• COALS AND PURPOSES
PRELIMINARY STATEMENT
It is hereby accepted by the County Commission of Seminole
County that they will accept the responsibility as trustees of
the environment for all succeeding generations.
That the County Commission assures all residents of Seminole
County, a safe, healthful, productive, esthetically and cultur-
ally pleasing surrounding .
To fully utilize the area and environment of Seminole
County for the purpose of beneficial use without risk to health
or safety, or undesirable or unintended consequences.
To achieve a balance between population and resource use
which will permit high standards of living in a wide-sharing
of life ' s amenities.
To add to the quality of renewable resources and approach
the maximum obtainable recycling of depleatable resources.
To preserve all important cultural and resource areas of
the County and to maintain an environment which supports
diversity and a variety of individual choices.
PROPOSED GUIDELINES FOP ZONING
It is proposed 1-1,.14- in all zoning applications, the following
information ehon: m fitted to the County Commission or
municipalities :
1. Names of all owners of the property, whether beneficial
or trust ownership. If a trust ownership, then all
beneficial owners should be listed.
2 . Legal description of the property.
3 . Current zoning of properties surrounding the property
to be zoned.
4 . Actual use of the properties surrounding the property
to be zoned.

5 . A listing of all elementary, intermediate and high
schools servicing the area to be zoned.
a. For all the schools in the area , indicate the
enrollment of the school, whether on double session
and if so, which schools are on double session.
b. The effect that the new zoning and construction
would have on the schools in existence.
G . The availability of police protection and the effect of
the new zoning and construction on the police protection
services available.
7 . The availability of fire protection and the effect of
the new zoning and construction on the fire protection
services available.
8 . The state of the water supply in the area.
a. Where is the flood plain? It should he exhibited
by a map attached to the application.
b. If this construction is permitted, indicate the
present direction of surface water flow and the
change in direction and amount if any.
c. Indicate any underground water, and the channels
in which it flows?
d. Indicate and exhibit by map the water recharge area
and the effect of the construction.
e. Indicate the quality of the water in the area by a
current chemical analysis by the Florida State
Department of Agriculture.
9 . Indicate where the sewage facility treatment plant would
be located for this particular construction.
a. The current quality of sewage treatment.
b. The amount that the sewage facility treatment plant
can handle.
c. Proposed construction in the area that would be put
into the same sewage facility treatment plant.
d. The additional amount of sewage going into this
facility, if the proposed construction were approved.

10 . Indicate the road or roads which would be used by the
residents or users of this new construction.
a. Indicate the amount of traffic currently on the
roads , and the number of accidents in or around
that particular area .
b. Indicate the anticipated additional amount of
traffic to be put on these roads.
11 . Indicate the environmental impact of the proposed new
construction.
12 . Indicate any adverse environmental effects which cannot
be avoided should the construction he implemented .
13 . Indicate the alternatives to this proposed construction.
14 . Indicate any irreversible and irretrievable commitments
of resources which would be involved in the proposed
construction.
15 . Indicate the effect the proposed construction would have
on man 's environment and its effect on the long-term
goals of environmental protection.
