REQUEST:
The Community Development Department is advising the City Commission of the status of
various development proj ects within the City.
SYNOPSIS:
The following is a list of development projects that are: 1)proposed, 2) active, 3) inactive or
4) currently under construction within the City of Winter Springs. Items which are listed
below that have progressed since the last update are shown in bold type. Items which have
not and do not appear likely to progress further in the review cycle are periodically removed
from this agenda item.
A list of Economic Development activities Staff is currently undertaking has been provided
at the end of this report.
CONSIDERATIONS:
Proposed development projects
The following is a list of proposed development projects which have received some review
and comments from City Staff. These projects have not been formally submitted for review,
but are only in preliminary discussion stages. At such time as these projects are submitted
for formal review, they will be included on the list of active development projects. If there
has been no activity for an extended period of time, the project will be removed from this
agenda item.

Lakeside Assisted Living Facilitv (ALF�- On January 29, 2015, staff inet with the potential
developer of a 132 bed ALF with a memory care component and 72 unit independent living
facility that is separate from the ALF. The property is located on the northwest corner of the
intersection of Sara Nicole Lane and SR 434, adjacent to the Laurel Oaks apartment
complex. The property is zoned G1. The developer indicated to staff they would be
revising preliminary plans in the near future for a second meeting. The applicant's
representative indicated to Staff that a submittal of Final Engineering Plans and an
Aesthetic Review will be submitted in the near future.
Active Development Projects
The following is a list of active development projects that are currently in the development
review process. If there has been no activity for an extended period of time, the project will
be included in the list of inactive development projects and, if there is no further activity for
an extended period of time, the project will be removed from this agenda item.
Big Citv Catering - Staff is in receipt of a building permit application for a commercial
alteration for 1120 Orange Avenue. The building is 19,648 square feet in area and is
proposed to be a destination wedding and banquet facility. The commercial alteration will
allow a change of use for the building from a residential to commercial classification. The
property is zoned Town Center T3 (Suburban Zone) and the proposed use (reception
facilities/meeting rooms) is a permitted use. Staff has advised the applicant to contact the
neighboring properties to discuss their proposal. Staff has not yet reviewed any proposed
site plan or parking layout. The applicant has been instructed to send a letter explaining the
proposed project to the neighboring community. A contact letter was sent to eleven
neighboring houses on Orange Avenue on May 6, 2015. To date, staff has nor the applicant
have received any comments concerning the proposed change of use. Staff is currently
reviewing a site plan which proposes a parking layout on the property. Staff is in the
process of finalizing the building permit review and impact fee amounts for this project.
Staff has finalized the building permit review and has issued the permit for this change of
use and additional parking. Construction of the improvements has commenced.
Cross Seminole Trail- The Cross Seminole Trail has a missing link from Layer Elementary
to the west end of Old Sanford/Oviedo Road. Seminole County's planned connection will
continue from the current terminus at Layer northerly adj acent to SR 419. It will then turn
under the power easement in unimproved City right-of-way, cross the CSX railroad tracks
and then connect to the existing trail end in the poser easement. Additional property along
SR 419 and Layer Elementary is being donated by Bart Phillips to complete this section of
the trail corridor that is needed. The trail/railroad crossing agreement between Seminole
County and the CSX was finally approved on September 23, 2014 and funds for the
construction of the crossing have been remitted to CSX. The State can now certify that a
viable corridor exists which will allow the appraisals for the donated land to proceed. Once
approved by the Governor and Cabinet in the second quarter of 2015, the real estate
closings should occur in mid 2015. Seminole County has the trail construction plans
complete and they plan on proceeding with construction shortly after the land conveyances
are completed.
Dunkin Donuts - The building plans have been submitted and staff anticipates a pre-
construction meeting in the near future. The building permit is ready to be issued pending

