Plan Amendment to Urban Boundary (95F.FLU11) . * Reviewed the City's Comprehensive Plan for tasks that still needed to be accomplished; wrote memo. * Developed Small Scale Amendment Application Form in response to recent changes by the Florida Legislature to 163 . 3187 (1) (c) Florida Statutes. * Met with Richard Davis, consultant, on comprehensive plan and zoning requirements for development proposal. * Met with Joseph Kolb, Engineering Consultant for Battle Ridge project, on timeframes from comprehensive plan amendment, rezoning. * Met with Tom Daley, representing Battle Ridge, Messr. Minter and Weaver, to discuss procedural requirements on annexation, comprehensive plan amendment, and rezoning. * Prepared August 2nd Planning and Zoning Board Agenda Packet. * Reviewed Annexation Agreement betweeen the City and Battle Ridge Company for land on S.R. 434 east of the GreenWay. * Met with City staff and staff from the Cities of Oviedo and Casselberry on Bikeway and Pedestrian Trails. * Response to public on requests for information. P.E., Utility/Public Works Director I RE: Public Works Monthly Report -July There were 22 right-of-way inspections and 76 Arbor permit inspections performed. 90' of sidewalk was replaced on Seneca Boulevard, Alderwood Ct., Northern Way, Glen Eagle Circle. 2 1/4 tons of asphalt was used to repair the roads on North and South Edgemon, and Fairway Oaks. The Elgin Pelican street sweeper was delivered and has been operating exceptionally since July 13th. A storm which dumped 6.5" of rain in less than two hours on July 25 flooded many streets in the City for a short period. The street drainage systems are designed to handle a 25 year storm which is about 7.5" in 24 hours. The flooded areas with longer durations were generally the "same as usual", Moss Road bridge, Alton Road at Hayes, Sheaoh Circle, S.R. 434 at the Post Office. We also experienced severe washout of Orange Avenue and Tuscawilla Road (Brantley). The hodge podge of drainage pipes on Orange Avenue were totally unable to handle a storm of this intensity althogh it does seem that the amount of runoff has increased due to the Park and now the new high school. Friends of Lake Jesup - A meeting was held July 27 at Oviedo High School. DOT introduced the environmental consultant for the S.R. 46 bridge replacement. Several "oldtimers" were present to talk of what Lake Jesup used to be. Stormwater - Design continues on the outfall modifications at 1207 Howell Creek, Shore Road culvert replacement, and ditch modifications at Old Sanford-Oviedo Road. The corrosion control equipment for the Tuscawilia system was started up on July 8. We are feeding an orthopolyphosphate which is a corrosion inhibitor to reduce the copper levels at the tap to acceptable levels. The roof replacement at WTP #1 was started and is expected to be completed by mid-August by the Watauga Company of Titusville. ADF at WTP #1- 2.095 WTP #2 & #3 - 1.532 MG WATER RECLAMATION FACILITIES Advertisement for Bids for the electrical and emergency power improvements at the East and West plants will be made August 13 with a bid opening August 30. Design work continues on the East WRF reclaimed water pump station and storage tank improvements. Construction for the digester addition at the East WRF by Wharton-Smith is slowly getting going. Bids for the 12" reclaimed water distribution main on Third St./Moss Road/Bahama Road were opened on July 26. The apparent low bidder was Linco Construction, Inc. of Longwood with a bid of $337,265.50. ADF at East WRF - 0.933 MG West WRF - 1.449 MG ADMINISTRATION Final inspections were performed on Chestnut Estates Ph. II, and Grand Reserve. Development continues on Winter Springs High School, Howell Creek Reserve Ph. II, and Deersong Phase III. Final engineering approval was given for the Highlands Elementary. Assisted developer in locating deficiencies . Country Club Village: Assisted realtor in having builder correct incorrect lot grading problem. Deersonq : Phase 1: Ongoing drainage complaint from Indian Ridge that this phase floods them. Schedule meeting with engineer , developer, Indian Ridge residents effected and myself to find solution. Phase 3 : Assisted FDOT with storm drainage questions . Eagles Watch (aka Tuscawilla 15 East ) : Phase 1 : "As-built" inspection deficiencies all corrected. Phase 2 : Assisted engineer with pavement thickness changes that still meet City Code. Performed drainage inspection and ongoing construction inspections . Earley Property (aka Seville Chase) : Assisted engineer with design versus Code questions . Fairway Oaks : Received lot drainage complaint from resident. Builder (Suda) is not building in City now. Met with Capt. Pieper (Code Enforcement) regarding possible code violation against builder . Capt . Pieper explained it would be impossible to enforce against builder. Florida Department of Transportation: Sent engineering plans to have Winding Hollow bridge added to their inventory of bridge inspections . FDOT inspects bridges at no charge and issues a report on a regular basis. Received complaint from builder Horton regarding backup of water east of the construction road on the 25th. Several lots were flooded due to culvert under construction road unable to carry the needed flow. Engineer, at McIntosh & Assoc . was contacted. Engineering Dept . July 1995 page 2 Fox Glen ( aka Chelsea Parc III ) : Problems with roadway not built per plans , causing platted lots to be off , assisted Building Official , engineer notified. Assisted developer with City requirement questions . Assisted Building Official with sign wall concerns . Greenbriar Lane flooded due to pond control structure elevation not correct . Met with engineer for design of correction. Ongoing construction inspection performed. Glen Eagle: Received call from 2 residents with lot drainage problems . Grand Reserve : "As-built" plans reviewed and inspection performed, deficiencies noted and reported to engineer and developer . Follow- up inspection performed. Heavy Rainfall : On the 25th, an inordinate amount of rainfall was received by the City . The City' s sewer plant on the west side recorded 7 . 2" for that 24-hour period and the City' s east side recorded 5 . 3" . The Police Dept . recorded in excess of 20 locations with localized flooding. Since most of the daily total was received in a short period, it probably exceeded a 100-year storm. Performed inspection of various locations to ascertain causes of problems . Howell Creek Reserve (aka Tuscawilla 15 West) : Phases 2 & 3 : Assisted engineer with pavement thickness changes that still meet City Code. Developer will resume construction on these phases in November 1995 . North Orlando Ranches Sec 2A: Commenced investigation of lot drainage complaint at 608 Bonita Road. Lot and house sits in low pocket and yard collects water from surrounding property. House built in the 1970 's . Proposed Time Warner Building on Moss Road: Interfaced with Building Official and engineer regarding site and building construction methods . Proposed City Municipal Public Safety Building: Met with engineer from Conklin, Porter & Holmes to discuss stormwater requirements . July 1995 page 3 Proposed Fox Glen Phase II : Received information from Jim Mikes that the developer of Fox Glen intends to receive an easement on the golf course for any proposed stormwater pond needed for this phase. Roadway base inspection performed. Right of Way Permits : Performed review of permits for Building Department . Roadway Underdrain Retrofit : The installation of added roadway underdrains on selected roads should commence next month. Portions of the following roads will receive underdrains : Eagle Nest Circle, Gulfpoint Drive, Hayes Road and Dolphin . Street Resurfacing 1994-95 , Bid # 95-013 : MacAsphalt is experiencing a delay due to inability of receiving manhole rings from the foundry . Attention will be given to next years resurfacing to possibly removing rings from the bid pack and the City ordering them earlier . The Reserve at Tuscawilla ( aka Tuscawilla 80 ) : Completed review of FEMA "Conditional Letter of Map Revision" (CLOMR) for proposed encroachment of Howell Creek Floodway by additional lots .
