Dear Mayor Torcaso:
The Orlando-Orange County Expressway Authority has submitted
to the State Department of Environmental Regulation (DER)
and the Army Corps of Engineers (COE) an application for a
permit to construct the northeast extension of the East-West
Expressway from SR-50 north to an intersection with SR-426
in Seminole County. I would sincerely appreciate you
personally sending a letter in support of the proposed
project to the DER and copying the Corps of Engineers.
Their addresses are listed below. The reasons the Authority
selected the proposed alignment are summarized below for
your information. I would appreciate you addressing your
support for these items in your letter .
1. Environmental Impacts - On the proposed alignment the
Authority has prepared a wetlands mitigation plan that
will result in a net improvement in the value of the
altered wetland areas.
2. Transportation Impacts - This section of roadway is an
integral segment in a proposed beltway around the
Orlando Metropolitan area. It will substantially
relieve congestion on already overburdened roadways,
such as SR-436, SR-551, SR-434 and Dean Road.
Consequently, it will also improve the safety and
convenience of north-south travel regardless of which
facilities the motorist desires to use, i .e. , expressway
or existing roadways .
3. Economics - This segment of expressway is within the
bonding capacity of the Expressway Authority if
constructed within the immediate future. With yearly
escalations in construction and right-of-way costs, it
is imperative that the road be constructed at today's
dollars and at a time when it is needed - NOW.

4. Support - The project has been approved by the
Metropolitan Planning Organization as part of the long
range plan and the Orange County Commission has endorsed
this project as part of the adopted Growth Management
Policy. Both the Orange and Seminole County Commissions
have endorsed and approved by resolution the proposed
beltway of which this segment is an integral part.
We all firmly believe this expressway extension will greatly
expedite the flow of traffic in this already congested
corridor . Your support via letter, as mentioned above,
would go a long way toward making this project a reality.
Also, I would appreciate you contacting any of your associ-
ates who may also be willing to write to the DER in support
of this project.

Dear Ms. Tschninkel:
As Mayor of the City of Winter Springs I wholeheartedly support
the proposed project of the Orlando-Orange County Expressway Authority