the applicant providing a final proj ect cost valuation to the City. A pre-construction meeting
will be held in the near future. Construction of the project will commence soon thereafter. A
pre-construction meeting was held on March 26, 2015. It is staff s understanding the sale of
the property closed during the week of April 20, 2015. The DA is in the process of being
recorded. The building permit is ready for issuance and has not yet been obtained by the
applicant. Construction on the site work has begun. Building construction is ongoing.
ICI - Staff has recently processed an application for a rezoning to PUD (Planned Unit
Development), PUD Master Plan, and Development Agreement for the ICI property. The
property is located on the north side of SR 434, across from the Creeks Run subdivision.
The application details the construction of 360 apartments, 20 carriage houses, and 10 acres
of commercial along the SR 434 frontage of the property. Pursuant to the Code of
Ordinances, a community meeting is required to be held prior to this item being presented to
the City Commission for approval. A tentative date of May 19, 2015 at 6pm has been set for
the community meeting. The community meeting was held in the City Commission
chambers on May 19, 2015. An estimated 8-10 members of the community were in
attendance. There were a few questions about the subject proposal but most of the
questions were about the development of the GID. This project has been placed on an
indefinite hold status as staff and the City Attorney work on the development
agreement.
Ma�nolia Park— The construction of the Magnolia Park Amphitheater is tied to the Cross
Seminole Trail property conveyances timeline with real estate closings anticipated to be
completed by mid 2015. The City plans on purchasing from the State approximately 0.44
acres of trail right-of-way adjacent to the City property. This adjacent trail right-of-way is
needed because the amphitheater building encroaches into the State's trail right-of-way.
The encroachment will allow maximum utilization of this facility given the constraints of
the site. Staff presented updated cost estimates to the City Commission at their March 23,
2015 meeting and they were directed to identify potential cost saving opportunities for the
Commission to consider that could brings the project within budget. Construction is
anticipated to begin in early 2016 with completion in the summer of 2016. Meetings are
ongoing with the architect to identify potential cost saving revisions to the design.
Staff s last meeting with the architect was June 1, 2015. Staff is currently reviewing a
new cost estimate that was provided on June 12, 2015.
Northern Oaks - Staff is in receipt of an application for annexation, rezoning, large-scale
future land use amendment and Preliminary Subdivision Plan (PSP) for a 18.67 acre parcel
of land located on the north side of SR 434, approximately 1,000-feet east of SR 417. The
applicant is proposing to rezone the property to R-1 (One-family dwelling district) and
designate of future land use of Low Density Residential in order to develop a 49 unit single-
family residential subdivision on the property. On January 7, 2015, the Planning & Zoning
Board considered the annexation, rezoning and future land use amendments on the property
and recommended approval. The annexation, rezoning, and future land use was presented to
the City Commission at the January 26, 2015 meeting and was approved for transmittal to
the Department of Economic Opportunity. This item will come back before the City
Commission in April 2015. The PSP will be presented at a later date. Staff continues to
work with the developer to formulate the make up of the proposed residential subdivision.
Staff inet with the applicant on May 28, 2015 to discuss flood plain encroachment, access
location off SR 434, and other items related to the final site layout. The applicant has
requested three waivers that staff is currently reviewing. Staff inet with the applicant and
FDOT on June 15, 2015 to discuss the project entrance location. Staff has several waiver

requests under consideration. These requests are for a reduction in the right-of-way width, a
rear setback reduction, and encroachment into the floodplain. To date, staff does not have
sufficient justification to recommend approval of these waivers. Once a final cul-de-sac
length is known (based upon the entrance location) staff can move forward on a waiver for
the cul-de-sac length, is warranted. Second reading and adoption of the annexation,
rezoning, and future land use amendment must be brought to the City Commission before
September 4, 2015 in order to comply with State Law. On July 14 2015, staff met with the
applicant's representative. At this meeting, the representative indicated to staff the
federal Environmental Protection Agency (EPA) indicated they would permit no
construction in the northern quarter of the site due to potential detrimental effects on
Lake Jesup construction in this area may cause. The representative indicated to staff
that the federal EPA's requirements will require a total redesign of the proposed
development site, and may cause the project not to be developed. Further updates will
be provided at such time as more information is made available.
Nursery Road Warehouse, Phase III- The applicant is requesting approval of a Final
Engineering Plan and Aesthetic Review for a 12,000 square warehouse building within the
Nursery Road warehouse complex, which received Final Engineering Plan approval in
2004. The subject property is approximately 6.6 acres in size and is zoned C-2 (General
Commercial). The warehouse building will be constructed over the existing retention pond
located on the rear (eastern) portion of the subject property. In addition, the applicant is
requesting Aesthetic Review approval for the proposed building. The City Commission
approved Aesthetic Review plans for Building three in 2004, for Building five in 2005 and
for Buildings one and four in 2006. The architectural elevations proposed for this building
are consistent with the previously approved architectural elevations. On March 4, 2015, the
Planning & Zoning Board unanimously approved the Final Engineering Plan and Aesthetic
Review for a recommendation of approval to the City Commission. These items, in addition
to an amendment to a Development Agreement which governs development of the property
will be presented to the City Commission on March 23, 2015 for final approval. The City
Commission approved the Final Engineering Plan, Aesthetic Review and Modification to
the Development Agreement on March 23, 2015. Building plans are anticipated to be
submitted in the near future. A pre-construction meeting was held on May 12, 2015. It is
anticipated that building permits will be obtained in the near future.
Plante Propertv (Tuskawilla Crossings) - The development site is located on the east side
of Tuscawilla Road, south of SR 434. The project consists of a mixture of 450 bungalow
and estate lots with a commercial component. The applicant is in the process of preparing a
right-of-way master plan to facilitate the vacation of any unused paper roadway easements
on the southern portion of the property. The developer has requested a 90-day extension of
the Annexation Agreement. The Agreement will expire on May 17, 2015 and the closing
on the subject property is currently set for May 21, 2015. This extension request will be
considered by the City Commission at their April 27, 2015 meeting. The City Commission
approved the extension request at the Apri127, 2015 meeting. Staff inet with representatives
of the homebuilder, Standard Pacific Homes, on May 18, 2015 to discuss various
development scenarios and proposed changes to the site plan. The proposed changes seem
to further the goals of the schematic master plan and the annexation agreement as presented
to the City Commission. Standard Pacific has closed on the property and will be meeting
with staff in the near future to discuss the vacation of old rights-of-way currently in place on
the property. Staff is working with the applicant on final "tweaks" to the site design.
Standard Pacific Homes recently purchased the former Life Community Church
located on the east side of Tuscawilla Road, north of Indian Trails Middle School.

