(Leffler Property) * Sent for informal review the "Comprehensive Plan Amendment Checklist for DCA Transmittal" to insure agreement on what their review team expects/requires for information and analysis for amendment transmittal. * Updated meeting schedule for Oviedo Crossing Project per changes by DCA, County LPA and B.C.C. * Prepared City District Boundary Map (one large map and small map) . * Sent Frank Schrimsher information on proposed language on Comprehensive Plan Amendments to Chapter 15 of City Code * Redesigned the form for Application for Rezoning. * Sent memo on City Commission Agenda Item for July 10th meeting concerning Second Reading on Proposed Ordinance on Comprehensive Plan Amendments and the latest revisions by the State Legislature to Small Scale Development Amendments. * Sent memo on City Commission Agenda Item for July 10th meeting concerning Discussion to request LPA to make recommendation to delete from Comprehensive Plan various proposed collector roads and reconsideration of Transportation Impact Fee. * Wrote memo on possibility of setting up a Community Redevelopment Agenccy for S.R. 434 between U.S. 17/92 and S.R. 419 for funding of improvements. * Attended meeting at the county offices on establishing a Joint Planning Area, land use conflicts, annexation, study schedule. * Prepared July 5th Planning and Zoning Board Agenda Packet. * Reviewed Annexation Agreement between the City and Courtelis Company for land on N.W. corner of S.R. 434 and Tuskawill Road. * Met with consultants working with the Cities of Sanford and Casselberry on Bikeway and Pedestrian Trails. * Attended the Technical Advisory Committee of the Orlando Metropolitan Planning Organization. * Completed Annexation Report. * Response to public requests for information. ARROWHEAD UNITS 3, 4 AND 5 -City Attorney gave Commission revised settlement agreement for review at the Commission Meeting of June 26, 1995. 3. ELEMENTARY SCHOOL "E" - Staff Review on project to be held on July 5, 1995. Presentation to P&Z Board also to be held on July 5, 1995. 4. EARLEY PROPERTY -P&Z Board recommended approval at their meeting of June 7, 1995. Commission approved preliminary engineering at their meeting of June 26, 1995. Awaiting submission of final engineering. 5. REZONING REQUEST- Staff met on June 6, 1995 and recommended approval and that the request be forwarded to the P&Z Board for their action. Comments were resubmitted to SJRWMD. The DEP corrosion control construction permit for the Tuscawilla system was received June 8 and the equipment for the corrosion control additive has all been ordered or received. Once the DEP certification is received, start up will occur. The bid for the roof replacement at WTP #1 was awarded to the low bidder, Watauga Company of Titusville, with a bid of $12,950.00. The work should be completed by late July. Average Daily Flow at WTP #1 2.826 MG Average Daily Flow at WTP #2 & #3 1.744 MG WATER RECLAMATION FACILITIES Final design is underway for the electrical and emergency power improvements at the East and West plants. The target bid date is late July. Design work continues on the East WRF reclaimed water pump station and storage tank improvements. A preconstruction meeting was held for the digester addition at the East WRF by Wharton-Smith and construction is scheduled to begin July 24. The 12" reclaimed water distribution main on Third St./Moss Road/Bahama Road will be advertised for bid in July. Operators at the East WRF continue on 24 hour operations to make all reclaimed water possible available for irrigation by the Golf Course and not use the perc ponds. ADF at East WRF - 0.844 MG ADF at West WRF - 1.195 MG ADMINISTRATION Final inspections were performed Eagles Watch and Arrowhead Unit II. Development continues on Winter Springs High School, Chestnut Estates Phase II, Grand Reserve, Howell Creek Reserve, and Deersong Phase III. Site plan reviews were conducted for the Highlands Elementary. Utility coordination and preconstruction meetings were attended for the SR 434 construction project. The construction start date was scheduled for June 20th but has been delayed due to DOT's oversight of a residents access and the delay of CSX to upgrade the railroad crossing. An interlocal agreement was received from Seminole County to include in their Tuskawilla Road construction project any utility improvements, casings or irrigation sleeves needed to irrigate the medians or provide for future utility expansions. The agreement was forwarded to the City Attorney for review. The Phase III plans, Lake Drive to Winter Springs Boulevard, which are 100% complete will be reviewed first to see what changes are necessary. P.E., Utility/Public Works Director i / RE: Public Works Monthly Report-June There were 29 right-of-way inspections and 88 Arbor permit inspections performed. 280' of sidewalk was replaced on Edgemon Avenue, Moss Road, Winter Springs Boulevard, Dolphin Road, Hayes Road, Alton Road, Ermine Court, and Benitawood Court. 1 1/2 tons of asphalt was used to repair the roads on Hawthorne Street, City Hall, Holiday Lane, and Sailfish Road. The Elgin Pelican street sweeper was ordered with a delivery date projected for August 1. 