PROJECTS/ACTIVITIES OF THE COMMUNITY DEVELOPMENT DIVISION
* Reviewed Preliminary Subdivision Plan for Early Property.
* Met with representative of Joyce Rezoning to discuss their new
proposal. -
* Attended meeting at East Central Florida Regional Planning
Council to discuss, in a roundtable discussion with other
cities in area, the environmental maps ECFRPC produced per the
generation of their "Strategic Regional Policy Plan".
* Attended meeting on Interlocal Agreement on extension of
transit service in the various cities in the county.
y * Memo to General Services Director suggesting a strategy
session on annexation.
* Met with City Manager, General Services Director, Land
Management Specialist on annexation stategy. Developed map of
Annexation Study Area as a result of discussion, and wrote
memo on Annexation Study.
* Completed Comparative Costs of Services (between the City and
the county) section, Prerequisites section, Annexation
Procedures section, Methodology section for Annexation Study
[in progress] .
* Corrected retrieval problem of accessing census data from
computer.
* Prepared City Commission Agenda Item for June 12th meeting on
Comprehensive Plan Amendments/Process to Chapter 15 of City
Code.
* Wrote request for City Attorney opinion on proposed language
on "Comprehensive Plan Amendment Process" in Chapter 15 of the
City Code.
* Sent Planning and Zoning Board suggested changes to draft Land
Development Regulations to Fred Goodrow, Berryman and Henigar.
* Called state reviewing agencies to confirm their possession of
a copy of the City's adopted Comprehensive Plan and amendment
relative to 163 . 3187 (3) F. S. to review proposed amendments.
Sent a copy of to Department of Environmental Protection - did
not have one.
* Wrote memo on responses to Visioning Seminar and response to
associated questionnaire.
* Wrote request for City Attorney opinion on proposed language
on "vested rights" in draft LDRS and current language in Sec.
9-386.12 of the City Code.
* Wrote memos to various city departments for P + Z Board
request for opinion on language in draft LDRs and current
Code.
* Reviewed the revised plans for the Early Subdivision; wrote
memo.
* Attended UCF Institute of Government sponsored Bikeways and
Pedestrian Seminar on May 19th.
* Conferred with Fred Goodrow on preparations for the Visioning
Seminar.
* Attended Saturday, May 20th Visioning Session.
* Conferred with Don Wilson on grant applications for ISTEA
Bikeway and Pedestrian Trails and what Casselberry has done
for their application, Florida Recreation Development
Assistance Program, Land and Water Conservation Fund.
* Attended Orlando Area MPO Technical Advisory Meeting.
* Prepared Planning and Zoning Board June 7th Meeting Packet.
* Reviewed lot split on Jon Hall Property.
* Response to public requests for information.

1. REZONING REQUEST- Joyce request- awaiting resubmittal.
2. ARROWHEAD UNITS 3, 4 AND 5 -No action taken by Commission Awaiting Mikes

3. ELEMENTARY SCHOOL "E" - Awaiting formal submission of engineering plans.
4. EARLEY PROPERTY - Site Plan Review Board met on May 23, 1995. Staff
recommended that the preliminary engineering be approved. The project will be presented to the
Planning and Zoning Board on June 7, 1995, and then on to the Commission.
5. WINTER SPRINGS INDUSTRIAL PARK (Lot 5) - Site Plan Review Board eppioved the
project on May 16, 1995. FINAL REPORT
7. REZONING REQUEST-The Leffler Company made application to rezone approximately
177 acres from Rural Urban to Planned Unit Development(north of SR 434, west of Central
Wmds Park and east of the bus ban). Staff to meet with applicant on June 6, 1995.
8. THE RESERVE AT TUSCAWILLA PHASE 1 (Parcel 80) -Commission accepted, for
maintenance, the water, sewer and a portion of Tuscora Drive extending from the CSX railroad to
the immediate north of the entry to the project on May 22, 1995. FINAL REPORT
9. LEGAL FEE REIMBURSEMENT - Sent six(6)letters for a total reimbursement of
$3,285.00.

WATER FACILITIES
Engineering work continues on New Well #6 for the WTP #2 (Sheoah Blvd) and the
Consumptive Use Permit for the west system. Comments were received from
SJRWMD and a response will be made by mid-June. The DEP should have the
corrosion control permit ready for issue by June 15. Bids were opened for the roof
replacement at WTP #1 with the low bidder being the Watauga Company of
Titusville with a bid of $12,950.00. The work should be completed by late July.

WATER RECLAMATION FACILITIES
Final design is underway for the electrical and emergency power improvements at
the East and West plants. The target bid date is July. Design work began on the
East WRF reclaimed water pump station and storage tank improvements. Bid #95-
007, the digester addition at the East WRF, was awarded to Wharton-Smith in the
amount of$682,000. Seminole Utilities was provided the opportunity to review the
design pursuant to the Futures Agreement and no objections were received. This
means that $500,000 of the monies that would have been paid to the former owner
will now be retained by the City for use towards the digester.
Final design continues on the 12' reclaimed water distribution main on Third
St./Moss Road/Bahama Road. Final review prints were received, marked up, and
returned to the Engineer. Applications that were sent to residents along the route
are being returned at a decent response rate. Operators at the East WRF continue
on 24 hour operations to make all reclaimed water possible available for irrigation
by the Golf Course and not use the perc ponds.

