Taking ycur letter item by item, my comments are as follows: 1. The 18" pipe under Ness Road on the south side of S.R. 434 is filled with sand and does not serve any useful purpose at this time. There is no drainage from the nest. Future develorment of commercial sites on both sides of this intersection will include provision for draining this area. It should also be noted that approval of this construction has been received from the Florida State Department of Transportation. 2. The 64' of 30" pipe at station 5 on Noss Road is being installed at this . time to provide for future drainage of the commercial areas on the east side of.Moss Road at S.R. 434. 3. Our plans have been revised to include the construction of an inlet on the east side of Moss Road at I:oibardi Road. A revised copy of the revised drawing is included with this letter. 4. In reviewing the existing 36" x 58" culvert under Moss Road, I sea no problems. The existing pipe is installed at a 1.68% grade and could conceivably carry approximately 200 cfs. Anticipated flow from the existing development and our proposed development is approximately 130 cfs. • 1114CP‘ July 29, 19.n. Page 2 • 5. Development of Gee Creek through the property is being given prime consideration. As soon as additional study information is available, it will be forwarded to your office as a pert of the master planning effort. • 6. The divided entrance at S.R. 434 was made wider in keeping with the plans to e.i.aulop this area oJ a commercial center. 7. As per our conversation today, the stabilization will be to 75 psi. Instructions to this effect will be forwarded to the Contractor inmediataly. 8. The matter of cosecants to the north has been referred to the norida Land Company for appropriate action. 9. Two additional fire hydrants have been added to the project. A revived ccpy of the water design is included with this letter. I believe this pretty much covers the items of your letter and the discussion we ho this morning at your office. If any addittonel information is neced, please lot mo know. S. T. P. Job #180. 00 Dear Mayor Brown: Paul Porter of Clark, Dietz & Associates has sent me a copy of the plans for a pro- posed 1 M. G. D. sanitary sewer plant to be constructed in the east side of the City. As I understand, this plant is to provide future sewage treatment to the area of Winter Springs Subdivision. AtDresent I have not received any plans of areas to be serviced with sewers; however Mr. Porter stated that plans were to be sent later. Therefore, I have reviewed the plans for the sewage treatment plant, in order to fam- ilarize myself with the capacity to serve these proposed future developments. Mr. Porter stated in his letter, that the sewage treatment plant plans have been approved by the Seminole County Pollution Control Department and the East Central Florida Regional Planning Council and they have been forwarded to the State Department of Pollution Control for approval and necessary construction permits. As was stated earlier, the developers propose to construct a 1 M. G. D. Contact Stabi- lization Sewage Treatment Plant and plan to dispose of the treated effluent by spray irrigation on a golf course. They, also propose to construct holding ponds of sufficient capacity to hold three days supply of the treated effluent. The total'plant facility pro- vides for ample disposal of this treated effluent through evaporation and transpit•ation in the ponds and by irrigation for a 120 acre golf course. The areas of effluent disposal are considerably more than the minimum standards presently required by the State of • Florida. The proposed sewage treatment plant is a good plant using a modern treatment process. It appears that the plant will be operated in the beginning using a modified treatment process (extended aerations) from that proposed at maximum capacity with several changes during the growth period. Because a flow meter is planned and in order to monitor the operation of the facility it may be advisable for the city to request copies of the monthly operation reports to the state or at least the daily flows of sewage treated by this plant. The engineers have stated, on the plans, that the treatment facility will provide service for at least 8000 people, which could serve more (depending upon the flows per capita. ) With these periodic `flow reports we could monitor the effectiveness and the eventual total capacity of the sewage treatment plant, as future developments are submitted for approval. This sewage treatment plant appears to be a substantial plant and I can see no reason from an engineering view point not to approve it. Although, at this time the city has no real basis to review and approve this type of facility we need to have plans and be aware of the operation and treatment capabilities, in order to review future developments. G. D. sewage treatment plant that Bill Goodman plans to con- struct in the east side of Winter Springs. The permit number is DC-72301 and stipulates that the construction is to be completed by December 1, 1972, and will expire on June 1, 1973. By June I, 1973, the owner will have to apply for a permit to operate this sewage treatment plant. The permit to operate will be issued by the Department of Pollution Control based on operational reports to that date. This permit was issued subject to certain conditions, which include that no run-off from the spray irrigation system area (the golf course) be allowed to any surface waters. We have no plans for the disposal area; however the City Building Official could best check this matter out by visiting the golf course site. The County Pollu- tion Control officer will undoubtably be checking on this also and if the city had any question about this matter he could help. However, it appears that the owner has obtained the necessary state permits and I would recommend that the city grant him a permit to construct the sewage treatment plant. Dear Mayor Brown, By direction of the Governor of the State of Fla. , The on Rubin Askew, all activities of the Division of Health th and Rehabilitative Ser- vices concerning septic tank and sanitary landfill and inspections was transferred to the Department of Pollution Control . The Department of Pollution Control has entered into a contract with the Board of County Commissioners of Seminole County, effective July 24, 1972, to assume the responsibility for all septic tank and sanitary land- fill permitting and inspections. This responsibility has been delegated, by the board of County Commissioners to this department. From the date of receipt of this letter, all such permits must be issued from this office. Further, and I know that this will be an incon- venience to each of you, and for this I apologize, I will need a list of all septic tank permits issued by each municipality after July 21, 1972, to include the name of the owner, the date of issuance, and the legal lo- cation of the property. Pursuant to the new regulations and contract, all applications for permits will be made through the County Building Depart- .7 lent. The fee for this will be $7.90 per septic Tank. All plans must he approved by this office. This change is going to create a great deal of confusion among build- ers and developers until all such persons become familiar with the changes. New regulations in Chapt. 10D-6, are complicated and limit the issuance of such permits.