50 trees were planted at various locations throughout the City including Winter Springs Boulevard, Moss Road, Northern Way, City Hall and Moss Pond. A stormwater inlet was constructed at the Orange Avenuerruscawilla Road intersection and a 24" pipe was replaced under Orange Avenue. Friends of Lake Jesup -A meeting was held June 22 at Oviedo High School. A presentation was made by the DEP on determining the ordinary high water line for determining sovereign lands. DOT was present to discuss the S.R. 46 bridge consultant selection short list. Stormwater -The Part 1 NPDES permit preparation with CDM and Seminole County was submitted on June 11. Work on the Part 2 application will commence in July. Premier Dredge and Marine completed the dredging work at the six bridges throughout the City. Work was completed at the Moss Road, Edgemon Avenue, Hayes Road and Alton Road bridges over Gee Creek. Also included was the Shepard Road bridge over Sheoah Creek and Winter Springs Boulevard bridge over Bear Creek. Over 5,000 cubic yards of material was removed at a cost of $160,000. Design continues on the outfall modifications at 1207 Howell Creek, Shore Road culvert replacement, and ditch modifications at Old Sanford-Oviedo Road. 2 zJUL 1 1 1995 MONTHLY STATUS REPORT ENGINEERING DEPARTMENT CITY OF WINTER SPRING Mark L . "As-built" inspection performed, defect list to engineer . Furnished soils report data to Building Official . Recommended and received escrow funds in lieu of constructing temporary cul-de-sac between phases 1 & 2 (saves developer $7 , 000) . Worked closely with developer, engineer and contractor to meet short time frame for "as-built" inspection to be on July 10th Commission Agenda for approval . Ongoing inspection of construction. Howell Creek Reserve Phase 1 (aka Tuscawilla 15 west) : Homebuilder , Morrison Homes , had questions on status of roadways which had failing base and subbase tests . Developer will place thicker asphalt to correct same. Worked closely with developer, engineer and contractor to meet short time frame for "as-built" inspection to be on July 10th Commission Agenda for approval . Ongoing inspection of construction. Proposed Elementary School "E" : Notified engineer that required stormwater calculations , to meet City Code, were not submitted. Seminole County Drainage Studies : Reviewed Soldier Creek Basin study, by Singhoffen, for comments to the County regarding areas in the City. Federal Emergency Management Agency (FEMA) : Spoke to Steven Randolph, of FEMA, regarding Elevation Certificate requirement . If any part of a lot is in the 100-year flood zone an Elevation Certificate is required. The Reserve at Tuscawilla (aka Tuscawilla 80) : Reviewed final draft of FEMA CLOMR for proposed encroachment of residential lots into Floodway on Howell Creek . Met with developer, Don McIntosh and engineers who are producing the CLOMR to answer questions . Made several calls to FEMA regarding correctness of submittal . Resolved questions from architect for the privacy wall regarding authorized vs unauthorized changes to his wall plans . Lot grading change on 2 lots submitted and approved. Ongoing inspection of construction. Bentley Club: Lot grading problem with lots 16 and 17 resolved with builders , homeowner's association president and engineer-of-record. Assisted resident with questions on a proposed wall on her lot . Engineering Dept . June 1995 page 2 Greenbriar Lane: Assisted Utility Director with questions on stormwater ponds . Glen Eagle : Review stormwater easement agreement from Jim Mikes for ponds on golf course. Received a telephone call from Buck Adkins on Monday morning, the 26th, that after a weekend of heavy rains there was no standing water in Chris MonteCarlo' s back yard. Mr . MonteCarlo recently made a claim against the City for payment for "damages" from "standing water" in his yard. Fox Glen (aka Chelsea Parc III ) : Reviewed plat . Chestnut Estates Phase 1 (aka Tuscawilla 14C south) : Developer still completing sidewalk along Winter Springs Blvd. Chestnut Estates Phase 2 (aka Tuscawilla 14C north) : Received "as-built" engineering and "as-built" inspection performed. Chestnut Ridge: Performed Maintenance Bond Inspection, after 2 year time limit . A couple minor defects reported to developer for repair. Deersonq III : Reviewed engineer' s construction costs for platting process and provided him with pipe data for storm piping under SR-419. Ongoing inspection of construction. CAD/FEMA City Maps : Received new updated maps from Brian Garvey showing the new FEMA floodzones on the City map. Dredging of Certain Bridges : Ongoing periodic inspection of activities and coordination with Public Works . Leffler Property : Reviewed rezoning request submittal and attended staff review. Grand Reserve: Received late test reports from contractor for review. Site ready for "as-built" inspection, except for brick entrance paving and wall repair . Ongoing inspection of construction. Cumberland Farms Parking Lot Addition: Performed "as-built" inspection of completed work. Engineering Dept . June 1995 page 3 Central Winds Park - Foul Ball Screen: Met with John Ketteringham, Kip Lockcuff , Don Wilson and fence contractor regarding design of screening. Street Resurfacing 1994-95 , Bid # 95-013 : Received letter from MacAsphalt that paving will not start till second week of July due to previous contract obligations. Country Club Village: Provided information and inspection of property regarding lot drainage question at lot on Augusta National blvd. Winding Hollow: Met with developer regarding the start of next phase of infrastructure. Miscellaneous : * Assist resident with yard subsidence problem. • Answered FEMA and lot grading questions from Building Inspector. * Assisted County resident with questions on Spring Avenue paving . County paves (if done) , we maintain only. * Furnished resident from Highlands with information on local drainage problem. * Assisted Al White with questions on sign at Winter Springs Blvd and Northern Way. * Architect had City Code questions regarding a possible go cart track at the batting cage at Belle Ave . and SR-434. * Assisted Building Official with stormwater runoff questions . * Assisted City Manager with questions on City CAD base maps . * Ongoing tests of all roadway underdrains being installed in new subdivisions prior to acceptance. cc: Utility Director
