Reference: Review of Meadowlark Unit I Subdivision Plans

Dear Mayor Brown:
The following letter is intended as an interim review of the plans
submitted to me to date in connection with Meadowlark Subdivision,
Unit I . The reason I am using the term interim is that while this
review will cover most of the matters in connection with the sub-
division, the matter of the through drainage that is proposed to
go along State Road 419, as well as the holding pond and other
related drainage matters , has not been submitted to me in detail so
that I can review it . Therefore, this review pertains only to
other matters that have been previously submitted to me for review.
The developers have specifically requested that I reply concerning
this portion of the work that has previously been submitted so that
if there are matters that need to be taken care of, they can do so
in the intervening time prior to submission of detailed plans
concerning the drainage matter that will have to be subsequently
reviewed and approved.
1 . On the water system, I would recommend that the dead end water
main that is shown on the west side of Sherry be tied into the
8" water main on Heron Avenue somewhere in the northern portion
of the subdivision. Also, 1 would recommend tying this dead end
water main on across into the water system in North Orlando
Townsite, Fourth Addition, toward the north end of this system .
If these recommendations are followed, this would eliminate the
dead end, and tie the Meadowlark proposed water system into the
North Orlando Townsite, Fourth Addition, water system at the
north end. Presently, there is no connection proposed between
the two water systems , except at State Road 434, where they are
both served by the existing 6" line along 434. I recommend
this change to both the developer and the utility company,
because it will strengthen both of the water systems in both
subdivisions , and eliminate the dead end main now shown along
Sherry.

2. All water and sewer lines, as well as drainage pipes not
located in public street right of ways , should be located in
dedicated easements shown on the plat and the engineering
plans, of minimum width of 15 feet . The engineering plans
and the plat are not consistent in the width of the drainage
easement , the plat showing ten feet for some water and sewer
easements, and the engineering plans showing 12 feet . All of
the cases should show 15 feet minimum.
3. Because a portion of Moss Road is being paved in connection with
the Meadowlark Subdivision, utility and other lines that are
going to be subsequently needed in connection with the develop-
ment of adjacent lands to the west should be laid down at this
time, so that no tearing up of the new pavement will be required
at a future date, or the cost of boring and jacking can be
eliminated. It would appear that the water and sewer service
lines probably should be extended at least out from under the
pavement , so that the lots or property on the west side
of Moss Road can be subsequently served. Also, some considera-
tion should be given to the extension of the main water main
located on the east side of Moss Road, north to approximately
the right of way of State Road 419 , and a pipe laid across
Moss Road to facilitate future extensions . These are not
requirements of the subdivision ordinance, but I would like to
point them out for the consideration of the developer, and the
utility company, in order to avoid any construction that might
damage the road subsequent to its construction, or to avoid
unusual future costs, such as boring and jacking under the road.
4. The paving and drainage plans are satisfactory, subject to
review of the main drainage system along 419, and from the upland
area, and any coordination or change necessitated by the through
drainage system.
5. All parts of street right of ways , drainage easements, etc . ,
which are not to be sodded or seeded by the home builders are
to be grassed and mulched to Department of Transportation
standards , and maintained by the developer until a satisfactory
stand of grass acceptable to the City has been obtained. Any
washouts, regrading, re-seeding, and grassing work, and other
erosion control work required will be performed until the system
is acceptable for maintenance by the City . Sod shall be utilized
around drainage structures , and other selected points susceptible
to erosion, as may be determined in the field by the City.

6 . The 8" water main shown extending from this subdivision back
to the water plant, by North Orlando Utilities, is considered
a part of these subdivision plans , and it or a suitable sub-
stitute is necessary in order to provide the line capacity to
this subdivision.
7. My letter dated January 25, 1972, concerning the capacity of
the existing water plant, is also considered a condition of the
review of these plans .
8 . Information concerning construction materials, construction
methods, testin e..t__,_ that is often covered by job specifica-
-lions, have not been submitted to me along with these plans .
I assume that these matters are all covered by the specifica-
tions or other contract documents prepared for this work, and
that they can be furnished in order to complete our file and
review.
9 . The City should be furnished copies of all soil cement , labora-
tory design mixes, field tests , and supervision in connection
with the construction of the soil cement street base. This
work should be performed by a testing laboratory, subject to
approval by the City, and the reports and tests should be
submitted for review and approval by the City during construction
of the project .
10. Copies of the Division of Health and Rehabilitative Services '
permits to construct these facilities should be furnished to
the City for their review and file. '-This subdivision should
not be approved by the City in final form untit—ttre--ma-trer of
the area drainage problem has been submitted to the City in
-final form, and reviewed and approved as to detail .
This review is intended only to cover engineering matters, and is
not intended to cover planning, surveying, administrative, or legal
matters .

