HomeMy WebLinkAbout2015 08 04 Consent 300 Unapproved Minutes from the May 5, 2015 Regular Meeting CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING MAY 5, 2015 CALL TO ORDER The Regular Meeting of Tuesday, May 5, 2015 of the Parks and Recreation Advisory Committee was called to Order by Chairperson Arnie Nussbaum at 5:30 p.m., in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Arnie Nussbaum, present Vice-Chairperson Ken Greenberg, present Committee Member Arsenio Calle,present Committee Member Louis Chaves, absent Committee Member Lynn Dehlinger,present Committee Member Art Gallo,present Committee Member Rick Lecky,present Committee Member Bob Osborne, present Committee Member Jim Van Kleunen, absent Assistant to the City Clerk Sean Beaudet,present A moment of silence was held and was followed by the Pledge of Allegiance. Parks and Recreation Department The Parks And Recreation Department Would Like To Inform The Parks And Recreation Advisory Committee About Several Recent Dog Park Improvements. Parks and Recreation Department The Parks And Recreation Department Would Like To Inform The Parks And Recreation Advisory Committee About The Upcoming Celebration Of Freedom Event. Chairperson Nussbaum noted that all the members of the Parks and Recreation Advisory Committee are invited and encouraged to attend the event. PUBLIC INPUT Chairperson Nussbaum opened "Public Input". Office Of The City Clerk The Office Of The City Clerk Is Requesting The Parks And Recreation Advisory Committee Review And Approve The Tuesday, February 3, 2015 Parks And Recreation Advisory Committee Regular Meeting Minutes. RELATED TO APPROVING THE FEBRUARY 3, 2015 PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING MINUTES, "MOTION TO APPROVE." MOTION BY VICE-CHAIRPERSON GREENBERG. SECONDED BY COMMITTEE MEMBER LECKY. DISCUSSION. REPORTS Assistant to the City Clerk Sean Beaudet addressed the recently approved Ordinance 2015-12. Discussion. Mr. Chris Caldwell, Director, Parks and Recreation Department inquired if the Parks and Recreation Advisory Committee Members would prefer to sit at the City Commissioners Seats they were appointed by or if they had a preference. No members noted a preference. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used REGULAR AGENDA REGULAR 600. Parks And Recreation Department The Parks And Recreation Department Is Requesting The Parks And Recreation Advisory Committee Discuss Park Improvements And Funding Sources At Trotwood Park. Mr. Caldwell noted this Agenda Item had previously been presented to the Parks and Recreation Advisory Committee and shared some recent updates including that Staff utilized CPH Engineers, Inc. who had provided a conceptual drawing for Trotwood Park; and the total cost for the Conceptual Plan was thirty-one thousand dollars ($31,000.00) and the total estimated costs for the proposed improvements were one hundred to one hundred fifty thousand dollars ($100,000.00-$150,000.00). The possible location of a practice wall and its uses was then discussed. Next, Mr. Caldwell mentioned the racquetball court had been demolished, the parking lot had undergone some repairs, the pavilions had been repainted, and maintenance had been performed on the splash pad. Board Member Lynn Dehlinger asked about the proposed road through the park to which Mr. Caldwell noted the park is separated into two (2) sections and is accessible by either Northern Way or Trotwood Boulevard. The through road would connect both entrances and make it easier for residents to access the entire park. Mr. Caldwell clarified that roads already exist in the park, that the connection would be roughly one hundred feet (100% and the road connection would utilize land that is currently unusable. Further comments. The existing pavilions were referenced next and Mr. Caldwell addressed usage, and also asked if the Parks and Recreation Advisory Committee Members would be interested in a larger pavilion in Trotwood Park. Committee Member Rick Lecky mentioned that some of his neighbors had expressed interest in a larger pavilion to rent for special occasions. REGULAR 601. Parks And Recreation Department The Parks And Recreation Department Is Requesting The Parks And Recreation Advisory Committee Discuss The Budget Process And Preliminary FY16 Parks And Recreation Budget. Mr. Caldwell spoke on this Agenda Item. Committee Member Art Gallo suggested more funds be available for employee training. Mr. Caldwell replied that a thorough orientation is given to new employees and Staff is cross-trained as much as possible. Next, Vice-Chairperson Ken Greenberg inquired about the revenue side of the budget. Mr. Caldwell explained the key sources of revenue come from sports partnerships, senior center membership fees, summer camp fees, dog park fees, and rental fees. Mr. Caldwell also noted Fiscal Year 2015 expected revenue was two hundred and fifty-five thousand dollars ($255,000.00) and Fiscal Year 2016 expected revenue was two hundred and ninety thousand dollars ($290,000.00). With further comments, Mr. Caldwell said that around two hundred thousand dollars ($200,000.00) was being requested for some Capital Projects for next year, including upgrades to the Senior Center's kitchen. Committee Member Bob Osborne agreed that the kitchen was in serious need of upgrades. Other facility upgrades around the City were briefly mentioned. Discussion continued. Tape 1/Side B Committee Member Gallo agreed that the Senior Center is a great benefit to the residents. Mr. Caldwell asked if the Parks and Recreation Advisory Committee Members would like to receive information on the Capital Projects Budget. The Members nodded in agreement and Mr. Caldwell said he would send information to the Committee members. Assistant to the City Clerk Beaudet replied it was scheduled for August 4, 2015, and offered to see if there were any scheduling conflicts with the November meeting.
