Dear Mayor Brown:
Today, Seminole County is growing at a rate faster
than most areas in the United States. Our county has a most
marvelous opportunity presented to it. This is a county where
growth will certainly occur but it can be guided and planned
in such a way as to maintain the lovely and gracious way of
living that Seminole County has known and can still continue
to know.
I believe that definitive guidelines prior to
annexing property should be considered and adopted by your
city. I believe that certain goals must be set and that prior
to annexation of any property those goals must be adopted.
To this end I ask you and the Winter Springs City
Council to decline any annexation petition or zoning changes
execpt those of a non-substantial degree until reasonable,
adequate and proper guidelines can be set forth.
I would like to have the opportunity of presenting
myself and those guidelines to your Council . I would appre-
ciate being placed upon your agenda at your earliest convenience.

As owners of Lot 23, Block M, North
Orlando Ranches, on Williams Road, my husband and
I would like to make a request for the grading of
this road due to the fact that construction on our
new home is scheduled to begin very shortly. The
road's present condition will create difficulties
for trucks carrying building materials to gain access
to our lot.
As an employee of the City of Casselberry,
I am well aware that more heavily traveled roads
receive top priority, but I would certainly appreciate
any assistance possible as we are most anxious to
get our new home built and become citizens of Winter
Springs .

Dear Councilman Rowell:
My name is Reid Thomas, and as you may recall, I
was present at your September 11th meeting regarding the
request for grading of Williams Road. It was my feeling
that there was a misunderstanding regarding this request
which perhaps I did not clarify to the best of my ability.
In hearing your attorney, Tom Freeman, speak, it sounded as
if we had made a request for paving or some other drastic
measure . Please let me try to present my case to you by
explaining the sequence of events in this matter.
Approximately one year ago, my wife and I purchased
Lot 23, Block M, North Orlando Ranchlands , on Williams Road,
from realtor Cliff Jordan. Before we purchased the land,
though, we received a letter through the realtor from Mayor
Brown stating that a building permit for a home would be
issued on this lot providing the conditions of the Zoning
and Subdivision Ordinances were complied with. For several
years we had been saving to build a nice home in an area where
we would have plenty of room, and in the last couple of months
we reached a point where we were able to begin.
On August 25th my wife sent a letter to Mayor
Brown requesting this grading because construction was scheduled
to begin, and we were aware that the trucks would probably
have difficulty in the heavy sand. In fact, my wife talked
to the City Clerk the very day the building permit was being
prepared. Apparently no action was taken at this time, and we
simply hoped for the best. Unfortunately, it took only a
week or so before trucks started to become stuck. On the
8th and 9th of September we were at the site when a truck
became stuck both times and the men spent more time digging

out of the sand than they did working on the house. This
prompted us to pursue the matter further, and my wife talked
to Mayor Brown the morning of the 11th, thus leading up to
the meeting . From her talks with the Mayor and the September
11th meeting, it is beginning to look as if the City does not
feel any responsibility for the maintenance of this road. I
realize we were told it would be looked into, and we can only
hope the results will be more promising than the forecast.
You may say that we knew it was a dirt road when
we bought the lot, and this is true. We didnt expect it
to be paved anytime soon. But in the year that we owned the
lot, we drove out there many times and were able to travel
on the road by avoiding the sandy areas . We never expected
it to be maintained at this time because there was no one
living on it, and it was not necessary for the City to expend
the funds. But if you have been out there , you will note
that the road just before ours , Morton Lane, which has two
houses on it, and most of the other roads in the Ranchlands ,
have been stabilized to some extent making them completely
accessible , and it never occured to us that there would be
any problem in having Williams Road treated in the same manner
once people started building on it. If this was not to be
the case , the City should never have issued a building permit,
for if the road is not to be maintained, we will be unable to
receive any other services such as garbage, delivery, emergency
vehicles , etc. We are not asking for special treatment, or
as your attorney implied, better service than existing residents ,
and neither do we believe we should be penalized for building
"out in the middle of the woods" as Mr. Freeman calls it (which
is not a true picture) . All we are asking is access to our
home.
You can see what a position this puts us in as
young people building a home because all you gentlemen are
aware of the high cost of construction. To expect us to haul
in clay and hire contractors to stabilize a dedicated city
road is out of the question, and since we have already begun
construction, we must have a solution to this pressing problem.
Please be good enough to consider this letter when
you have your other facts and figures together in order to
have a complete picture of this situation so you may render
a fair decision. We would also appreciate notification if
it is to be discussed further at a meeting.
