Subject: Performance Reviews
Because I agree with sections of City Manager Rating presented by
both Councilman Arnold and Councilman Trencher, I would like to
present this input.
I feel that performance reviews are important not only for the City
Manager but every city employee. The City Manager should do the
reviews on department heads and department heads on the ones under
them.
When to do them: I feel that all employees should be reviewed on
a yearly basis. The first year they should be done at the first
6 weeks, then 6 months, then at a year.
Why: Though people don't like to think about it, I think if an
employee is not doing their job he should be terminated and re-
placed. If they are doing a good job they should be rewarded with
a raise. I disagree with automatic yearly raises; that is one of
the reasons for a review. The other is to help the employee with
problem areas, and give them a chance to review themselves and
discuss this openly both ways.
How: City Manager Review.
Thirty days prior to the review he should be given a self-rating
sheet by scales on each item including what he feels is a fair
salary based on his performance. At the same time the Council
should review him on a long form similar to page 2 of Trencher's
memo; Including each of his categories and Mr. Arnold's and Mrs.
Boyd's, also areas of personal appearance, punctuality and job
attitudes. I like Mr. Trencher's Performance Criteria. Also by
each item there should be room for comment.
1£he deserves aiincrease it should be given according to his merit.
I think Mr. Trencher's Guidelines for increases are too hiyt, but
I feel that each should reflect performance.
I would like to help draft review forms for the rest of the
