Public Works/Utility Departments—Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive A Year To Date Budget Review. Ms. Stephanie Monica.City Arborist and Water Conservation Coordinator, Public Works Department referenced a year to date budget document and reviewed basic maintenance and irrigation expenses. Vice-Chairperson Torn Vagnini inquired about the replacement of twenty-eight (28) spotlights. Ms Monica noted that repairs were completed in February Additional comments on costs incurred and the frequency of sprinkler issues. Continuing. Vice-Chairperson Vagnini commented on the pending fountain leak adjustment. Ms. Monica explained that the leak was due to a broken backflow at Tuscora Drive and State Road 434 and a leak adjustment is currently pending with the City's Utility Billing Department. Ms. Monica stated, That money spent for that utility bill will come back to the Utility Line Code used to pay future utility belts." It was noted that sewer charges would not be reimbursed since the water was running from an irrigation meter Further discussion CITY OF WIN I ER SPRINGS FI ORIDA MINLITFS TUSCAW ILLA LION I INU AND BEAUTIFICATION DISTRIC'I ADVISORY COMMITTEE REGI II AR SIFE IINO-JULY 15 2015 PAUL 4 OF Air Ian Eastwood. Eastwood Tuff Turf 1615 Oklahoma Street, Oviedo, Florida' pointed out that the backflow is on the backside of the wall, that it ran nonstop for approximately seven(7) days. and that the leak was caused by a blown fitting at the backflow Referencing the budget document provided by Staff, Committee Member Donald Gilmore inquired about the quarterly Administration Fees. Ms. Monica indicated that those Fees included the administrative services of the NBS Government Finance Group, Inc. and the legal services of Nabors, Giblin & Nickerson, P A. Mr. Kip Lockcuff, P.E. Director, Public Works/Utility Department elaborated on the services provided, including the preparation of the Assessment Rolls and related Resolutions. Brief discussion followed on increased water usage due to recently installed plant material. REGUI AR 601. Public Works/Utility Departments—Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive Information On Landscaping Throughout The Tuscawilla Lighting And Beautification District. Ms. Monica spoke of her recommendations for relocating the Crape Myrtle trees and noted that she, accompanied by the City s tree crew, removed any Crape Myrtles that were already dead. Ms. Monica went on to state, The cost to relocate any of the other Crape Myrtles is eighty-five dollars ($85.00) per tree. So, if you want to go ahead and just remove - there's probably about eight (8) that we could relocate from the shaded areas to the [Winter Springs] Boulevard near Greenbnar where we ve had to remove a total of six (6) Maples that died. Brief discussion followed on what the price of eighty-five dollars ($85.00) per tree included, if the trees were full grown, that there are twenty-two (22) Crape Myrtle trees that warrant relocating, and possible relocation spots. Mr. Lockcuff pointed out that if a Crape Myrtle tree was relocated outside of the Tuscawilla Lighting and Beautification District then the Tuscawilla Lighting and Beautification District would not have to pay for its relocation. Ms. Monica commented on Tuscora Drive and remarked that currently there is no irrigation or landscape maintenance and therefore suggested low maintenance landscape options. Ms. Monica continued, "If you want to, Ian [Eastwood] gave us a price of a hundred and eighty-five dollars ($185.00) per thirty (30) gallon tree installed. Further comments on different types of trees. MS. MONICA ADDED, "EACH." CHAIRPERSON BROOK CONFIRMED, "EACH; AND THERE WILL BE THREE (3), THIRTY (30) GALLONS." MOTION BY CHAIRPERSON BROOK. SECONDED BY VICE-CHAIRPERSON VAGNINI. DISCUSSION. Pertaining to a sight distance issue at a median originally brought up by Committee Member Luci Coker. Ms. Monica suggested. "Our recommendation is just to remove the Jasmine. make it at grade, and then replace it with Floratam St. Augustine." Discussion ensued on Perennial Peanut plants and the maintenance required. Ms. Monica mentioned that Mr. Eastwood's proposal to replace the Jasmine plants with Floratam St. Augustine would cost approximately one thousand dollars ($1,000.00). Further comments followed on sight distance issues related to the Jasmine