Marine & Industrial Services Corporation for construction of Concrete Sidewalk and Curb Replacement at various locations (ITB #007 /15BF) in the amount of $83,330 plus a 10% contingency. SYNOPSIS: This construction project consists of concrete sidewalk and curb replacement at various locations in advance of asphalt resurfacing scheduled in the fall of 2015, plus additional locations based on necessary sidewalk and curb repairs. This agenda item is to award the construction contract to the lowest responsive bidder, N.S. Marine & Industrial Services Corporation, in the amount of $83,330 plus a 10% contingency. CONSIDERATIONS: The City's annual asphalt resurfacing program is scheduled for construction in the fall of 2015. In advance of asphalt resurfacing, City staff performs a detailed inspection of all sidewalks and curbs along the roadway segments to be resurfaced and identifies any sidewalk and /or curb locations needing repair or replacement. In addition, staff also identifies sidewalk and curb replacements at other locations based on routine preventative maintenance inspections and resident input. This construction project consists of approximately 2,100 linear feet of concrete sidewalk replacement and 2,600 linear feet of curb replacement at the following locations: Consent 301 PAGE 1 OF 3 - August 10, 2015 • Northern Way from Winter Springs Blvd to Vistawilla Drive (east loop) • Vistawilla Drive from Northern Way to Seneca Blvd • Tuscora Drive from Winter Springs Blvd to Northern Way • Shore Road from Sailfish Road to Panama Road • N. Fairfax Ave from 1st Street to 3rd Street • 3rd Street from Fairfax Ave to Edgemon Ave • Boxwood Circle • S. Flamingo Ave from Lombardy Road to N. Alderwood Street • Huntly Lane and Keith Court • Tanglewood Road, Wildwood Road, Brentwood Drive • Shepard Road from Edgemon Ave to Erica Way • Arbor Glen Circle . The Concrete Sidewalk and Curb Replacement project was advertised for bidding in the Orlando Sentinel on July 12, 2015. Bids were received on July 30, 2015, with results as listed below. Invitation to Bid #007 /15BF Bid Results: 1. N.S Marine & Industrial Services Corp $83,330.00 2. Red Fox Trucking Inc. $102,628.40 3. MCG Services LLC $114,830.00 4. Schuller Contractors Incorporated $139,070.00 5. Stage Door II Inc. $157,380.00 6. Driveway Maintenance, Inc $162,290.00 7. Central Florida Environmental Corp $166,019.00 8. Tagarellia Construction, Inc. $218,460.00 Based on Staff s review of the bids, Staff is recommending award of the construction contract to N.S. Marine & Industrial Services Corporation. Staff met with the owner of N.S. Marine on July 31, 2015 to discuss N.S. Marine's experience, resources, approach to the work, and their ability to complete the work on schedule. . Construction is expected to begin in August 2015 and be completed in October 2015. FISCAL IMPACT: The project cost is $83,330.00 plus a 10% contingency, for a total of $91,663.00, funded by the Transportation Improvement Fund (Local Option Gas Tax) through a supplemental appropriation from fund balance. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. RECOMMENDATION: Staff recommends the City Commission approve entering into an agreement with N.S. Marine & Industrial Services Corporation for the Concrete Sidewalk and Curb Replacement project in the amount of $83,330 plus a 10% contingency, approve a supplemental appropriation of $91,663.00 from the Transportation Improvement Fund balance, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
