Regular Meeting Authorization REQUEST: The Parks and Recreation Department wishes to inform the Parks and Recreations Advisory Committee about the Central Winds Park ball field fencing project. CONSIDERATIONS: • The Central Winds Park Fence project consists of the construction of new 8-foot/6 gauge black vinyl coated fencing around the perimeters of four (4) game ball fields. Project also includes the removal of most fence poles, old (4-foot) fencing, hardware and cross member poles, removal of debris and fencing materials from site as well as minimal painting of some existing black poles. • Invitation to Bid 4006/15/CC was advertised in the June 21, 2015 Orlando Sentinel. • A total of two (2)bid submittals were received. • On July 27, 2015 City Commission approved awarding the project to All-Rite Fence Services in the amount of$86,957.43 plus 5%contingency. • Work is scheduled to be completed in August, 2015. RECOMMENDATION: The Parks and Recreation Department is requesting that the Parks and Recreation Advisory Committee receive the information provided in this Agenda Item. SYNOPSIS: The Central Winds Park Fence project (ITB 006/15/CC) consists of the construction of new 8-foot/6 gauge black vinyl coated fencing around the perimeters of four (4) game ball fields. Project includes the removal of most fence poles, old (4-foot) fencing, hardware and cross member poles, removal of debris and fencing materials from site as well as minimal painting of some existing black poles. Staff recommends awarding the project to All-Rite Fence Services in the amount of $86,957.43 plus a 5% contingency. Work is scheduled to be completed in August 2015. A total of (2) Bid Submittals were received by the due date on July 3, 2015. z Four local fence companies were contacted and informed of the fence project at Central Winds Park, only two submitted bids. Consent 309 PAGE 1OF 2 ­July 27, 2015 z The contractor selection criteria listed in the ITB consisted of the following: a. Bid Price (50%) b. Proposed Design (25%) c. Company Experience (25%) z A selection committee comprised of City Staff reviewed the Bid Submittals and assigned points to each Bid Submittal applying the criteria listed above. Bid Price was scored from 0 to 50 points, and Proposed Design and Company Experience were each scored from 0 to 25 points. The maximum number of points a Bid Submittal could receive is 100. The selection committee's final scoring and recommended rankings are listed below: z z The work is scheduled to be completed in August 2015. The funding source for the project is FY15 budget Line Code 72-7230-560630. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission approve a contract award for the Central Winds Park Fence project to All-Rite Fencing in the amount of $86,957.43 plus a 5% contingency, for a total of $91,305.30, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
