued on the time frame of the Grant and when it would begin. Mr.
Caldwell specified, "There's a commencement letter that we send. Once that's signed
and moved forward, then the clock starts; and that will happen sometime within the next
ninety (90) days."

602. Parks And Recreation Department
The Parks And Recreation Department Is Requesting The Parks And Recreation
Advisory Committee Discuss The Central Winds Park Roadway Project.
This Agenda Item was introduced by Mr. Caldwell. Related to the start date of the
Central Winds Park Roadway Project, Mr. Caldwell noted, "It will start January of 2016
and should be completed close to July of 2016."
With further comments, Mr. Caldwell noted that the plans for this project include a new
fence around Central Winds Park and improvements to the roundabout.
Much discussion ensued on the Fourth of July event, parking concerns on Orange
Avenue, and back -in parking. Mr. Caldwell explained, "Back in parking facilitates them
unloading their cars, taking anything out of their trunks and going into the safe zone
instead of unloading right on the road which sometimes happens. It's moving into a safe
zone."

In other City Business, Chairperson Nussbaum mentioned upcoming Community Events
which include the 10th Annual Hometown Harvest on Saturday, October 10, 2015 and
ARToberFEST the following weekend on Saturday, October 17, 2015 and Sunday.

Lastly, Mr. Caldwell shared that Ms. Susie Coffinan, former Senior Center Manager,
Parks and Recreation Department has just retired after twenty -six (26) years of service.
Mr. Caldwell mentioned that they are looking for a replacement and that they would be
happy to let the Committee Members know when the position has been filled.
ADJOURNMENT
Chairperson Nussbaum adjourned the Regular Meeting at 6:27 p.m.