They have submitted an application for a small-scale future land use amendment to
redesignate the property from Public/Semi-Public to Low Density Residential to build
single-family homes and an entrance into the project on the property. It is anticipated
this request will be presented to the Planning & Zoning Board in August. Staff is also
working with the applicant of this project as well as the Winter Springs Retirement
Residence project to resolve the final layout for the parcel adjacent to the Cross
Seminole Trail bridge.
Pollack Shores Apartments - The project is located on the northeast corner of the
intersection of SR 434 and Michael Blake Boulevard in the Town Center. Staff is currently
working with the applicant on the final location and layout of the proj ect. The Concept Plan
and associated Development Agreement is scheduled to be presented to the City
Commission on February 9, 2015. On February 9, 2015 the City Commission approved the
Concept Plan and Developer's Agreement stipulating a maximum of 300 units. Final
Engineering Plans and Aesthetic Review drawings will be submitted in the near
future. Staff has a meeting with the developer on April 23, 2015 to consider the first
version of the final engineering plans. Staff inet with the developer on April 23, 2015 to
discuss issues related to the final design of the project. A revised site plan has been
submitted and is currently under review by staff. Staff inet with the applicant on June
30, 2015 to discuss the final site layout and to work out the details of a surface parking
lot along the eastern edge of Tuskawilla Road as discussed with the City Commission
at their February 9, 2015 meeting. The applicant is working toward final engineering
documents.
Southern Oaks (Weaver/Toledo properties� The project is located on the west side of
DeLeon Street, north of SR 434. Of the 95 total units, 52 are located in Winter Springs,
and 43 are located in Oviedo. Final Engineering Plans for the Winter Springs portion of the
development are currently under review. Staff will be setting a meeting date in the near
future to look at the initial submittals for the aesthetic review and development agreement.
The aesthetic review and final engineering plans were presented to the Planning and Zoning
Board on June 10, 2015 and received a recommendation of approval. The aesthetic review,
final engineering plans, and the Development Agreement will be presented to the City
Commission for their consideration at their June 22, 2015 meeting. The Final Engineering
Plans, Aesthetic Review and Development Agreement were approved at the June 23,
2015 City Commission meeting.
Town Center Phase I (previouslV referred to as JDC Calhoun I) — AT&T is currently in
process of a tenant buildout of the unit located at the intersection of SR 434 and Cliff Rose
Drive. Inspections of the proj ect are ongoing.
Town Center Phase II — The final Concept Plan for Pollack Shores is currently being
negotiated. On February 9, 2015 the City Commission approved the Concept Plan and
Developer's Agreement for Pollack Shores. (see update under Pollack Shores
Apartments). Staff inet with representatives of the McDonald's restaurant to look
over a proposal to add a second drive-thru ordering station to the site. This proposal
has been reviewed by staff and comments have been provided to the applicant.
Tuscanv Place- A developer has proposed constructing the remainder of the available units
in the Tuscany Place. Tuscany Place is located within the Tuscawilla PUD. The proposal is
for five townhome buildings containing 45 units. Staff has reviewed the plat and has sent
the review comments to the applicant. A resubmittal addressing staff comments is

