HomeMy WebLinkAbout2016 01 26 Code Enforcement Board Regular Meeting MinutesCITY OF WINTER SPRINGS, FLORIDA MINUTES CODE ENFORCEMENT BOARD REGULAR MEETING JANUARY 26, 2016 CALL TO ORDER The Regular Meeting of Tuesday, January 26, 2016 of the Code Enforcement Board was called to Order by Chairperson Gregg Roero at 5:30 p.m., in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708. Roll Call: Chairperson Gregg Roero, present Vice - Chairperson Matthew Criswell, present Board Member Carole Giltz, present Board Member Maurice Kaprow, present Board Member Bill Poe, present Board Member Rick Brown, present Board Member Dennis Robinson, present Assistant City Attorney Debra Babb - Nutcher, present Assistant City Attorney Jennifer Nix, present Assistant to the City Clerk Antonia Della Donna, present A moment of silence was held for Law Enforcement Officers, First Responders, and Board Member Maurice Kaprow's late wife, Ms. Sheila Kaprow. Additionally, Chairperson Roero wished Board Member Bill Poe's recovering grandson a successful and healthy year. The Pledge of Allegiance followed. Captain Chris Deisler, Code Enforcement Division, Police Department, welcomed new Board Members Rick Brown and Dennis Robinson. Regarding changes to the Agenda, Captain Deisler noted that PUBLIC HEARINGS — NEW CASES "500" would not be heard due to a change in ownership. Chairperson Roero noted that Board Member Carol Giltz's absence from the Tuesday, October 27, 2015 Code Enforcement Board Regular Meeting would be considered "Excused ". No objections were made. Chairperson Roero expressed that it had been an honor to serve as the Chairperson of the Code Enforcement Board and added, "If you are all in agreement, I would like to continue doing it." Code Enforcement Division — Police Department Not Used Captain Deisler indicated that Code Enforcement staff will not typically hold a meeting for just one (1) Case and noted, "I will also be mindful of your time and ours to make sure when we bring you all here that we've got, you know, some solid stuff to discuss and make it, you know, fruitful while we're all here." CITY OF WINTER SPRINGS, FLORIDA MINUTES CODE ENFORCEMENT BOARD REGULAR MEETING — JANUARY 26, 2016 PAGE 6 OF 6 Discussion followed on the Code Enforcement Division, reports tallying Respondents and their payment of Fines, additional Fees, Code Enforcement Board procedures, foreclosure and lien processes, and compliments were made to Code Enforcement staff. Captain Deisler briefly mentioned the Special Magistrate and noted, "I think the question is `I thought we were getting rid of the Code [Enforcement] Board ?' Well, no. As you all know, that is not the case. The Code Board is still very much intact." Captain Deisler commented further on the selection process for the Special Magistrate and an impending ordinance related to impoundments. Additional discussion followed on nuisance abatement. Both Board Members Brown and Giltz indicated that they will not be present at the next Code Enforcement Board Regular Meeting scheduled for Tuesday, February 23, 2016.
