FLORIDA 32707 April 17, 1972 Honarable Mayor and Village Council Village of North Orlando North Orlando, Florida RE: Drainage on Meadowlark Unit I Plat and Northside Basin Gentlemen: This letter represents our proposal to solve the drainage problems offsite of the Meadowlark Unit I flat and the entire Northside drainage basin. Present conditions show no right of ways for drainage and three unsightly open ditches which are full of growth and debris and would be inefficient in a storm or hurricane. Our proposal is to develope a piped drainage system in two stages on all land that will be developed. STAGE I Add an additional 42 inch concrete pipe along Wade street which will accomodate the entire basin developed except 8 acres owned by Florida Land, which is mostly deep muck and is intended to remain undeveloped. Enlarge pipes under Sherry Avenue and pipe from Sherry to Moss and under Moss Road, sized to accomodate the full basin development except the above mentioned 8 acres in which the drainage is figured in an undeveloped state. We will dedicate and build Moss Road opposite Meadowlark Unit I Plat. Dedicate an easement for drainage across our 30 acres at no cost to the Village. Clean and build a swail or the existing swail across our 30 acres, to solve the present drainage problems at no cost to the Village. Since the swan will be dry except in flood conditions, we will mow and clean it when necessary. We will accept all the Villages drainage without any cost to the Village. Page 2 Village Council April 17, 1972 • STAGE 4 2 When development starts on our 30 acre parcel, we will then pipe the swail from Edgemon Avenue to Moss Road. We will fill up and level all open ditches and swail and dedicate a drainage right of way for the pipes. fn consideration for this, we request the following from the Village of North Orlando: a. ) Approval of Meadowlark Unit I Plat including offsite drainage. b. ) Agreement to pipe the 30 acres when it is developed. c. ) Waiver of the 5% recreation requirements in the subdivision reg- ulations on the 30 acre parcel because of our expenditures on the Village's behalf and the close proximity to the existing 14 acre parcel. d. ) Zoning changed from RIA to R3 and CI as requested to the Village Zoning Board on our 30 acre parcel. e.) Exchange for the land where the present ditch right of way is located for the new drainage easement taking its place, tang ^ p a 'e, This drainage proposal in our opinion solves the present Northside drainage problem and dedicates new drainage and road easements to the Village and the Revenue generated from these developments will help the Village grow. These will he accomplished with no expenditures of money from the Village and more importantly, eliminate all existing open drainage ditches.
