REQUEST:
In conjunction with the Parks and Recreation Department, the Police Department requests
the Commission accept a donation in the amount of$4,000 from Helpful Hands, Inc. for the
purpose of sponsoring children with financial need to attend our Summer Camp program.
SYNOPSIS:
Acceptance of this grant will allow the Police Department to positively impact the lives of
at-risk youth in our community by serving to increase their participation in our summer
camp program. Furthermore, it will allow a continued partnership with Helpful Hands, Inc.
moving forward to possibly continue funding in years to come.
CONSIDERATIONS:
.The Police Department, with the help of community volunteers, attempts to build
relationships with the at-risk youth within our community during their summer break. Over
the past several years, we have been able to reach out to a large part of our community and
provide these children with recreational activities as a means to build relationships with not
only our police officers, but with others in their community. In order to maintain this
participation, a proposal was made a couple of years ago to sponsor some of these children
to attend our summer camp program. This can only be accomplished with the assistance of
a financial donor and Helpful Hands, Inc. has requested to be that donor.
FISCAL IMPACT:
There will be no cost impact to the General Fund; conversely, a positive impact will be
realized in the General Fund by accepting these donations. There are no matching funds
required of the City for this acceptance.

COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Police Department recommends the Commission approve the acceptance of the
donation from The Helpful Hands Inc, totaling $4,000 for the purpose of
sponsoring children with the financial need in our community to attend our summer camp
program and to authorize the City Manager to execute and approve all documents associated
with this item.

I have approval of$4000 from Helpful Hands for your youth summer programs.
However,a formal written request must be on City letterhead, and be signed by the City Manager.
Attached is the draft letter,please fill in the blanks regarding the age groups, and make any changes you deem
necessary. As I said,this money has already been approved,but we cannot disburse without the completed letter of
intent request.

Dear Helpful Hands Board of Directors:
Please consider this request for funding in the amount of$4000.00 for our Summer Camp
Program and Athletic Youth Programs currently administered by the Winter Springs Parks and
Recreation Department and Police Department.
These programs are a function of local government and provide sports and camp activities for
our youth, with subsidized programs for children from families who are unable to pay the entire
fees relative to the program.
Camp Sunshine provides a quality experience filled with fun, adventure, great memories,while
building self-confidence and the ability to work as a team for our youth. Field trips are held
three times weekly throughout the summer. Our youth athletic programs are for ages 5-17, and
include baseball, softball, soccer, basketball, football, and cheer leading.
We greatly appreciate Helpful Hands continuing support to help sponsor youth in our community
to participate in camps and activities.