anticipated soon. The plat has been approved by the City's surveyor and is scheduled
to come before the City Commission on June 22, 2015. The plat was approved by the City
Commission on June 22, 2015. Building permits for the units are currently under
review and are anticipated to be issued in the near future.
�nter Springs Retirement Residence - The proposal is for a 4-story, 139 suite Assisted
Living Facility (ALF) located on State Road 434 adjacent to the north side of the Cross
Seminole Trail bridge in the Town Center. On January 22, 2015, the developer held a
community meeting in the City Commission chambers to inform neighboring property
owners about the proposed project. Most of the property is within the corporate limits of
Winter Springs. There is a small portion of property that is part of the old railroad right-of-
way that must be annexed into the City. The developer has submitted an annexation,
rezoning, and future land use amendment application for the 1.8 acre parcel located along
the southern portion of the development site. On March 4, 2015, the Planning & Zoning
Board considered the annexation, rezoning, and future land use amendment for
recommendation of approval to the City Commission. First and Second readings of these
items will be considered by the City Commission on March 23, and April 13 2015.
Additionally, the applicant has submitted an application requesting four Special Exceptions
from the Town Center District Code. An informal Conceptual Plan has been submitted for
illustration purposes with the Special Exception requests. These requests are currently under
staff review and are anticipated to be presented to the Planning & Zoning Board and City
Commission in April 2015. On March 4, 2015, the Planning & Zoning Board unanimously
recommended approval of the annexation, rezoning, and future land use amendment to the
City Commission. First and Second readings of these items will be considered by the City
Commission on March 23, and April 13, 2015. First reading of the annexation, rezoning,
and future land use amendment was approved on March 23, 2015. Second reading of the
annexation, rezoning, and future land use amendment is scheduled for the April 13, 2015
City Commission meeting. The annexation, rezoning, and future land use amendment were
approved on April 13, 2015. Four Special Exception requests were presented to the
Planning & Zoning Board on May 6, 2015. These Special Exception requests
were approved by the City Commission at their June 8, 2015 regular meeting.
Submittal of Final Engineering Plans and Aesthetic Review drawings are anticipated
to be submitted in the near future. Staff is working with the applicant and the
applicant on the Tuskawilla Crossings parcel (Plante property) to resolve the final
design concept for the parcel adjacent to the Cross Seminole Trail bridge.
Inactive Development Projects
The following is a list of inactive development projects that are currently in the
development review process. If there has been no activity for an extended period of time,
the project will be removed from this agenda item.

Projects currentlp under construction
The following is a list of projects that are currently under construction. At such time a
Certificate of Occupancy has been issued, the project will be removed from the agenda
item.
The RiZE —The project is located next to City Hall. The foundation has been
completed. Permits for all six of the apartment building segments have been issued and

construction continues. The builder held a "Topping Off" party on July 17, 2015 to
celebrate the completion of the roof on the building.
Jesup's Landin� — This project will consist of 171 townhome in 30 buildings units on 17
acres of land located on the south side of Orange Avenue, behind Winter Springs High
School in the Town Center. To date, seventeen (17) buildings have been permitted, are
under construction, or completed.
Seven Oaks— Upon completion, this project will consist of 138 single-family units
located south of Florida Avenue and north of Shepard Road. A re-plat to address issues with
several lots adjacent to Boat Lake was approved by the City Commission at the January 26,
2015 meeting. To date, 77 units have been permitted, constructed, or completed.
The Greens at Tuscawilla - Upon completion this project will consist of 60 units in 15
buildings located on the south side of Winter Springs Boulevard adjacent to the
Tuscawilla Country Club. To date, twelve (12) buildings have been permitted,
constructed, or completed. The City Commission approved the re-plat for lots 9, 10,
11 and 12 on June 22, 2015. Twelve (12) of the planned fifteen (15) buildings are
complete or under construction.
�ndin�Hollow Offce Buildin�s - This project consists of a total of nine (9) single story
office buildings located on the east and west sides of Winding Hollow Boulevard. Staff
continues to monitor the resolution of the development of these sites, providing
assistance when needed and appropriate. As updates become available on how these
two sites will move forward, staff will provide that information in this update.
Economic Development Activities
(Please be aware that some descriptions will be abbreviated because of confidentiality
agreements)
. Staff continues its efforts to update the property information on eFlorida and with
the Metro Orlando Economic Development Commission.
. Staff will be contacting the owner of a Florida-based restaurant chain who are
looking at additional expansion plans in Central Florida.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