This memo is confirmation of my phone call to Mrs .
Norton on May 1 .
Our review has been made from the engineering stand-
point and does not cover administrative, policy, legal , planning,
or surveying matters .
We have reviewed the engineering information sub-
mitted to us and find that it is satisfactory, subject to minor
revisions or conditions listed below which have been discussed
with the developer ' s engineer or the developer and agreed upon,
or were listed in my previous correspondence on this subdivision:
1 . The proposed swalle�upstream of the subdivision
across undeveloped land is 'Co be relocated further into the
interior of the 30 acre tract to make it more remote from
existing or proposed development , road and pedestrian traffic.
2 . The land on the sides of the swale across this
upstream undeveloped land is to be lowered or graded down
away from the swale as required in the field in order to insure
that the swale actually is a very shallow depth drainage con-
veyance at all locations .
3 . Grass all road right of ways and drainage easements ,
and provide seeding, sodding, or paving, for erosion control
purposes around drainage structures as previously discussed in
my letter of February 7 , 1972 .

4 . At the appropriate time, the City is to be
furnished copies offield_testing and controls as covered
by item 9 in my letter of February- 7 , 1972 .
5 . Erosion protection paving and energy dissipating
structures are to be provided at the discharge of the 54"
pipe along Wade Street where it discharges to the ditch.
In addition, the Council needs to resolve the
policy matter of the swale across the upstream undeveloped
land as well as the easement matter on the drainage outlet down-
stream from Wade Street. In addition, we have previously dis-
cussed the limited capacity of the water and sewage treatment
plant facilities , the need for upgrading these facilities, and
establishment of a firm timetable for having improved facilities ,
as well as the need for the developer and the utility company
to reach agreement so that service is assured an_. - Rte pproval
of the water and sewage aspects of the project by the State
' of Florida is rece-i.ved-and in the City ' s possession prior to the
City allowing construction to proceed.

We have reviewed the plats on these subdivisions as
far as engineering goes , which is mainly a matter of provision
of the easements needed to accommodate the streets , drainage ,
and utilities . We have not reviewed the plats as far as survey-
ing content goes as we are not surveyors . We noted that two
drainage easements_ were missing on the plats to_
'drainage - - ide lot g pipes that crossed Throughlots alongside lot lines .
We also noted that-the note on the plats giving -the width of
rear easements needed modification from 7 ' to 7 172 ' . We convey-
ed both of these minor corrections to Nolan Reed on or about
May 1 , and also called Mary Norton on the subject . We have
not received revised plats showing the addition of the required
easements . If the City wants a final written O.K. from us on
the subject prior to approving it , it will be necessary for the
developer to resubmit the drawings that needed correction so
that we may still certify them to you.
As of May 4th we have not received revised plats .

AREA) OF SHEOAH
I have reviewed the plans submitted to me by Dawkins and
Associates regarding the paving , grading , drainage, water and
sewer facilities in Site A, (Garden Apartment Area) of Sheoah.
I recommend approval of these plans subject to the following
conditions :
1 . All the facilities shown on these plans are outside
of the right of ways of Sheoah Boulevard and Longwood-Wagner Road
(State Road No . 434) . These facilities are apartments that will
be in private ownership and maintained by others . The City will
have no maintenance responsibility in connection with the paving ,
grading , drainage , water and sewer facilities shown on these plans
and located outside of the road right of way.
2 . The fire protection system shown as indicated by the
8" water line and hydrants on the north side of 434 and east side
of 434 does not appear to be totally adequate . The fire hydrants appear
to be located too far from some of the buildings . In addition, I
request certification from the designing engineer or calculations
indicating that the 8" water main and all fire hydrants serving the
apartment area will be adequate to provide the following fire flows
in addition to maximum domestic requirements at a residual pressure
not less than 20 psi ; single family residential areas 500 gpm;
commercial areas , school sites and other institutional sites , 1250
gpm; apartment and patio homes areas 1000 gpm. The maximum distance from
a fire hydrant to building shall be 500 ' and 250 ' in commercial ,
school , or other institutional areas , and 350 ' in apartment and patio
home areas . The subdivision regulations in Ordinance 50 are definite on
all of these points except for residential areas other than single

