REQUEST:
The Police Department requests the consent of the Commission to purchase ten (10) police
mobile radios from budgeted FY16 funds. Using the local sole source Motorola vendor and
Broward County Sheriffs contract, this purchase will amount to $40,850 from budgeted
FY16 funds.
SYNOPSIS:
The radio infrastructure within the Seminole County Public Safety arena has migrated to the
new digital system within the last year. The police department is continuing to upgrade
existing, obsolete mobile police radios with new, digital ready units for installation in new
police fleet vehicles.
CONSIDERATIONS:
Over the last decade, the police department has taken proactive steps to upgrade our radio
system equipment in anticipation of the analog to digital conversion. Because of this, we
have been able to avoid a one-time expenditure of potentially nearly a million dollars to
convert our radio equipment. At this time, we are upgrading some of the remaining mobile
radio equipment we have installed in patrol vehicles for the more digital ready units with
enhanced capabilities. The purchase of ten additional radios will allow us to move toward
finalizing this equipment transition. Using the local sole source Motorola vendor and
Broward County Sheriffs contract, this purchase will amount to $40,850 from budgeted
FY16 funds.
FISCAL IMPACT:
This expenditure of$40,850 is budgeted in the FY16 Police Impact Fee Fund.

COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Approve the expenditure of $40,850 from the FY16 Police Impact Fee Fund for the sole
source purchase of 10 mobile radios from Motorola.

Spings with pricing quoted as a "Sole Source" vendor for all "First
Responder" radio equipment used on the Seminole County 800 MHz Public
Safety - Motorola Smartzone Astro 25P Trunking Radio System. Your
pricing is based on the Motorola Contract with Broward County Sheriffs
Office for equipment with requirements that have been established as
"minimums" by Seminole County. See attached copy
Please feel free to verify this with the County's Communications Dept. that
operates the Public Safety Radio System. You may confirm with Mr.
Tommy Oliveras that the Seminole County Equipment Schedule is authorized
and approved by the County, and that all authorized users within the County

TO
THE AGREEMENT

AND
MOTOROLA SOLUTIONS, INC.
This Third Amendment is entered into this � day of 0- , 2015, by and between Scott
J. Israel, as Sheriff of Broward County, Florida atui Motorola .'olutions, Inc.
WHEREAS, on or about September 12, 2013, the Parties entered into a Master Purchase
Agreement; and
WHEREAS, on or about October 31, 2013, the parties entered into a First Amendment; and
WHEREAS, on or about September 24, 2014 the parties entered into a Second Amendment; and
WHEREAS, the Agreement and First Amendment and Second Amendment are hereinafter
collectively referred to as the "Agreement"; and
WHEREAS, BSO and MOTOROLA are now desirous of extending the term of the agreement
for one additional year after its scheduled termination date of September 30, 2015; and
NOW, THEREFORE, in consideration of the mutual terms and conditions contained herein, the
parties agree as follows:
1. The foregoing recitations are true and correct and are incorporated herein by reference.
2. The term of the Agreement is extended from October 1, 2015 through September 30, 2016.
3. All X Series radios discount is 15%.
4. MotoTRBO radios discount is 15%.
Except as modified herein, all remaining items and conditions of the Agreement, shall remain in
full force and effect.
