Re: Return to Full-Time Police Duty.
This is to inform you that Dr. James I. Urback, M.D. has
authorized Mr. Murray to return to regular duty. Mr. Murray is aware
of this and concurs with this change. He will commence regular assigned
duties March 9, 1982.
While temporarily assigned to my office Mr. Murray completed
a physical audit/inventory of all £ixe assets of City. He is
dependable and did a commendable job. lam sure e 1s-Via.-credit-to
the police service as well as our d part ent. lease pass on my thanks
to Mr. Murray for a job well done.

Your Department is most fortunate to have as one of its members such an
individual as Officer Wesley Dowell. He is dedicated to the Department
and to the principles of Law Enforcement. His efforts to organize and
implement the Neighborhood Crime Watch Program throughout the City of
Winter Springs have been exemplary. The program is a recognized success,
thanks to his leadership.
Officer Dowell is a gentleman and an outstandin;m police officer. The City
of Winter Springs is a better place to live in with men like 'Wesley Dowell
working tirelessly for the protection of its citizens. We are all very
grateful!

Re: Seminar for Winter Springs businesses.
Dear Chief Govoruhk:
As you are aware last evening Officer 'Wesley Dowell and Detective
Bob Butler spopsored a crime seminar for the businesses of 'Winter
Springs. The 7 : 30 P. P,. seminar at City Hall included a film with
subsequent discussions. I thought this seminar was very successful
and informative. As a businessman in the community I would like
to commend Officer Dowell and Detective Butler on a job well done.

Dear Sir,
Once again I must express my deep appreciation for assistance
from your K-9 Division; Officer Jim McClure, Det. Butler, and K-9
Unit, 'Chief".
On July 14th, 1983 this department responded to a burglary in
progress at Wigginton Sprinklers on C427 in this city. Upon arrival
a subject fled from the building and headed into the woods. As I was
aware that a K-9 Unit was on duty in Winter Springs I organized the crime
scene so as to make maximum use of a K-9. The area was sealed with a
wide perimeter of patrol vehicles and the known track of the suspect
. was not contaminated.
Officer McClure arrived within minutes, tracked the suspect
accompanied by two Longwood Officers, and within sixteen minutes
the suspect was under arrest. This suspect had attempted to flee
from these officers through tortuous and swampy terrain but to no
avail. Chief tracked him and as he attempted to escape, held him
to the ground until officers could secure him. Chief is obviously
the finest example of a police K-9 unit and is a credit to his handler,
Officer McClure.
This department has already received expressions of appreciation
from the property owners and myself and the department wish to pass
this on as well as our own gratitude for your assistance and such
a fine example of professional police work. -

Dear Chief,
I wish to commend ore of your fine police offerers for the
performance which I consider to be extraordinary.
On July 13, 1983 I .returned home after an absence of several
days to find, unhappily, the tire on my boat trailer slashed by some un-
known vandal. Needless to say my temperment was more than a little heated
and anger was my primary emotion. In fact my anger was extreme.
In response to my call Officer Fran Ryan responded to my home to
make the report. Because of her exceptional professionallity and
profound calmness in dealing with situation she had in just a couple
of minutes altered my mental state so that I was again in full control
and quite calm. This , in spite of the fact that at no time did she
ask me calm down or overtly try to calm me . This is a neat psychological
trick, to say the least.
I just feel that I need to express my thanks to the department and
the officer for the professional way the matter and my emotional state
were both handled. Thank you to Officer &an Ryan and to yourself as well
as the Winter Springs Police Department .

Once again, my two Dobermans dug out of our fenced yard at 285
Hayes Road and wandered off. We reported them missing on
0 October 3, as we have done before. On October 4, after we had
about given up hope, Jan Fillback, one of your dispatchers,
called me at work to advise that Officer Barry C000krsadnlocated
my dogs in an area several miles from our home.