with fire hoses and to providing some internal fire protection
within the apartment areas especially if the sites become of

My comments on the water system are included in

than indicated in that letter and subject to the conditions
and changes indicated therein, the water system appears to
be satisfactory.
The sewage plans for the sewers along Sheoah
Boulevard appeared to be satisfactory and I have no comment
except recommend approval .

Dear Mayor Brown:
I have reviewed the revised plans for water distribution
facilities , and calculations furnished to me by Kuhrt 0 Associates
in their letter of July 17 , 1972 . These plans and calculations are
based on the construction of a future water plant on the north
portion of Sheoah Boulevard, and the furnishing of flows from this
plant to the distribution facilities for domestic purpose; , as
well a fire Flow . The fire flaw , utilized in the: e calculations
u
are I. , 000 };allure ; pcc minute in apartment areas , 500 gallons per
minute in single family residential areas , and S00 gallons per
minute in patio home areas . It should be noted that these fire
flows are calculated as being provided in addition to concurrent
maximum domestic uses of water. Fire hydrants are planned as
being spaced along Sheoah Boulevard at 750 foot intervals , with
the hydrants being alternated from one side of the boulevard to
the other . The calculations indicate that the distribution system
will provide water for maximum domestic purposes , and additionally,
provide 1 , 000 gallons per minute at 27 psi to the fire hydrant at
Sheoah Boulevard and State Road 434 . While not in strict accordance
with all of the points listed in my revised letter of June 23 , ;.972 ,
on the subject, 1 am satisfied that the system described in
Kulirt F, Associates ' letter dated July 17 , and their attached
calculation, is close eaou;;Ii to the standards L specified and that
it will provide satisfactory fire protection.
Therefore , I recommend approval of the water distribution plans
for lines along Sheoah Boulevard, and for the plans for Site A
(garden apartment area) of Sheoah prepared by Dawkins aria Associates .
It should be noted that it is planned to serve this area with water
and sewer plants that do not presently exist , and that the existing
utility plants are inadequate to provide service to the subject areas .

Dear Russ :
Enclosed is a copy of my letter to Mayor Brown recommending
approval of the water lines on Sheoah Boulevard, and of
Dawkins ' Site A plans . The letter also recommends that the
City not approve additional development in this area until
the utility company demonstrates considerable further progress
toward the actual construction of the utility plants needed to
service this area.
Your letter of July 17 , 1972 , indicates that you have revised
the water line plans along Sheoah Boulevard to provide hydrants
at 750 feet, and to alternate the hydrants from side to side .
You sent me the calculations and a drawing that shows the design
flows to the various areas , but did not include a copy of the
actual plans for the revised water line facilities , and I would
appreciate it if you would please forward one set of these plans
to me to keep our file current .

Enclosed is a copy of a letter that I wrote recommending
approval of Unit A of Sheoah to the City of Winter Springs .
In the same letter, you will note that I also recommended
that no further development be approved until a master plan
is furnished to the City, and considerable further progress
mace toward the actual construction of the water and sewage
plants necessary to serve the subject area.
I have verbally, by telephone , given you some initial comments
or questions that I had concerning your plans for Unit B of
Sheoah; however, until further progress is made concerning the
utility plants planned to serve this area, I will not be able
to recommend approval of your Unit B plans . However, I will be
glad to work out any details necessary so that when satisfactory
progress has been demonstrated on the utility plants , that I
can recommend approval without further delay. Of course , if the
City does not follow my recommendations , and indicates that it
is not necessary to wait for progress on the utility plants , we
will naturally proceed with the processing of your plans for
Unit B.