ADMINISTRATION
Final inspections were performed Arrowhead Unit I and Chestnut Estates Phase I.
Development continues on Winter Springs High School, Chestnut Estates Phase
II, Grand Reserve, Howell Creek Reserve, Eagles Watch and Deersong Phase III.
Site plan reviews were conducted for the Early property preliminary engineering
and the Leffler property zoning request.
Utility coordination and preconstruction meetings were scheduled for the SR 434
construction project. The construction start date is June 20th. Seminole County
provided 30% drawings for the Tuskawilla Road Phase IV project. Utilities were
marked up and the drawings returned. We also initiated the process to include
median irrigation sleeves in the construction project.

There were 23 right-of-way inspections and 91 Arbor permit inspections performed.
575' of sidewalk was replaced on Northern Way, Fruitwood, Lancers, Antelope
Trail, Turkey Hollow Circle, Sheoah Blvd., and Puma Court. 4 1/4 tons of asphalt
was used to repair the roads on Riunite Circle, Sailfish Road, Chokecherry Circle,
Moss Road, Bahama Road, Cortez & Lombardy Road.
The budget revision was approved May 8 which included a mechanical street
sweeper. We had budgeted $18,000 this year for purchase of a tractor mounted
sweeper. We rented this equipment for three days and found that it did an effective
job of cleaning the curbs. However, the fact that it didn't pick up the materials and
just brushed them back into the yards and driveways was a sore spot among
residents. Surrounding cities were contacted as to their street sweeping programs
and to find out equipment recommendations. We also acquired figures for contract
sweeping which came out to be $4,000 to $4,500 per sweep for the approximately
220 curb miles of public rights-of-way within the City.
My previous recommendation not to purchase a street sweeper was based on a
vacuum sweeper which are approximately$180,000. The purchasing agent has
located recent bids for an Elgin Pelican mechanical sweeper for slightly less than
$85,000 that most of the local municipalities have purchased and have had a good
maintenance record with. With this sweeper, we should be able-to sweep the
entire City on a monthly basis. I feel this will greatly improve the appearance of our
city as well as meet the water quality issues required by the NPDES permitting
process. Delivery is scheduled for August 1.
Friends of Lake Jesup - A meeting was held May 15 at which Representative
Couch updated us on the legislative allocation for the coming year. DOT was
present to discuss the S.R. 46 bridge RFP final draft. Dr. Marzolf of SJRWMD
gave presentation of historical nutrient loading data.
Stormwater -The Part 1 NPDES permit preparation with CDM and Seminole
County is on schedule for the June 12 deadline. The draft copy was reviewed
and minor comments made to CDM. The interlocal agreement for the Part 2
application was approved at the May 8 Commission meeting.
Premier Dredge and Marine began the dredging work at the six bridges throughout
the City. Work is scheduled at the Moss Road, Edgemon Avenue, Hayes Road
and Alton Road bridges over Gee Creek. Also included is the Shepard Road
bridge over Sheoah Creek and Winter Springs Boulevard bridge over Bear Creek.
Work should be completed by the end of June.
The 24" CMP culvert on Fisher Road was replaced with a 24" concrete pipe. Other
projects under design are the outfall modifications at 1207 Howell Creek, Shore
Road culvert replacement, and ditch modifications at Old Sanford-Oviedo Road.
Seminole County provided a draft copy of the Soldier Creek basin study. The
major deficiency identified was the sedimentation at the Shepard Road bridge
which will corrected by the dredging project

Received call from SJRWMD regarding their concern about the
proposed lots along Howell Creek that are proposed to encroach into
the floodway. Assisted developer and Don LeBlanc with questions
relating to this encroachment . Met with City Attorney, City
Manager, developer, Building Official , Land Management Specialist
and Donald McIntosh regarding proposed lot encroachment . Reviewed
FEMA CLOMR to be submitted to FEMA. Three items on Phase 1 "as--
built" inspection undone. Reviewed construction costs and proposed
plat for Phase 2 for bonding.
Time Warner Building :
Engineering plans reviewed and accepted.
Golf Terrace:
Reviewed proposed commencement of Phase 2 and participated in
staff review.
Fox Glenn (aka Chelsea Parc III ) :
Reviewed engineer' s plan to modify storm pipe design to fit
under roadway. Answered FPC' s questions on jack & bores . Reviewed
proposed plat. Construction inspection of this phase.
Grand Reserve:
Discussion with developer and contractor regarding
substituting lime rock road base for soil cement without final
approval of City. Construction inspection of this site.
Glen Eagle:
Small subsidence at storm inlet appeared, investigated by
Public Works . Received claim for monetary damages , against the
City, from Chris MonteCarlo regarding lot drainage.
Central Winds Park:

Reviewed final bid results . Recommended low bidder MacAsphalt
be given contract . MacAsphalt will not be able to start until July
due to conflict with another job.
1995-96 Street Resurfacing Bid Pack:
Performed required measurements and compilation of street data
for production of bid pack .
Right-of-Way Permits :
Reviewed permits for Building Department .
Miscellaneous :
* Assisted Al White, Code Enforcement , with questions on Colt
Drive.
* Assisted Public Works with bridge report data.
* Needed to notify all engineers and contractors to send in test
reports on time as required in City Code.
* Assisted resident with lengthy questions on FEMA zones .
* Assisted Building Department with FEMA questions .
* Attended Floodplain Management seminar in Orlando.
* Reviewed Jon Hall Lot Split request for Land Management
Specialist.
* Received numerous FEMA flood zone requests .
* All roadways in new subdivisions that have underdrains are
having the underdrains flow checked at "as-built" inspection
time.