plants in the median. Chairperson Brook closed Public Input Next, before and after photographs of a pressure washed wall were shown with brief comments. Public Works/Utility Departments—Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive Information On The Status Of The Tuscawilla Fountains. Mr. Brian Fields, P.E. City Engineer, Public Works Department presented this Agenda Item and on the status of the Fountains said results were generally good and summarized the findings determined by Aquatic Design & Engineering that the causes for water loss can be corrected with low costs incurred. Referencing photographs, Mr. Fields indicated that the overflow standpipes are situated too low and that the upper pools are draining into lower pools which contribute to water loss Additional comments ensued on check alves. Tape I/Side H Mr. Fields stated, "No leaks were identified from pressure testing of any of the underground piping and plumbing facilities" Further comments followed on evaporation losses, rainfall, structural leak testing, and grout. Regarding the ground water Intrusion into the fountain equipment boxes, Mr. Fields mentioned that Aquatic Design & Engineering recommended to keep the existing equipment boxes and attempt to repair those instead of moving them to an at grade location. Mr. Fields added, They recommended. 'Work with what you got, ifs working well, try and repair it. When you reach the point where you have to do substantial pump and equipment replacement that may be a more appropriate time to look at relocating that to better protect if Further comments followed on moving the sump pumps and ongoing testing on the fountains. Vice-Chairperson Vagnini inquired as to how quickly the drain and overflow issues would be resolved. Mr. Fields replied, "We can do that fairly soon." Discussion continued on repairs, extending water nozzles, pipes, that the south Fountain is currently not running but this should be addressed next week. the benefits of having backup motors, and hydraulic systems. Public Works/Utility Departments— Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Make A Motion To Remove From The Table Information On LED (Light-Emitting Diodes) Streetlights And Decorative Entrance Lights. Ms. Sara Miller, Urban Beautification Coordinator, Public Works Department addressed the Committee on this Agenda Item. Ms. Miller indicated that the City of Casselberry had them installed in their parking lot at City Hall and that It was a nice glow, and not too bright. Continuing, Ms. Miller shared some comments from Duke Energy's sales representative, encouraged Committee Members to compare the installations in Casselberry to the HPS (high pressure sodium) streetlights in Winter Springs; costs with LED (Light-Emitting Diodes) lights, costs of light fixtures, and causes for delays in streetlight repairs. REGARDING THE DISCUSSION OF THE CONVERSION TO LED (LIGHT- EMITTING DIODES) DECORATIVE LIGHTS, "MOTION TO REMOVE FROM TABLE." MOTION BY COMMITTEE MEMBER GILMORE. VICE-CHAIRPERSON VAGNINI STATED, "WE ARE FINISHED TALKING ABOUT ALL OF THE STREETLIGHTS? WE'RE NOT GOING TO DO THAT? CHANGING THE STREETLIGHTS TO LED (LIGHT-EMITTING DIODES)—IT IS TOO EXPENSIVE." CHAIRPERSON BROOK REPLIED, "I WOULD THINK." NO OBJECTIONS WERE HEARD. ASSISTANT TO THE CITY CLERK DELLA DONNA POINTED OUT THAT COMMITTEE MEMBER GILMORE HAD MADE A MOTION TO REMOVE THE DISCUSSION OF THE CONVERSION TO LED DECORATIVE LIGHTS FROM THE TABLE. SECONDED BY VICE-CHAIRPERSON VAGNINI. DISCUSSION. VOTE. COMMITTEE MEMBER BAKER: AYE COMMITTEE MEMBER GILMORE. AYE VICE-CHAIRPERSON VAGNINI: AYE CHAIRPERSON BROOK: AYE MOTION CARRIED. Discussion followed on how the LED (Light-Emitting Diodes) lights at the Oak Forest entrances appear. Vice-Chairperson Vagnini suggested wall washer lights in place of spotlights. Ms. Monica mentioned that Lightscapes Outdoor Lighting Systems, Inc. had previously provided a quote for light replacement at one (1) monument on Vistawilla Drive that included six (6) spotlights and three (3) wall washer lights. Additional comments followed on light outages at the monuments, costs associated with LED (Light-Emitting Diodes) lights, spotlights, and potential vandalism. Ms. Monica mentioned that if the Committee would like to move forward, Staff could get more information on the design, how it could he altered. and have the quote revised.
