The Federal Highway Administration will participate on a fifty/fifty basis in both the study phase and improvement implementation phase of the TOPICS program. However, they will not approve the study portion, which is a joint effort between that federal agency and the Department, unless the local governmental agency agrees to participate in a substantial por- tion of the recommended improvements. Frequently this amountaonly to maintaining the implemented improvement. There is no exact formula for the necessary resolution. The document. should state that the Village of North Orlando is interested in participa- ting in the proposed TOPICS study in the Seminole County urban areas and to the extent possible, work with the State in implementing a substantial portion of the recommended improvements. The Department of Transportation is very enthusiastic relative to the TOPICS program and feel that all urban areas will greatly benefit, since fifty percent of all moneys spent on improvements are federal funds, in- cluding improvements on local streets. Drummond Board of County Commissioners Seminole County Courthouse Sanford, Florida , -Dear Mr. Drummond: This is to offer Seminole County the opportunity to participate jointly with the Florida Department of Transportation and the Federal Highway Admin- istration in a traffic operations program to improve the capacity and safety of a major part of the highway and street systems serving your urban areas. The cities of Sanford, Altamonte Springs, Casselberry, Longwood, North Orlan- do and Ovieda are invited to be cosignees of a Memorandum of Agreement to be established between the Florida Department of Transportation and Seminole County that will initiate the proposed traffic study, identified as TOPICS. The TOPICS program will be conducted in two phases. The first phase will be a study to determine the overall traffic operation needs on a pre- defined highway and street network for the area. This study phase will also include a proposed plan of traffic operation improvements, cost estimates of the improvement, and a priority program that could be accomplished within a three to five year period. The second phase of the TOPICS program, the implementing phase, will be initiated by a second Memorandum of Agreement. It will define a local-state federal traffic operations improvement program based on the recommendation of the TOPICS study, including financial agreements. The Florida Department of Transportation, using State-Federal matching funds (50/50) , will finance the study phase of the TOPICS program. The par- ticipating local governmental agencies will make available, without cost to the state, all available data, useful for study purposes.
